Where both parties have agreed to maintain the status quo leading up to the war, it is prudent to declare the end of hostilities and military occupation.

Whereas the Thai government and military have witnessed the devastation caused by their aggression against other countries' territorial and territorial integrity, sovereignty, and non-interference, it is necessary to declare the Thai government liable for the catastrophe and damage caused to Laos.

Whereas Lao law enforcement agencies acting under Lao government jurisdiction have violated Thai citizens' human rights through serious physical assault, it is imperative to declare the Lao government to have official responsibility and reorganize its agencies.

The Royal Thai Armed Forces are under the direct control of the Thai Defence Ministry, which is under the Thai government's jurisdiction, which has ultimately resulted in the Laotian people suffering from the Thai Forces' imbalance superiority. There must be no military activities between the Thai and Lao governments that transcend beyond their respective borders.

Thailand and Laos had engaged in indiscriminate aggression and harsh treatment of one another's civilians and the country as a whole. Both sides must sign a peace agreement to ensure Thailand's, Laos', the region's, and the world's stability.

The paper was signed with a few quick pen strokes, and peace was initially brokered. All that was left was to iron out the details of the fully-fledged peace document. The General Secretary wore a look of defeat on his face, his nation having been beaten and abused, turned around, and stabbed once more with blame for the whole war, and here he was, stuck to appease the aggressors only in the hope that he could get them to leave his land and the devastation they left behind, so no more men, women, and children had to die, so no more of the environment had to go up in flames, so that his government had a sliver of a chance of survival. He turned to compose himself, wiping what was close to becoming a tear out of his eye.

When the two leaders signed the peace agreement, vowing that there would be no more bloodshed, Thailand as a whole embraced the new beginning of peace with its neighboring country, Laos. Ordinary people, like civilians watching the second peace negotiation between Thailand and Laos on live television, rejoice with their loved ones, families, and friends over the new, long-lasting peace that an extraordinary document has promised them. A bottle of beer is the ideal present for any political enthusiast who wants to express their pride in their fatherland by implying triumph over the purported Lao totalitarian government. People rapidly fill the street outside of the residence. They organized a celebration to commemorate their accomplishment in maintaining justice for the hapless Thai civilian who got assaulted. The word of peace makes its way to the frontlines, where patriotic Thai soldiers await orders from their high command, and they get news from their headquarters that the dilemma conflict is over. They are the emphasis that secured the Thai people's rights from the Lao abuse. The soldiers are all cheered up by the beer and soda beverages delivered by the logistical corps before the peace talks. Whether it's a mobility vehicle or a tank, they fly the Thai flag over it. The troops return home with pride, knowing they helped win the first war in Thailand's modern history in more than three decades. The perplexing chapter of the history book on the War in Laos winds down, or it may be the beginning of new continuing bewilderment for the next generation to discover in their class.

Attendees witness the signing ceremony back at the Thai Government House. When the pen ink dropped on the exact area of the paper, the news media rushed into the Ivory room to take several photographs. When both leaders have signed, the entire room applauds them for their shared respect for peace. They rejoice and laugh on the happiest day since the war began, and the anguish is over. The cameras gradually halt in front of the Lao General Secretary, who has a pained facial expression. With great difficulty, he has finally protected his country from an aggressor from his closest neighbor. The peace protocol then plays a role in the final peace treaty, which lists the current state of facts on both sides. Before walking away to celebrate the peace that day, the Thai officials lined up to greet the Lao General Secretary and wish him well on his new task to rebuild his motherland. After the successful peace negotiations, the Thai Prime Minister and the Lao General Secretary will stand together in front of the Thai Government House entrance, where the press media will hear their remarks.

"Everyone has been waiting for the answer to this discussion all day. It's uplifting that it's finally coming to an end. My Thai brothers and sisters, it gives me great pleasure to declare, along with the Lao General Secretary, that the state of war between the Republic of Thailand and the Lao People's Democratic Republic has ended." With the flashing light, the journalist takes images to highlight everything in front of them. Questions regarding what will happen after that day get thrown at both leaders. The Lao nation is covered in combat wreckage, and Thailand's financial position worsens. The NIA operatives then fly them back to Don Mueang Airport, where they get transported by helicopter. The 1st and 2nd Flying Training Squadrons then release color smoke in the shape of the Thai and Lao flags above Bangkok. The Lao General Secretary then returns home to confront reality in Laos after a farewell ceremony held by Thailand.

