The Ministry of Foreign Affairs of the Republic of Thailand extends its greeting to the Ministry of Foreign Affairs of the Republic of Singapore. Thailand warmly welcomes Singapore's reintegration into the international community.

The Ministry of Foreign Affairs of Thailand formally communicates to the Ministry of Foreign Affairs of Singapore its intention to strengthen bilateral ties. Given the shared principles of democracy, freedom of expression, civil rights, and liberties that our nations uphold, Thailand envisions a relationship with Singapore based on mutual respect, understanding, non-interference, and equality.

Thailand is dedicated to facilitating the revitalization of diplomatic relations between our two countries. In pursuit of this goal, Thailand proposes the re-establishment of our respective embassies in each other's capitals. Thailand extends a formal invitation to Singapore to resume its diplomatic presence in Thailand at 129 S Sathon Rd, Thung Maha Mek, Sathon, Bangkok 10120. Correspondingly, Thailand anticipates reciprocity from Singapore, allowing Thailand to maintain its diplomatic mission in Singapore at 370 Orchard Rd, Singapore 238870.

Furthermore, Thailand is dedicated to engaging in substantive dialogue with Singapore, grounded in transparency and rationality. With the reinstatement of our countries' diplomatic missions, Thailand looks forward to dispatching high-level delegations from the Ministry of Foreign Affairs to conduct an official visit to Singapore. Mr. Surin Pitsuwan, Director-General of the Department of ASEAN Affairs, will lead this diplomatic mission, accompanied by seven senior diplomats and officials from Thailand.

Thailand is committed to ensuring that its representatives strictly adhere to internationally recognized diplomatic protocols and norms. Should there be any specific local diplomatic customs or etiquettes in Singapore, Thailand respectfully requests that Singapore inform us in advance to prevent any potential misunderstandings between our two nations. Additionally, Thailand plans to include three unarmed security personnel with the delegation. While Thailand expects Singapore to provide necessary support for the security of our delegation, if deemed appropriate by the Singaporean Government, Thailand would appreciate permission for our security detail to be partially armed with a service pistol each.

The government of Singapore is eager to foster positive bilateral relations with the nation of Thailand, it has been years since our government have participated in high level talks with regional players and would like to strengthen our mutual cooperation in many areas, such as economic investments, the environment, but that such topics are reserved for a face to face meeting, and that is why we hereby accept your offer to come to our city and to meet with our Foreign Affairs Minister, Mr. Xin Weizou to delve deeper in bilateral discussions.

In a significant accord between the Republic of Thailand and the Republic of Singapore, Director-General Surin Pitsuwan spearheaded the Thai delegation's journey via an RTAF chartered aircraft. This marked the dawn of a new era in Thai-Singaporean diplomatic relations, signaling a proactive engagement between the two governments.

Time drifted swiftly, the estimated two-hour-and-ten-minute voyage passing like a whisper. Suddenly, the pilot's voice broke the quiet hum of the cabin, announcing their entry into Singaporean airspace. Surin, seated with his tablet, shifted his attention to the surroundings, while the other ten occupants of the cabin appeared engrossed in their own activities.

"Everyone, it's time, buckle up," Surin announced with a playful tone. "Last time we were here wasn't great, no substantial agreement reached. Let's give it another shot." He cheered on his colleagues as he fastened his belt, eliciting polite smiles from the others, who seemed somewhat motivated.

A middle-aged woman with brown hair approached Surin before taking the seat next to him. She fastened her seatbelt and then turned to him as the aircraft began to descend. "So, any pre-engagement jitters, Mr. Surin?" she inquired, dressed similarly to Surin in a distinctive suit.

Surin chuckled, tearing his gaze from the window. "Not at all. How about you? This is your first high-level diplomatic engagement since taking on the Deputy role, isn't it, Mrs. Pimthong?" His tone was buoyant. "Our relationships with our SEA partners have seen better days, haven't they?" Surin's tone shifted to a more serious note.

