To the honorable Minister İsmail Cem and the Foreign Ministry of the Republic of Türkiye, peace be upon you,

One could spend pages lauding Türkiye’s long record of admirable achievements, but pearls require no polishing. As sincere as we are in our praises, We respect your country too much to detract from its minister’s valuable time with flattery. Instead, we shall be direct. As neighbors situated on the Black Sea, Türkiye and Ukraine will no doubt continue to have frequent interactions. Like any country, we hope that these encounters will be peaceful--if not friendly.

We would be interested in discussing trade, as well as the security of the Black Sea and its warm waters. We are also interested in learning more about Türkiye’s Foreign Policy—what are your country’s goals? If there is anything else which could strengthen our relations with you, we are eager to discuss it. We may schedule a phone call or continue this conversation over email--whichever option is more convenient for you.

Our peoples are quite different, yet there is so much we have in common. Your country is graced by beautiful mosques and minarets that, like a loving parent or brother, call the faithful to the sanctuary of prayer. Likewise, Ukrainians find comfort in our own spirituality. Many weathered the tribulations of communism and the Soviet Union under the onion-domes of our church. Türkiye blossoms between Asia and Europe—some roots reach into the shores of the Balkan Peninsula, others stretch into the rich soil of Anatolia. You are a bridge between Asia and Europe, a gate between the Black Sea and the Mediterranean. You are not at the periphery of these regions, but the center of the world. Ukraine exists within an equally liminal space—wedged between Russia and the West. We hope these commonalities will serve as a foundation for future partnership and understanding.

May our friendship be as prosperous as the reign of Ḳānūnī Sulṭān Süleymān and Hürrem Sultan.

Hello, Oleksander Chalyi,

Thank you for your flattering words towards the Republic of Turkiye. It is true, we are great in the eyes of Allah and beyond. Gate way to the riches of the black sea and bridge between west and east.

Friendship would be beneficial between the Black Sea powers. Your government and that of Turkiye should work closely in the coming years to prosper together. I congratulate your countries enduring people who have only recently were under Soviet rule. Welcome to enlightenment fellow fledgling democracy and republic.

Security of the Black Sea is of course an issue that we both share but also that of trade and wealth is of course something that your government would be concerned about. Especially regarding the restrictions placed upon the glorious Bosporus by the Turkish government.

We can come to an agreement of such, both in security and trade.

As regards to the Romanian conflict. The Turkish stance is of neutrality, it is not that we do not care, it is that we do not see reason for intervention so please keep delegation between our nations about Trade and Security.

My apologies, I'm afraid I should have been clearer in my language. We do not mean security of the Black Sea as it pertains to physical conflicts, but rather the ecological health of our much-treasured water. Ukraine considers climate change and pollution to be some of the greatest threats to the world today. While Chernobyl certainly is the best known Soviet disaster, it was unfortunately not the only ill-effect that monstrosity of a 'government' had on our region's environmental health. Ukraine would like to work with our neighbors to ensure the Black Sea can be enjoyed for generations to come. Tourism, trade, and fishing are just a few of the gifts this natural body provides to us and must be protected, but this is not a task for any singular country alone.

We suggest representatives from Ukraine's Ministry of Energy and Natural Resources meet annually or twice a year with representatives of Turkiye's equivalent organization to share collected data on the health of the Black Sea.

The Turkish government has no interest in the maintaining of the health of the black sea currently, only the security. This is due to recent conflicts and future geopolitical hands on the region.

The Turkish government has noticed the lack of Ukrainian naval presence in the Black Sea. The Turkish government is willing to sell recently built vessels to Ukraine.

The Following:
Osman Gazi Class Amphibious Assault Ship
x5 Burak Class Corvettes

This will be a total of $1,000,000,000
These ships are already built, and we are willing to send them to port of your choosing.

This will benefit us both greatly.

To move away from topics of naval exchange, we seek a pact to be signed between our government for Black Sea matters only.
We propose a "Black Sea Pact", which see The Turkish government and that of Ukraine guarantee the sovereignty of each other.