The Australian Ambassador would shake both of their hands.

"Gentlemen, pleasure to see this agreement go through finally. We will look at getting the firefighting strike team into Laos and Thailand. I ask that both of your nations allow for free passage of Royal Australian Air Force transport aircraft in order to transport the necessary people and resources to the firefighting frontline. We will look at fully funding the reconstruction of the Laos-Thai Friendship Bridge which we originally funded in 1994. We will also look at other areas of official development assistance for both of your countries. If both parties agree, we would also like to send peacekeepers to the border areas to maintain and observe the implementation of this peace agreement.

"Mr. Prime Minister, we would like to see the re-establishment of an Australian presence at Hat Yai Air Force Base as well, something which we withdrew at the start of this conflict."

I recommend speaking with the Minister of Defence and the Air Chief Marshall. Please allow me a few moments." He then approaches them and speaks to them in Thai. "Can you two speak with the Australian ambassador there, Chavalit and Thananit? He wants to re-establish the Australian presence at the Hay Yai air base. Thammasak and I can talk about this later. Right now, he's too preoccupied with military matters." Before approaching the Australian ambassador, they agree to Thaksin's proposal. Chavalit, the Defense Minister, will be the first to speak. "Warm regards, Ambassador William." The Prime Minister has addressed me. I understand that having an aviation base in Thailand can be a strategic benefit for Australia, but our legislative process has changed. We'll need paperwork for the Australian air force to access the air base. We can accept your wings in Hat Yai without the paperwork, but once the paperwork is in our system, Australia will require it. I will let the technical stuff to the Air Cheif Marshallyou are an expert, right, Thananit." The Thai Air Cheif Marshall then speaks up.

Ambassador William, it is a joy to serve you. We need a detailed document of your deploy forces if Australia wants to use our Hay Yai air base. The Hat Yai air base is expanding to accommodate hundreds of military planes. With 20 aircraft and 200 airmen, the 101st Fighter Squadron takes over the air base. I'd like to know how many crafts you plan to deploy, how many personnel you are deploying, and how many supplies you require. Those householder squadrons are returning home from a base near Laos and will arrive soon. Why do you need such an air base near the Malacca Strait? From my understanding, the Middle East war is over, and the world powers are debating the situation. Thailand and Australia are no allies to deploy personnel at other territories without any particular harm."

Without a word, the General Secretary would join the Thai Prime Minister outside to answer questions. After the prompt by the Australian, he would finally speak.

"Firefighting efforts would be greatly appreciated, your aircraft can land and operate out of any commercial airports within Laos, as well as the limited few military airstrips that are still in functioning order. Your offers for peacekeepers we would also love to take you up on, in case the Thai decide that peace no longer suits them." He cast an ice-cold look at the Prime Minister. "As for the Friendship Bridge, I am afraid there will be no more reason to fund it. As of next week, I am ordering the full dismantling of the bridge and its foundations, along with all other bridges, rail or road, between our two countries. We are severing all trade ties with Thailand, and will soon be severing diplomatic communications. Thank you for your time."

The final three sentences would be addressed to the crowd as well.

The Thai Prime Minister would speak up to the Lao General Secretary, but not loudly. "Well, it's not that I don't understand your feelings, but if I knew, I would have stopped the war. Just saying, nothing can be changed right now." He lets out a sigh. "I recognize the need for an Australian peacekeeping force. At the very least, it will not involve any other countries in the aftermath, and we will be able to maintain peace. It's not like we'll be able to attack you[Laos] after the bridge gets destroyed and all links become severed. A portion of the bridge is within Thailand. I can take it apart, though I don't want to. I don't think I'll be able to persuade you otherwise, do you? Just remember to rebuild your country for the long haul."