Deputy Director-General Pimthong observed Surin with a sympathetic intensity in her eyes. "A unified and independent SEA has always been your goal, hasn't it? Everything happens for a reason, Mr. Surin, and we must navigate through it in our daily lives." She paused, gesturing toward the window. "Look, it's beautiful, isn't it, the City of Singapore? I once suggested to my children that we take a vacation here, and they simply replied, 'Why not Hat Yai instead?' Pragmatic, I suppose, taking after their father, but I hope they develop a better sense of global citizenship." She sighed.

"Indeed, it's pragmatic, especially considering how vast and intricate the city has become," Surin remarked before adding, "Your concern for them as a caring mother is valid, Mrs. Pimthong, but ultimately, their choices are their own. Now, let's ready ourselves for the diplomatic mission ahead." With that, Surin concluded as the airplane touched down on the tarmac of the Singaporean airport.​

As the civilian plane touched down, the welcome delegation from the government hurried to fix themselves, straitening their clothes, combing their hairs and doing all things necessary to formally make each one of them presentable, despite the windy weather. A band from the cadet school is also getting ready to performs for the VIP's, all in all it was a red carpet treatment for the guests as this will be the first nation Singapore is to officially host.

Xin Weizou is present with multiple staff members from his office while his secretary holds a delicate yet expensive looking wine bottle directly given to him from the president himself, it reads, "Massandra Sherry de la Frontera 1775", a gift for the director-general himself.

one of his staff members beside him suddenly pointed out, "a fine bottle sir, expensive, the president really took this event seriously, despite his busy schedule", Mr. Xin replied, "Of course he did, It'll look good on him, everyone knows his running for a second term, 2 years before the election and his already making moves, yeah?", "I agree too sir, his always been a long term kind of person, bigger picture here and there, no free moves wasted. His rivals got nothing on him at this moment. but by the way sir, aren't you also running?", Mr. Xin then stares out in the open, "well, that remains to be seen, and try not to casually bring that up will you, anyways the delegation is here, game face all of you."

As the plane taxis towards them, the band then plays, the welcome committee, a line of soldiers and everybody else who are involved looked towards the plane, while the official cars and police escorts patiently wait behind them, positioning themselves at the end of the line.

As the RTAF-chartered aircraft came to a halt on the tarmac, the Singaporean ground crew swiftly approached to attach the staircase to the airplane's exit, carefully rolling out a red carpet. Surin positioned himself at the cabin door, peering out to assess the bustling scene. Outside, a cadre of Thai officials and diplomats had already disembarked and were busy coordinating with their Singaporean counterparts.

Soon, it would be Surin's turn to step onto the red carpet, his smile a bright welcome in contrast to the formal proceedings. At the base of the staircase, he anticipated the meeting with Singapore's Foreign Minister. When they finally stood face-to-face, Surin extended his hand in a firm handshake, seamlessly transitioning into a warm hug. "Minister Xin, it’s my great pleasure to meet you," he said, his voice radiating genuine delight. "Please accept Thailand's sincere and warm welcome. We are thrilled to see Singapore return to the international stage."​

As both Officials finished their greetings and protocols the convoy carrying all the delegates head straight towards the MFA office and discuss all important topics, while inside the office, both representatives are then served coffee by the foreign ministers secretary.

"Coffee sir, and to you Mr. Foreign Minister" "That would be all Thank you."

"Going forward my good sir, we are glad to host you for today, and I am honored to be the one to discuss to you what we can offer Thailand and what we like Thailand offer us in return. Lets start by, Trade, we would like easy access to your goods, I have heard Thailand is rich in fruits and vegetables, If there are other things to consider please just let me know, in return we offer infrastructure investments in Thailand, roads, bridges, you name it, we will try to accommodate further requests. Defense Cooperation, we would like to train our soldiers in the most difficult jungle environments and with respect we believe Thailand would fit that category, perhaps a visiting forces agreement between us could do the trick, Thai operatives would also get to enjoy the beauty of Singapore, not to mention world class facilities and tactics practiced by from our soldiers down to our local police officers in terms of counter terrorism, emergency response procedures and more. If there are other things to consider please just let me know."

