Gentlemen,

At the request of our British colleagues, and by order of the President of the United States, I am organizing a coalition for the armed forces of our countries to work together for the duration of the situation involving Turkey. While we hope that the use of force will not be necessary, the deployment of armed forces are necessary to both serve as a deterrent and allow our countries to be prepared for any eventuality. If conflict is to break out we should be prepared to fight together and work to achieve an agreed upon mission. If your government agrees to have your armed forces work with the armed forces of every nation included in this joint message, I am asking that send a military liaison to the United States. I have set up a coalition headquarters at the Pentagon, just outside of Washington D.C. We will also have arrangements for your liaison and his or her associated staff after hours.

We request that your military liaison at least be an active-duty 1-star admiral or general in your nation's armed forces. The United States liaison will be Vice Admiral Lucas Osborne, Deputy Chief of Naval Operations for Operations, Plans and Strategy (U.S. Navy). I have ordered Vice Admiral Osborne to work with your liaisons to agree on a mission, rules of engagement, and the coordination of our armed forces in the Mediterranean. It is in our own best interests to work together and to present a united front for the rest of the world, and Turkey, to see. Vice Admiral Osborne will be sending a follow-up message to each of you regarding some of the finer details of the coalition and the meeting place at the Pentagon.

The Secretary of Defense, John Glass, and the Chief of Naval Operations, Admiral Ronald Underwood, have appointed me as the United States liaison to the new coalition established by Secretary Glass. As Secretary Glass said, a headquarters for the Coalition have been set up at the Pentagon. If you wish to participate in this coalition, which will have the goal of preventing Turkish aggression (or responding to it) then I ask that your respective governments send a military liaison to staff an office at the Pentagon. Our first order of business will be to establish a clear mission for the coalition, followed by appointing an official who will be in charge of making official statements on behalf of the coalition, followed by coordinating the strategies of our armed forces.

Your liaison is welcome to bring a reasonably-sized staff. Lodging will be provided near the Pentagon for your liaisons and security will be provided by the U.S. Secret Service, the Naval Criminal Investigative Service (NCIS), and the United States Marine Corps. After you inform my office of who you will be sending and the details of how they will be arriving, they are free to fly to Andrews Air Force Base. From there, they will be taken by helicopter to the Pentagon where we can all meet for the first time. As Secretary Glass said, we request that your liaison is at least an active duty one-star admiral or general in your armed forces who has the authority to make critical decisions about deployments in-the-field. Please let my office know if you, or your liaison, have any questions.

The Secretary of the Department of Defence would receive the message. He would be slightly confused, believing it had been misaddressed as he was just the highest-ranking public servant in the Department of Defence. He wouldn't read the contents of said message because whilst he had the maximum level of security clearance he is not a member of Cabinet and the contents of the letter should only be read by a member of Cabinet and only be revealed to him at the discretion of the Minister. He would quickly forward it to the Minister for Defence, Senator John Faulkner. The Minister would respond. He would be slightly pissed, as they had attempted their own Coalition but of course America had to be in charge.

A brief response would be provided, confirming attendance of General Sterling, that of who would be commanding the United Kingdoms efforts for Operation Banshee; along with 6 support staff. With little delay, he, and his small group of advisors and aides from all military branches would depart the United Kingdom via a Lockheed Martin Tri Star operated by the Royal Air Force. The flight would be spent managing the existing deployments taking place to Cyprus and Gibraltar for the UK whilst preparing new missions that would be passed down the chain of command if deemed necessary. Security was provided in the image of 10 members of the Diplomatic Protection Group despite the offerings of US Secret Service, but this was standard procedure. Especially for a mission this important.

Military Secretary to the Prime Minister Brigadier General Avi Gil would confirm his attendance through the Minister of Defence on an encrypted line to the United States Department of Defense and would set off on a chartered flight to the United States. He would be joined by a handful of advisers who all carried credentials with them and carried documents pertaining to the mission at hand. Minister of Defence Avigdor Lieberman sent a memo to Secretary John Glass on an encrypted line that Canada be invited to the coalition talks.