We comprehend that the War in Laos is the reason causing instability in Southeast Asia and the anxiousness of neighboring nations that fear Thailand alleged aggression. We want to assure Cambodia that Thailand has no malicious intent on any countries in Southeast Asia, and we encourage a diplomatic solution to resolve the dispute. Any military operation results from the last resort and other hostilities.

I'd like to get into the topic that prompted me to contact Cambodia's prime minister as Foreign Minister. In 1962, Thailand and Cambodia had a territorial dispute over the Temple of Pheah Vihear. It is subject to incompetence in Annex 1 and 2 maps depicting the Thai-Cambodian border at the Temple. The previous Court of International Justice's 1962 judgment had severely limited the scope to resolve Cambodia's request. Many errors in the judgment could not be used to resolve disputes, and the Court did not respond to the Case's objection. Thailand will propose the Petition for review of the Judgment of 15 June 1962 in the Case concerning the Temple of Preah Vihear (Cambodia v. Thailand). We wish to notify the Cambodian government to prepare for its agent to the Court as we are working on the legal document.

Military Deployment

Following the appeal application for the Case concerning the Temple of Preah Vihear (Cambodia v. Thailand), the Defence Ministry of Thailand decided on an extraordinary security measure for the Temple of Preah Vihear. The tension is still around even after the end of the war in Laos, and it has a high possibility that Cambodia has already dealt with its military strength if they believe that Thailand is an aggressor and might invade them. Thailand's military has been growing since 1998 after the modernization plan from the Defence Ministry in that time, and it has given Thailand a large projection over its capability to deploy troops. The Defence Ministry has agreed with the Armed Forces that the 12th Infantry Division in Ubon Ratchathani should allocate a few of its personnel and equipment to the Sao Thong Chai, which is 12 kilometers from the Temple. The soldiers will get transported by the government-own bus that will travel from their base to the village in Sao Thong Chai(14.457582214731696, 104.71923745130361), and the government will hire a private company to transport or drive the military vehicle to such location. The 2nd Army Command Unit will take care of the supplies and other ordnance for the deployed troops. The list is:
  • 110 soldiers from the 121st Infantry Regiment with 10*Gaz Tigr
  • 13 Combat Engineers from the 12th Combat Engineer Battalion with 1*GAZ Vodnik and 1*IMR-2
  • 11 Signal Unit from the 12th Signal Battalion with 1*GAZ Vodnik
  • 11 Combat Medic from the 12th Combat Medical Battalion with 1*GAZ Vodnik
  • 11 Reconnaissance Unit from the 12th Reconnaissance Patrol Company with 1*GAZ Vodnik and 1*Elbit Hermes 450 UAV

Thailand must acquire further information about the Preah Vihear Temple now that the Foreign Ministry has certified the Petition for Review proposal. The National Intelligence Agency would convey to the signal unit stationed in Sao Thong Chai through the Royal Thai Armed Forces headquarters that they expected the military to work with them. The NIA wants to send seven personnel to survey the site to capture and gather evidence and information regarding the structure and surrounding area of the Preah Vihear. After leaving their camp, the Signal Unit went to see its field officer. "Major, sir, we just got one of those missions. The Headquarters has informed us that they intend to deploy seven field NIA agents here, and we will have to accompany them to the Temple of Preah Vihear." The Major takes his time to focus while gazing up at the sunny, clear sky. As he makes his way to his cantonment, he gestures to the Signal staff with his hand. When they enter the commander's camp, a sizable table with a detailed map in the center shows the Preah Vihear and its surroundings. A few military members are present. "Even though we know the full details of the issue, I may assume they want to see more photographs. Since we should require some approval from the ICJ, I'm not sure if the Cambodians will give us a clearance to enter the territory. Can you send the message to the Foreign Ministry informing them that we wish to enter the Temple? I'll get ready for the upcoming days. The Signal unit salutes the major, replies in a strident tone, and then retires to his camp.

