Dear Minister Frida Rasmussen (Kingdom of Denmark / @JamieA) and Minister Pekka Haavisto (Republic of Finland / @Zak)

I am writing to you on behalf of the Swedish Department of Foreign Affairs as the current President of the Nordic Council - an organisation developed within Sweden driven by the desire to make the Nordic region one that people want to live and work in. This is also the primary objective of the ideas and proposals for co-operation that are born out of the council. Currently our council holds a number of members from various areas of business within Sweden and myself, the President currently elected to govern the development of our organisation. At present we sit purely within Sweden working as a single entity to change the way the Nordic region works but I strongly believe that together Sweden, Denmark and Finland can make a real difference - stability, cooperation and collaboration. Currently there is no procedure for direct election into the Nordic Council and it is run by a number of committees within the organisation holding a number of persons through their respective party groups.

As such, I invite you to Parliament House, Helgeandsholmen, Stockholm, 100 12, Sweden to the first ever Scandinavia Summit - hosted in the centre of Scandinavia, Stockholm. I encourage you to bring your aides and representatives of various areas of business as we have a number of topics we wish to discuss with you.

Travelling by land will require logistical changes to ensure your safe carriage through Sweden to the chamber within Parliament House, we will require correspondence in advance in order to have the Swedish Security Service develop a convoy in cooperation with local policing jurisdictions. Those travelling by air will have full and complete access to Stockholm International Airport where we will have a flight restriction in place to ensure your safe arrival, in addition to this we will have a motorcade in position capable of supporting both yourself and your delegation for safe arrival to the chambers. Please inform me of your travel method and I will have the Swedish Security Service contact you as soon as possible.

I look forward to your imminent response.

Regards,
Jessica Polfjärd

Swedish Security Service

In preparation the Swedish Security service begin phase one of their lock down procedure, numerous marked and unmarked police vehicles begin to swarm the entry and exit roads to/from Stockholm International Airport which naturally causes a slow down of traffic in the region without diversion routes in place. The slow down of traffic allows for the slow-time evacuation of an entire terminal for the arrival of the VIP delegations arriving. The public were naturally away of the increased police presence however the evacuation was done as part of general airport routine, diverting aircraft to alternate terminals to slowly disperse crowds away, something passengers would not notice unless they intentionally stray into the emptying terminal. Officers throughout the airport vicinity are armed and wearing the appropriate tactical gear to ensure their safety and security throughout the operation. Sweeps of the roadways and terminal begin almost immediately with street furniture and internal miscellaneous furniture such as bins, plants and stands being checked for contraband, threats and of course weaponry.

A small press area is prepared on the exterior doors which which is manned by a number of armed personnel - international notices are released to allow the press to arrive via a safe point of entry which will not hinder emergency VIP escape routes and the pre-planned convoy route. On the subject of the motorcade the Swedish Security Service now begin patrols of the route from Stockholm International Airport and Parliament House - outside the airport two Volvo 960 Executive limousines await both the Finnish and Danish delegations, these vehicles are met with eight Volvo S80 support vehicles filled with armed uniformed personnel which will both guide and secure the motorcade throughout the route.

Preparing for the arrival of aircraft is essential and airspace restriction is in place to ensure a bubble around arriving aircraft - in addition to this the Blekinge Air Force Wing, 1st Intervention Group, 1st Rapid Reaction Squadron based out of Kallinge Air Base is prewarned of the VIP arrival and as such the Swedish Air Force remain in a constant state of preparedness for emergency deployment.

Pekka Haavisto and Amanda Pasanen would depart from Helsinki to Stockholm on a Finnair Boeing 757-200 with six diplomatic agents from the Dignitary Protection Service, Helsinki Police Department who would look over documents around the security arrangements of the meeting. The flight was a short one of only 27 minutes and would touch down safely under the direction of Swedish air traffic control.

The Danish Foreign Minister and Minister for Nordic Cooperation would board a flight towards Stockholm Arlanda Airport (ESSA) with the two aides and the security provided by Danish Special Forces. It would only be a short hop from Denmark to Sweden due to the closeness of the nations, once the flight would enter Swedish airspace, air traffic control would be alerted. The Swedish administration would also be alerted of the arrival of the Danish delegation. Once the plane lands, the delegation would exit the aircraft and board the awaiting convoy.

The delegation are welcomed into the terminal via red carpets laid into the centre of the terminal, in the middle stands a tall backdrop allowing the press to take their photographs and the delegation pass through, the flash of cameras and the click of the shutters echo through the hall. As they pass through what would be the security stalls on the way out of the terminal all security personnel and members of the delegation would have their diplomatic passports checked, documents and all firearms, weapons and offensive materials removed from any guards in the country. On the way through the terminal the group are secured in the awaiting motorcade, the delegates moved into the limousines whilst the security details are moved into awaiting Ford E350.

The motorcade would race through Swedish streets on blue lights and sirens, escorted by a number of Volvo S80's filled with Swedish Security Service armed personnel. Upon arrival at Parliament House the security personnel would fan out around the vehicles holding a level 3 public order corden, linking eachother by holding the back of their belts.

From down the steps of Parliament House comes Jessica Polfjärd, the President of the Nordic Council, extending her hand to the delegates... "Welcome to Sweden and more importantly welcome to Parliament House, the very heart of our country!"