As all of the foreign delegates began to arrive, they would find that they only had access to a very small part of the Pentagon. In fact, they specifically only had access to a primary conference room where they would convene, a press room with cameras where official statements could be made, individual offices and restrooms for each country (including the United States) and a second conference room which had been converted into a lounge that could have catering brought into it. The hallways that would connect these rooms to the rest of the Pentagon would be physically cordoned off and have a security perimeter made up of uniformed and armed Pentagon Police. Also, U.S. Marine Corps officers would guard the outer most perimeter of any connecting hallways in their dress blue uniforms and armed with holstered Beretta M9 pistols. Two Marines would also always be stationed outside of the main doors to the primary conference room. The military liaisons and staff from the other countries would be issued identification badges which they had to visibly wear on their person at all times. These badges, identifiable by anyone who worked at the Pentagon (or provided security for it) would only permit the individuals wearing them into this specific section of the building. Also, each delegation would be informed that no foreign security, police, or bodyguards would be allowed inside the Pentagon. While off Pentagon grounds, the U.S. Secret Service and the delegations own security would be responsible for protecting them, and while on the Pentagon grounds, NCIS special agents would be in charge of directly protecting the visiting delegations. As all of the delegations went through the security checkpoints they would not be allowed to bring in firearms, knives, or weapons of any kind into the Pentagon. They would also find that the offices they were provided were not connected to the Pentagon's secure internet server, but instead a separate secure internet server and phone system specifically for The United Coalition to use.

Amid the attack in Sweden against the Australia Attorney General and an increase in global tensions, security at the Pentagon, the White House, and the United States Capitol Building were increased. The Australian delegation would find that they wouldn't be able to make it that close to the Pentagon before they were intercepted by Pentagon Police. Once their identities were verified, they would be escorted by police to a private entrance into the Pentagon. All members of the Australian delegation would have to go through metal detectors. What they brought into the Pentagon, such as suitcases, were not subject to direct search, but they would have to be put through an x-ray scanner. Bomb-sniffing dogs, trained to sniff out explosives or gunpowder residue, would also be on the scene and actively doing their job with their handlers. If there were no issues, Marine Corps Colonel Louis Woodsman would stand at attention and salute the Australians and then introduce himself. He would take the Australians to the main conference room where the meetings between The United Coalition would take place. Waiting inside was Vice Admiral Osborne. We do not trust the Swedish and we have no relations with either Australia or the United Kingdom and as such will not grant them access.

Abiding air traffic regulation and obeying any instruction given, the RAF TriStar made its approach to Andrews Air Force Base. It wasn't long until the aircraft was eventually grounded and taxiing to the ramp provided by the air traffic controllers on site, once dismounted, the RAF aircraft was to make its way back to the UK pending operational requirements. Whereas the small security detail, which would be fully declared to their American hosts, and the military liaison, followed instruction of Colonel Woodsman who escorted the small group to the helicopters. Pentagon inbound. The journey consisted of some small talk between the delegates until they had arrived. Focus after that turned to getting settled in to the accommodation provided and the offices. No doubt there was going to be plenty of time for the guests to spend time with their American counterparts, among the others who were joining the coalition. Once settled in, it was just a waiting time until everyone was available for discussions of a coalition to be put in motion.

The flight had been spent discussing tactics and strategies before making their descent into the United States of America. The Israeli delegation boarded the Navy-owned helicopter which ferried them from Andrews Air Force Base to the Pentagon where they made their way inside and passed security as they flashed their credentials. They greeted their counterparts from the United States, Australia, United Kingdom, Sweden, Russia & Canadians upon their arrivals.

Once the Russians and Canadians arrived, the military liaison for each country was invited to sit behind a single chair at a large round table. Before each chair was a nameplate of the person designated to sit there as well as a small flag of their country. There was notably one country missing, Sweden. Because the United States had not received any information from the Swedes regarding being part of the coalition it was decided that they should begin. However, the Americans were holding out hope that the Swedes would send a military liaison and participate in the coalition. Vice Admiral Osborne would send a follow-up message to the Swedes just in case.

Afterwards, the American military liaison would stand up as the doors to the room were closed and guarded by two Marines outside. The only people inside the room were the designated military liaisons and their select staff. "Gentlemen, thank you for joining me here today. Everyone invited has arrived except for our Swedish colleagues. We have not yet received a response from them. I am hoping that they will come, as you can see we have saved a seat for them. Nevertheless I know that this matter is time sensitive so I think that it is critical that we begin. I am Vice Admiral Lucas Osborne of the United States Navy. I have assembled you all here today because all of our countries either have a vested interest in preventing war between Turkey and Israel, and also containing Turkish aggression. Before we have discussions on tactics and military deployments, I believe it is critical that we are all on the same page mission-wise, which is why I would like all of us to unanimously agree to. I have written a memorandum of understanding which I would like you all to review. Please let me know if you can agree to this. To be clear, this is not a detailed plan of what we are doing, but instead a layout of our mission and what we find acceptable."