After two days from the notification, the NIA Agents will show up at the Sao Thong Chai along with six operational reporters and an administrative officer. They get escorted there by a Ka-226 helicopter that departs from a location far from the 2nd Infantry Division headquarters. They are expected to land and arrive before the Major, other military personnel, and a few civilians. The chopper successfully lands, and the first person to exit is an administrative officer. " It is a pleasure to meet you, Major Supoj." She greets the military officer before sliding her hand inside her clothes and taking out the FN-Five Seven before handing it to the Major. "As evidenced by its origin, type 86 is already old. This is a gift from us; please take it." Before accompanying such an officer to the encampment, the Major accepts a handgun. The NIA officer all get trained to know the basics of the firearm, but they aren't the ones who use it.

While the Cambodians received the E-Mail, it was ignored in the newly rising violent passions of the invasion of Laos. However, they were not inactive. Immediately, 1,000 Gendarmie of the closest HQ deployed to the temple, surrounding it with a border of armed men in all directions. BRDM-2s formed an outer perimeter, their machine guns trained on the sky but manned for a moment's notice. At border crossing stations, all Thai citizens will be turned away- a total border closure was being enacted. On the same day, this border closure would be televised, as well as an invitation for Lao refugees without homes, jobs, or families to come to Cambodia for shelter and food.

The Thai government arranged an announcement for that day in response to the severe military installation, border closure, and aggressive response from the Cambodian side. On the same day they sent the message to the Foreign Ministry, the military personnel encountered this unprecedented volume of traffic on the Preah Vihear highway that runs through Sao Thong Chai. Some Thai citizens felt forced to cancel their vacation plans and return home. The Thai military was successful in questioning those citizens. Regarding the closure from the Cambodian side, they informed their commanding commander. Thailand finds it challenging to move toward a diplomatic resolution. The Preah Vihear temple would be cut off from Cambodia if Cambodia closed the border because there was no direct road or infrastructure connecting the two. The temple could only be accessed by crossing into Thailand and then back into Cambodia. The Cambodian Gendarmie would unlawfully extend their military operations past the present line of demarcation. The deployed personnel's reconnaissance unit would send an Elbit Hermes 450 UAV to survey the region around the temple. They would discover the temple, the Cambodian Gendarmie on the border, and video showing them crossing. The NIA and Armed Forces Headquarters would receive the information instantly.

The assigned agents who would arrive at Sao Thong Chai in two days would report concerning information to the NIA headquarters in Bangkok. The female employee answered the secure line when an emergency call came into one of the offices in the building. They speak for about thirty seconds until the voice tone abruptly shifts to the strained atmosphere that exists during the phone call. While the director approaches her, the other people in the room turn to the same employee. "What is the issue?" He asks as he takes the transcript out. I'm worried that the Cambodian military has entered our country and closed the border. She responds before continuing the dialogue. Then a male employee comes around from behind his desk to inform. "The Foreign Ministry wants confirmation that the news is coming from a trustworthy source," The director looks through the evidence that the female employee received. He focuses intently throughout. "Affirming the report, I'll get in touch with the prime minister." The entire headquarters then descends into turmoil as he exits the room. The government is aware of the existing hostility between Thailand and is working to find a solution.

At the Thai government house, two hours after the event, many top Thai governments are there. The news media is waiting in front of the building for the government to settle the disputes. Many people keep walking in and out of the building, which also applies from room to room. After a bewildering hour, a group of officials come out of the building and approach the podium. "...I would love to have the focus on me. As everyone is aware, Cambodia has closed its border with us, and they have placed a military installation near our border. I will clear up the steam as the spokesperson. This morning, the Foreign Ministry contacted the Cambodias'. We were asking for permission to send a team of NIA research team to the temple of Preah Vihear, which we comply with the agreement that Thailand and Cambodia made in 1990. Cambodia instead ignored our message, but they decided to reply to us in the most radical way we could imagine. Their government has enacted a law to close the border with Thailand, and they also launch a military operation. A few hours ago, over a thousand Cambodian forces crossed the border into Thailand with numerous armored cars. We are concerned that they perform this action to set up a military encamp in the temple of Preah Vihear. It is in Cambodia, but the only route to it is from Thailand. The Thai government is concerned about the aggressive response from Cambodia, in which they declined a diplomatic solution. The Thai government demands that Cambodia withdraw its troops from the border and stop maintaining a military installation close to the Thai border. We are not content with the careless decision to reject our desire for peace. If Cambodia does not withdraw its forces, the Internation Court of Justice will judge Cambodia to do so, or we will have to use an absolute measure." The spokesperson walks back inside the building with the flashing light covering his back. The message is sent to Cambodia after that event. The Royal Thai Armed Forces are now on high alert and can always be deployed at full strength.

