Saudi Arabia would privately inform the US DoD that it has placed an order to produce MIM-104 Patriots PAC-2 and 3. The Saudi Ministry of Defense has the necessary licenses to produce however it apologizes for not informing the US DoD before hand. The situation and requirement of these systems is urgent. Rather than blocking the Saudi MoD would propose paying a fee per system produced directly to the US DoD.