Colonel Woodsman handed out the memorandum, which was printed on white cardstock, to each of the liaisons. Additional copies in French, Hebrew, and Russian were also available in case English was not sufficient. Below is the text that was printed on the cardstock:

1. All parties agree to generally cooperate with each other while they are members of the United Coalition (UC). If any member engages in open hostilities with another member, they will be removed from the coalition.

d. Definitively conducts a genocide on Armenians, Jews, or other minority populations in Turkey;
e. Definitively and intentionally attacks UC forces in a non-isolated event;
f. Definitively uses weapons of mass destruction (nuclear, biological, or chemical).

5. All parties agree that they will not conduct a preemptive strike on Turkey or Turkish forces without the unanimous agreement of the coalition. This will not stop a UC member from truly defending themselves or offensively responding to a massive attack against themselves.

6. All parties agree to coordinate their deployments to the Mediterranean region and to share information, such as radar data, in order to avoid confusion and accidents.

"This is not a formal agreement. I'm not asking that you have your nation's legislature ratify this memorandum of understanding. However, if we do agree to this, we must send this to our respective head of government and top brass in the military so that these aren't just words on paper. If you agree to this memorandum of understanding, please simply say so. If you have a critical edit that must be made to the memorandum, please bring it up now," Osborne said.

"On behalf of the United States, I find these terms acceptable and agree to them," before he sat back and waited for his other colleagues to speak up.

The Air Vice-Marshal would look over the agreement.

"Perhaps we should add Syria to the list of nations that if Turkey attacks, we respond. I'm no expert in Geography but if Turkey wants to attack Israel through a ground invasion they will need to go through Syria first. I think they will do something like that. They surely do not have the amphibious capabilities, and they know that, to invade Israel by the sea and penetrate through our armada. Israel will repel any futile invasion attempt they make from the sea, they will have to go across land if they want to be successful and that means, through Syria.

We also need something in this about sharing specific bases, for logistical purposes. For example, RAF Akrotiri, Israeli Air Force bases and ports, etc. We specifically also need access to Diego Garcia due to our distance. We would also like it if Russia could free up access to their bases, allows us to have another front. We want these Jews held in captivity to be free, but coming from the Mediterranean would run the risk of detection through the Dardanelles.... and trust me Australians are familiar with the Gallipoli Peninsula. Best chance is from the Black Sea."

General Sterling, now in the meeting, spent a few moments reading over the proposed mandate for the coalition. Nodding his head a few times with his eyes scanning it before clearing his throat and speaking. "The agreement seems to be in the right direction, the only consideration I would like to suggest is section 4. I believe we should extend the attack or invasion aspects to include any territory, not specifically Cyprus, Israel, Greece or Syria. Naturally, that is if everyone here is in agreement, but if Turkey opted to conduct attacks on someone not listed, it should be stopped. I would also like to suggest that 4f be amended to include ballistic missiles. I believe it would also be useful to advise of the end point, if war was inevitable. In the event of it breaking out into conflict and the UC conducted a retaliation against Turkey, I figure this would be a case of removing the current government of power and allowing an election of sorts to take place? Before a UC withdrawal?

In relation to the United Kingdoms response, I can confirm that an air policing operation is now active at RAF Akrotiri along with surface to air missile sites as a defence. We will be deploying further resources, and working on intelligence gathering which shall be shared across the Coalition. To further support this, Maritime Group 2, our Carrier Strike Group, have been put on high alert near Gibraltar and will have other vessels joining the fleet. This would be to reinforce, if necessary, the coalition at any point.

Regarding facilities, we are happy for the Australian Armed Forces, for logistical purposes, to utilize Diego Garcia as a point to make it to Europe. From there, we are happy for you to stage in Cyprus but for management of personnel and equipment, we would need an inventory of what you are sending. That is purely so we don't have more aircraft there then we can house, that would be embarrassing. The same goes for anyone else in the coalition that wishes to use RAF Akrotiri as a staging point. Please just confirm with us first as to what is deploying. I am aware the USAF have already been given authorization but I do not believe they have yet deployed.

Aside from Israel, Cyprus and Russia, which correct me if I'm wrong, but I do not believe there are any other fronts we can currently use. Israel have advised one of my colleagues that they do not require anything else to support them as we were able to deploy ground forces to support the Israeli Armed Forces if needed. Unless that situation has changed? I am not sure of my Russian counterparts position but if, like my Australian friend said, they were allowing access. We could offer a squadron of aircraft to back up the coalitions efforts there. I do wonder about opportunities for intelligence gathering from the Black Sea too. At the moment, Intelligence of the Turkish military is probably what we are lacking. I would also like to share this."

There was a short pause as the General withdrew what appeared to be a map, something that probably could be made digitally, placing it on the table. This consisted of counters indicating positioning of UK troops. "Perhaps something we could all utilise to coordinate the joint effort and prevent overlap? It can also allow us to share known intelligence."

