Gentlemen,
At the request of our British colleagues, and by order of the President of the United States, I am organizing a coalition for the armed forces of our countries to work together for the duration of the situation involving Turkey. While we hope that the use of force will not be necessary, the deployment of armed forces are necessary to both serve as a deterrent and allow our countries to be prepared for any eventuality. If conflict is to break out we should be prepared to fight together and work to achieve an agreed upon mission. If your government agrees to have your armed forces work with the armed forces of every nation included in this joint message, I am asking that send a military liaison to the United States. I have set up a coalition headquarters at the Pentagon, just outside of Washington D.C. We will also have arrangements for your liaison and his or her associated staff after hours.
We request that your military liaison at least be an active-duty 1-star admiral or general in your nation's armed forces. The United States liaison will be Vice Admiral Lucas Osborne, Deputy Chief of Naval Operations for Operations, Plans and Strategy (U.S. Navy). I have ordered Vice Admiral Osborne to work with your liaisons to agree on a mission, rules of engagement, and the coordination of our armed forces in the Mediterranean. It is in our own best interests to work together and to present a united front for the rest of the world, and Turkey, to see. Vice Admiral Osborne will be sending a follow-up message to each of you regarding some of the finer details of the coalition and the meeting place at the Pentagon.