His face lit up with a hopeful smile as the Singaporean Minister laid out various propositions. When it was his turn to respond, Surin did so with immediacy and a sense of mutual respect. "Candid and substantial, Mr. Xin. Thailand can certainly entertain your proposals, which seem quite equitable indeed." A chuckle broke through as he added, "It's true, Thailand is celebrated for its agricultural prowess, yet our recent advancements are nothing short of remarkable. We're now on par with some of the most technologically advanced nations, like the United States and the United Kingdom." He paused, allowing the weight of his words to resonate. "For a few years now, Thailand has been a leading supplier of advanced medical equipment in Southeast Asia. We're discussing expansion into European markets. Given Singapore's reputation for world-class healthcare, isn't it time to elevate further, to truly reflect the esteemed standards your country is known for?" Surin's suggestion was not just a diplomatic gesture but a confident stride toward mutual progress.

Director-General Surin Pitsuwan leaned forward slightly, locking eyes with his Singaporean counterpart. "Given the strategic significance of Singapore's location, Thailand is poised to enhance your nation's self-sufficiency in domestic production," he suggested earnestly. "We've been leading exporters of advanced robotic systems for automated manufacturing. With several factories already operating here, integrating more automation could transform your industrial sector—increasing output, reducing labor needs, and freeing up human resources for critical strategic roles."

Surin's tone shifted as he broached another vital topic. "On the matter of defense cooperation, Mr. Xin, Thailand remains steadfast in its commitment to Singapore's sovereignty. Following the dissolution of ASEAN and the UN's decline, we've pledged to uphold the independence of all Southeast Asian nations, including East Timor. While we seek nothing in return, mutual support would undoubtedly reinforce our regional unity to the global stage." He paused, letting the implication of his words settle. "We are in talks with Vietnam about possibly renewing our alliance. Such a move could be pivotal."

Surin took a thoughtful sip of his coffee, his eyes meeting those of his counterpart as he continued, "Thailand is receptive to a visiting forces agreement. It's essential to recognize that Singapore enjoys significant privileges, on par with those granted to Vietnam, and indeed, our leading allies like Poland, France, and Sweden." He paused, carefully choosing his next words. "Your military enjoys full access within Thailand, encompassing holistic fleet berthing rights, airbase clearance, and auxiliary support. Moreover, the Thai Armed Forces actively represent Singapore's interests abroad, with over fifty thousand of our forces stationed globally."

After another contemplative pause, Surin leaned back, his expression turning to one of proposal. "Given Singapore's commitment to meaningful dialogue, I propose we transition this discussion to a more formal setting. Let's convene in the main meeting room with the full Thai and Singaporean delegations. There, we can begin drafting the terms of our comprehensive treaty.

As the Director-general laid out plain and simple his cards on the table, The Foreign Minister was flabbergasted by what he heard and it was indeed a good deal for Singapore to cooperate with Thailand, unbeknownst to his counterpart, that rumors from other nations put Thailand in a bad light, but these rumors are not to be discussed in this setting to avoid any unfortunate misunderstandings or initial biases.

The Foreign Minister agreed to discuss such matters with the presence of other delegates, to ensure a more transparent exchange of ideas and opinions.

A few long minutes passed and the Foreign Minister is about to give his official takeaway from what the Director-General said to him. In front of everyone in the room, He said,

"Firstly, with the the approval from my advisors let me tackle each and one of your points with a thorough analysis or comment"

"Singapore indeed has one of the best healthcare industry in the world even surpassing most of our western and regional competitors, it is indeed true some are looking to us as the gold standard and we are prepared to export such standards worldwide. In order for us to further increase Singapore clients, we have no problems with this, we will ensure Thailand will greatly benefit from such cooperation."