KINGDOM OF NORWAY
MINISTRY OF FOREIGN AFFAIRS
________________________________________________________________________________________________________________________________________________________
SUBJECT: Nordic Council
RECIPIENT: Jessica Polfjärd, President of The Nordic Council ( @Connor )
SECURITY: ENCRYPTED

Madam President,

I have spoken with the Council of State, who have made it clear that Scandinavia cooperation between Norway, Denmark, Sweden (and any other of the Nordic countries) is of the utmost importance. It would be my pleasure to attend the summit. Myself as well as some staff from the Ministry of Foreign Affairs will be travelling via privately chartered helicopter to Stockholm's International Airport. His Majesty's Royal Air Force will cooperate to ensure our timely and safe arrival. I look forward to meeting you, and the representatives, in person.

Best Regards,

Anthony Vinter
Minister of Foreign Affairs

::::::::::

As promised, the Foreign Minister and a small but important entourage departed from Oslo via a privately chartered helicopter to Stockholm's international airport. Once they safely arrived, they would use whatever vehicular accommodations the Swedes had to offer to take them to the Parliament House.

With the convoy arriving the two Ministers would exit the vehicle sharpish shaking the Swedish Delegations hand "Thank you for having us, in such a wonder country" the MoFA paused allowing the Minister for Nordic Cooperation to speak "Thank you for having us, hopefully this meeting is a success. It's such a shame to see the Finnish Administration collapse so soon" both Ministers would follow the Swedish Delegation to the meeting location

A final motorcade would collect the Norwegian delegation from Stockholm International Airport - with the removal of the last of the delegation the airport would return to normal operation almost seamlessly with barriers and barricades being collapsed and moved into side rooms of safely stored at the side of corridors and passageways. Passengers would notice almost no difference as check-in desks and stores open continuing to run as normal. The VIP aircraft on the tarmac continue to be supported with armed guards from the Swedish Security Service, anyone entering or approaching these aircraft are required to identify themselves with valid identification and/or appropriate diplomatic passport.

Upon arrival the Norwegians would also be met by Jessica on the stairs to Parliament House, the three nations would pose before Swedish media outlets for photographs before being guided inside.

Jessica's heels clap against the hard floors as they walk directly towards the main chamber "Ministers it is an absolute pleasure to have you here and yes, it is a shame to see the collapse of the Finnish but that's exactly what the very first Scandinavia Summit will be focusing on. Collaboration will keep us together and together we will thrive... we will be using a sideroom for this meeting." she quickly guides the delegation into a committee room before taking a seat and invite the others to follow suit.

"Now, I won't bat around the bush, I'd like to formally invite you both to expand the Nordic Council further than Sweden. I'd like to develop a treaty in which we all have our views and expectations outlined in full and to fully encompass representatives from each of your nations into the council. I sit here currently as the incumbent President, I encourage you to throw your questions at me before you make any commitments to the NC."

The Danish Minister for Nordic Cooperation would take a seat next to the Danish Foreign Minister with the aides sitting behind them. The Minister for Nordic Cooperation would proceed to pull out a large file, placing a copy in front of the Minister of Foreign Affairs as well. Allowing everyone else to take a seat before speaking

Anthony Vinter took his seat among his Scandinavian colleagues. He was wearing a conservative black suit and red tie. "On behalf of His Majesty's government I thank you for inviting us. The government is certainly interested in the kingdom joining the Nordic Council. It's unfortunate that the Finnish are not able to join us..."

"Indeed, indeed... well I suppose we should get straight into it... the purpose of this visit is to invite your representation in the Nordic Council, we have a range of committees that we intend to restructure with your assistance to best represent our region. Today I intend to thoroughly discuss a treaty which all of our nations can stand by with pride, I want to develop this council into a world renown and respected organisation where we make a real difference. Is this something you're both interested in being apart of?"

"Yes, this is something His Majesty's government is interested in. I'm curious, will the Nordic Council also be a defense-based organization for Scandinavia?" he asked as he crossed his leg and sat back.

"Excellent! The Nordic Council can be anything we want it to be and fundamentally we want to be looking at legal cooperation, law enforcement, maritime safety, economic function and defence cooperation and organisation... together we need to fill these different subjects into a number of articles to develop a treaty we all believe in! We should start we naming a number of committees as focus groups for particular areas of operation, are there any committees your particularly want involved in the Nordic Council?"

"We can think of a few such as the Home Affairs Committee or to be named as the Nordic Affairs Committee, Nordic Health Committee and the Nordic Defence Committee"

Anthony sat back and thought for a few moments, "I would agree with our Danish counterparts that a Nordic Defense Committee would be important to have. What exactly would the Nordic Affairs Committee have oversight on? I also think we should also have a 'Nordic Trade Committee' so that we can take down trade barriers between our countries. I'm not sure how either of you would feel about this, but I also like the idea of a 'Nordic Royal Commission' which would be charged with organizing a yearly, or bi-yearly, dinner between our Royals to better foster cooperation between our governments and peoples. Finally a 'Nordic Emergency Response Committee' could be formed in the event of a natural or major disaster in either or all of our three respective countries."

Marius sat and listened to his Norwegian and Swedish Counterparts as they spoke before returning to speak to the Norwegian Counterpart who'd asked a question "I agree with what you've stated regarding the other committees. The Nordic Affairs/Home Affairs committee would be able to help advise our administrations on policies that relate to the Nordic region however this might not be useful as we'd have the others" pausing once more to take a drink clear their throat, the minister would sign the Nordic Concordant