He would put through an encrypted phone call to his Thai counterpart. The phone would ring. Louise Hand, the Australian Ambassador to Cambodia would make the journey to the Temple of Preah Vihear to assess first hand the situation that was going on. She would be accompanied by 5 diplomatic security contractors from the Australian Embassy and would travel in an official embassy car from Phnom Penh, the drive would take 7 hours.

Upon viewing of the Thai press conference, immediately the Prime Minister would arrange his own press conference to be televised at the nearest television block on all major Cambodian channels, as well as putting in a request for several Thai channels.

The Prime Minister would be seated in front of a pair of Cambodian flags, and several aids sat around him, at the perimeter of the frame.

"Today, I have been made aware that the Thai government has made some outrageous, horrendously false claims about our proud country. Not unlike, if you will remember, only a few months ago when they made similar claims against our Lao brothers. We have all seen the smoke that floated over our country, choking out our people, from the burning nation that we call our friend. A nation where many have... or had, family. A nation that has suffered more greatly than any other in recent history. Now to address these claims. Firstly, you claim that we have closed the borders. Yes, we have, completely, to Thai citizens. However, this is not in response to the feud over the temple, but instead in solidarity with our Lao counterparts who have done the same. It is an act of protest. Secondly, you claim that we have started a military operation around the temple and on your border. We will have you know, that there are no army personnel near your border. We have deployed a battalion of Gendarmerie, armed police, to the Temple Site for security purposes. You would not know this from your aerial reconnaissance, however; (since elevation was not stated in post #76) we spotted a Thai UAV flying low over the temple and surrounding area... in Cambodian airspace. This would constitute a highly illegal and hostile action by your nation's military against us, a declaration of hostilities. We, on the other hand, did not cross your border. We simply did not take the highway route to the temple, which goes through Thailand, but instead utilized Di Tep Sen Chey street. This allowed us to stay entirely within Cambodian territory. And invisible to you, unless you were using reconnaissance within our nation."

He would take a drink of water and collect himself, having become somewhat passionate near the end.

"In short: Your claims against us are baseless. We have no military presence on your border. We have closed the border as a sign of solidarity with our wounded Lao brothers. Our police have every right to secure a border around the temple. We have not, have never, crossed your border. You however have illegally entered our airspace with military aircraft with the express role of battlefield reconnaissance. And on top of all of this, you have threatened military action against us in your press conference. Your government is detestable. We will not allow you to spread slander and continue your warmongering ways."

The First Infantry Division will depart from Stung Treng and arrive near Sra'aem shortly, setting up a base of operations, under the cover of woodlands, using camouflage to make to camp nearly invisible from the skies. The Sixth Infantry Division will depart from Siem Reap and set up a similar base of operations near Samraong. The Air Force, Navy, and all other army divisions will be brought to full readiness. All inoperable aircraft and naval craft will shortly begin basic refitting to make them airworthy within a week's time.

As the Australian Ambassador approached the typical commercial access road, he would be halted by Gendarmerie in an APC blocking the road. After being recognized as an ambassador, A G-Wagon operated by the Gendarmerie would escort the car back down the road and through a second guarded entrance that led directly to the temple, through a dirt road, and most importantly only through Cambodian territory. Along the road, in the brush to the sides, the occasional truck or APC would sit with armed men around them, machine guns trained along the road, looking the ambassadors car go by with untrusting eyes. Finally, as they approached the temple and hundreds of stationed Gendarmerie, a guard of two APCs would halt them, machine guns at the ready, and a man who appeared to be the commander would step down and wait outside the ambassador's car for him to state his business. The Temple was still visible in the near distance, above its mountainous stairs.