"Second, everyone knows due to our size we are limited, heavily, when it comes to hiring high quality workers, procurement of necessary key materials we are not able to domestically produce, and many more. Such improvements in our manufacturing industry and with the use of advanced robotics in the public and private sector would drastically increase our economic output, and could free up or divert essential resources and services into other departments, that would eventually put us ahead, with most of our regional competitors, in terms of technology, Innovation, R&D, you name it, automation is really the name of the game ladies and gentlemen. To respond to such offers we are willing to lessen our tariffs in regards to our exports to the nation, from electronic equipment, machinery, integrated circuits, medical equipment and many others on the list, and even perhaps a Visa free access for our citizens which will undoubtedly benefit our tourism industries, but such agreements shall be discussed after signing the initial offers and counter offers."

"Third, defense cooperation, a topic which we are keenly interested in. you have made multiple points of offer in regards to this, so lets start one by one. A visiting forces agreement between the Republic of Singapore and Thailand would be beneficial to us in terms of honing and introducing different combat scenarios to each of our armed forces, in Singapore we have a robust infrastructure that may prove helpful in training Thai operators in advanced CQB tactics and strategies, on the other hand Thailand's diverse landscapes provide our Singaporean operators badly needed first hand knowledge in survival skills, jungle warfare, guerilla warfare and many other scenarios which are not available in our city. From what we can assume, this mutual interest from both our parties is a good sign in an event which we are to implement such cooperation agreement.

"Fourth, In terms of mutual support, we wish to know in how does Thailand define mutual support in the global stage, with respect, Thailand has not yet defined for us who or what may constitute as a friend or adversary, the obvious reasons are plain and simple, so to reach any sort of clarification on the matter, we ask the Thai delegation to further expound its statements, adding to that, we also would like to ask the Thai government its geopolitical opinion of the world."

"The potential addition of Vietnam in such agreements is a positive sign for mutual trust between our two nations, which may symbolize Thailand's ambitions is also prevalent within our territorial spheres, for all the partners that have been mentioned are far away from the region, this has caused minor concerns for us, but such concerns will overall not hinder any future agreements."

"We are also emphatic to hear that Thailand has forces outside Asia which will give us space to operate in an event of any military contingencies that require the use of Singaporean operators outside the region or to provide crucial military support to Singapore in an event that requires us safeguard the Malacca straight from any potential aggressors, an important key strategic route we control. Therefore, we hereby agree to a Visiting Forces Agreement between Thailand and Singapore, as this can deter potential adversaries into acting against the interests of both our nations, and as per the Director-general have pointed out, while we were talking in the other room, this also gives Singapore access to fleet berthing rights, airbase clearance, and auxiliary support in Thailand, and vice versa. To make this clear to everyone present here, this does not signify any sort of choice of geopolitical cliques or sides Singapore has yet to be aware of. from our view, this only serves a way to ensure a safe, free and prosperous Indo-Pacific region, which Singapore relies on to survive, such use of bilateral agreements that is intended to act maliciously against another sovereign state, or against Singapore and her interests, such agreements shall be revoked by both parties immediately with or without consent."

With our recent diplomatic successes on the international stage, it's imperative that Thailand directs its attention to its immediate region," she asserted, exuding confidence. "If I may, let's not prolong this any further. It's time to proceed into the meeting room," she suggested, gesturing towards the entrance. Surin agreed with a nod, and together, the Thai senior diplomats made their way into the main meeting room.

As the constructive bilateral negotiation commenced in the main meeting room, the Thai Deputy Director-General of ASEAN, Oceania, and Pacific Affairs stepped forward to address the Singaporean concerns. "I extend my gratitude to the Singaporean Minister of Foreign Affairs for initiating this dialogue between our delegations. Allow me to lead our negotiations from the Thai side, and I'm prepared to address any questions or concerns you may have," she began, her tone formal yet assertive.

"Firstly, I want to dispel any potential misunderstandings that could lead to Singapore inadvertently agreeing to an unfavorable trade deal with Thailand," she paused, emphasizing the importance of fairness and equality as foundational principles. "While Thailand does seek to continue exporting advanced medical equipment to Singapore, one of our significant importers in Southeast Asia, and we are keen on automating factories in Singapore, we are not seeking reduced tariffs on Singaporean goods resulting from the modernization of Thai goods. It's crucial to note that the majority of the Thai economy is self-sustainable, with the only notable gap being energy independence. Imports such as electronic equipment, machinery, integrated circuits, and medical equipment, which already have specialized multi-billion clusters in Thailand, would not substantially benefit Singaporean businesses. Considering Singapore's offer to export goods that align with our main export lists, Thailand cannot accept a deal that would not reciprocally benefit the Singaporean economy," she concluded, pausing briefly to collect her thoughts.

"Rather than seeking reduced tariffs, Thailand envisions a fair deal with Singapore that involves a commitment to exploring the feasibility of a single-payer healthcare system akin to Thailand's," she proposed, her tone unwavering. "Singapore boasts numerous hospitals and public health services of consistently high standards, benefiting greatly from global trade in the Malacca Strait. Thailand seeks assurance from Singapore that the benefits of modernized healthcare equipment in Singaporean hospitals are tangible for the Singaporean people. This stands as our sole request regarding the export of these goods into your country," she concluded firmly.

"As previously affirmed by the Director-General, Thailand is open to discussing the visiting force agreement proposed by Singapore. While acknowledging Singapore's exceptional military facilities, which are globally recognized, Thailand has already modernized its military infrastructure to match that of the United States," she stated, pausing briefly before offering a warm smile. "Nevertheless, we recognize Singapore's need for firsthand experience, and Thailand fully supports any agreement that strengthens the Singaporean Armed Forces' ability to safeguard its sovereignty and serve its people effectively. The Thai populace is accustomed to hosting foreign forces on our soil, but we are mindful of the potential psychological impact on the Singaporean people of having foreign forces within their borders. Thailand seeks to understand the current sentiment among Singaporean citizens regarding the presence of Thai forces on their soil," she concluded, shifting the focus to another topic.

"When it comes to Thailand's expression of mutual support, it's essential to clarify that we harbor no expectations for reciprocal gestures from Singapore. As part of the agreement following the dissolution of the Association of Southeast Asian Nations, Thailand has committed itself to consider any attack on Southeast Asian countries as an attack on our own soil," she explained, pausing briefly to emphasize her point. "We have unilaterally granted all Southeast Asian nations full military access to Thailand, including fleet berthing rights and airbase clearance," she continued.

"Moreover, it's paramount to recognize that Thailand's ultimate goal, since the inception of our Republic, is the unification of humanity under a single banner. However, we understand that achieving this vision may take centuries. Therefore, our immediate focus lies in the reformation of ASESN that also ensures mutual defense. Every gesture Thailand extends to Southeast Asian countries is aimed at laying the groundwork for this significant milestone in the future," she concluded thoughtfully.

"I extend my gratitude to Minister Xin for raising the question of how Thailand defines its friends and adversaries. Regrettably, Thailand opposes any further propagation of global polarization between the East and the West. Several Western nations have exhibited concerning tendencies to portray Thailand's rise to power as a threat to global stability, fostering a perceived bias against us," she explained, pausing to allow her words to resonate.

"Furthermore, our closest semblance of an adversary at present may be Australia, which has recently encroached upon our sovereignty and constitutional framework in a public manner, while portraying itself as a victim. Thailand has rallied an international coalition to address these transgressions by Australia, applying diplomatic pressure such as the threat of withdrawing our ambassador or severing diplomatic channels. However, none of these measures have been enacted thus far, as we still hold hope, albeit idealistically, that the next Australian election will usher in a government less driven by ego," she concluded, expressing a blend of resolve and diplomacy.