"I am here to assess the claims by the Thai Government that your men have crossed the border and invaded Thailand. We knew their story didn't quite add up. Can you take me up to the Temple? The Thai Government seem... concerned about it. I want to reassure them as a third-party that it remains undamaged or whatever it is they're so concerned about."

The Thai government has been watching Cambodian media for a while to know they have made an address back to Thailand. The Thai media would allow Cambodia to broadcast its announcement. The same spokesperson would announce on the same day that evening. "...[According] to what I know, Cambodia does not possess a direct route to the Preah Vihear, [and] it is surprising for us that they finally constructed it. Thailand is happy that Cambodia is now a 'friend' of Laos, and I would say Cambodia should give up on the border dispute standoff with Laos; That's what friends do. It seems like it takes Cambodia a whole month to comprehend if they should close the border with Thailand after their counterpart has done so. What has obstructed their government in enacting such a policy? On this day, we requested a team of NIA operatives to the temple, and Cambodia also acted today. The Cambodian Prime Minister stated they deployed a battalion of Gendarmerie and armed police, and we spotted about a thousand of them there. Some are aiming their machine guns at the sky, at Thailand. It concerns us that Cambodia is seeing us as a threat while they are the one that decides to escalate the atmosphere to worse. I have to make clear again that: Thailand does not wish any hostilities with the Cambodian nation, and we don't desire to launch another military operation on another country. The Royal Thai Armed Forces have been faithful in protecting the people and nation, not invading others. Our military won't act unless others have threatened us." He then walks back to the building.

At the Sao Thong Chai temporal military base, the 2nd Army Command Unit personnel deliver supplies for the soldiers after an order from the Headquarters. The Defence Ministry is not confident that Cambodia won't possess any military installation near the temple after such an aggressive response from the Thai Foreign Ministry's peaceful message. The 156 deployed personnel are the elite special combat force that managed to hold such title from their performance during the harsh training of being a Thai soldier. It doesn't mean that other soldiers aren't as good as them. They will have to equip themselves with the SOPMOD kit that the Thai Armed Forces have access to the modification. This kit includes RX01M4A1 Reflex Sight, ECOS-N, 4x Day Optical Sight, AN/PEQ-5, AN/PEQ-2, AN/PVS-17, AN/PVS-14, AN/PSQ-18A, Visible Bright Light II, and Backup iron Sight, Grenade Launcher Mount, Grenade Launcher Leaf Sight and M203 Grenade Launcher, Forward Handgrip, KAC NT-4 Quick-Detach Sound Suppressor Kit, Night Vision, and the Rail Interface System. They will be in the combat suit with the maximum protection, and everything accessories, including themselves, are all camouflage and disguised to the surrounding environment. The soldiers have the highest readiness for the mission, it is not long before they have heard of it, and the military has trained them to qualify for the tense situation. They will begin the mission at 2300 when the sky cloud finally covers the moonlight and the highway department has switched off the bright street light on highway 221 that they operate and lead to the temple. They would utilize the GAZ Tigr and GAZ Vodnik for transportation to have a few night trip along the Thai highway that borders Cambodia while leaving ten armed police forces at the base. The soldiers have mounted the machine gun on top of the vehicle and installed the extra armor plates, but they will have to leave it at 14.403950, 104.687014 (Visitor Center) to continue the mission on foot. From there, they would equip a night vision and other necessary equipment for the night reconnaissance and possible Land Night Attack tactic to counter Cambodia ambush. They will then continue to the 14.398547, 104.680403 with caution and calmness, and they would spread around the route to stay on a low profile and not cause any suspicion. They will split into a group of four while trying to reach closer to the destination before the Cambodia border. They will settle at the mentioned place before continuing the operation. The 11 Reconnaissance unit would conduct a survey close to the Cambodia border at the front staircase from the wood surrounding it. They will use their night vision and thermal sight into Cambodia as they disguise themselves to the environment. They would find that there are Cambodian armed police and Gendarmerie there, including their position and equipment, and they would create a map of it. They will return after they have finished the mission at 14.398547, 104.680403 to report the information.

The Thai Ambassador(Ms. Busadee Santipitaks) to Australia would answer the call from the Australian Prime Minister.