The Swedish delegation would attend the meeting masking use of a Swedish Royal Air Force Airbus A330-300 which would leave Såtenäs Air Base destined for Edwards Air Force Base as instructed by the United States government. The aircraft formed part of the Skaraborg Air Force Wing, 1st Special Transport Squadron, 1st Special Transport Flight and operated under the callsign SVERIGE-ONE. Onboard the aircraft would be the designated representative, three-star commissioned officer rank in Swedish Army, Lieutenant General Michael Claesson (Chief of Joint Operations). He would be accompanied by six diplomatic protection staff, armed, whom largely would remain with the aircraft for the duration of the attendance in the United States. Two agents would remain with the Lieutenant General especially given the recent terror attacks against Sweden.

Upon arrival the Lieutenant General, suited and booted, would make his way into the room holding a black conference file emblazoned with the Swedish Armed Forces Headquarters logo. He'd take his seat shortly after ensuring he had greeted and shaken hands with the room without causing too much disruption. Noting the transcript provided by the US prior to speaking.



"I think the memorandum of understanding is suitable for our requirements, providing our flag is appended to the document" he laughs before continuing "on the note of our Australian colleagues, we could endlessly add neighbouring countries, borders and disputed territories so perhaps a generalised clause suggesting that is Turkey violates any international border recognised by the Global Assembly which would constitute an invasion or attack, would prompt a response from the United Coalition.

The use of facilities, territory and logistical capacity could rapidly be our downfall if we do not manage it constructively and economically. We need to ensure that we have a logistical infrastructure in place to ensure all members of this coalition can reach Turkey with whatever tactics they so choose. Whether this mean that we begin the strategic deployment of tankers or the designation of specific armed forces bases around the world to facilitate this is yet to be said - there has undoubtedly been some hesitancy to cooperate with Sweden over the past year or so but I wholeheartedly support this coalition and will dedicate whatever reasonably necessary in order to facilitate any operation by a state represented here. We must prevent war. We must prevent a substantial loss of live.

We have a wealth of intelligence on the Turkish Armed Forces collated by the Swedish Strategic Defence Network, this includes intelligence supplied by our close friends in Israel and information collated over the past year or so which may prove useful to the coalition. There's simply too much to dedicate to a digital format however we will be able to advise along the way to support all of you, which is why communication will be absolutely key. But in the interim we are deploying intelligence assets to the Mediterranean Sea to continue the live collation of data for analysis."

Once inside the Pentagon, the Russians would allow the Americans to search them as needed to avoid potential suspicion. Lead by Chief Kvashnin, eight of the eleven Russians would enter the conference room and take their seats. The other three Russians would be looking through the offices that were given to them, sweeping for potential bugs - assuring that they were safe to discuss the issues they had come all this way for.

Anatoly Kvashnin would read the document given to him. When the foreign delegates began mentioning opening bases, the Chief passed the document along to his aides. "As per the orders of Her Imperial Majesty, the Tsarina, Russian bases are to remain closed to all foreign militaries with the exception of American forces. This decision is non-negotiable." The Russian's accent was thick. "I do agree with the British. If Turkey were to invade the Caucasus regions, Russia will not wait for approval to retaliate. As such, to assure that we're all on the same page, I believe Section 4 should include not only the nations at risk, but also all nations that either share a border with Turkey or with members of this coalition.

Russia will dedicate the entire Black Sea Fleet, some 35 warships, roughly 20,000 naval infantry, various air units, and intelligence gathered to the coalition. These units should assure that the Black Sea is secure."

One of Brigadier General Avi Gil's staff departs the room after taking a call from the Ministry of Defence back in Israel. After a short while, he returns and whispers into the ear of the Brigadier General who turns to face the staffer as his eyes widen. He nods in agreement and stands up and speaks into his microphone and directs his speech to the entire room.

"Ladies and Gentlemen, I have received some news from back in Israel from one of my advisers. I am now receiving reports that the Israeli Air Force has shot down a Turkish Air Force General Dynamics F-16 Fighting Falcon which breached Israeli airspace and ignored repeated attempts from our fighter jets to divert their course. They were on course for Tel Aviv and the worrying reports is that they were just 100 ft above the water and were armed to the brim with weaponry. We have deployed search and rescue assets to try and attempt to find the body but we're looking at a possible declaration of war between the State of Israel and Republic of Turkey."

"I feel it is only fair that Canada states quickly on this matter that our ability to contribute to a war is currently limited. Our military is only a small force when compared to all your combined forces. We have no tanks, , warplanes, transport planes or transport ships. However, we have made it clear that Canada will also protect our international allies and friends. Our main contribution to any military operation would be purely naval, weather this is independent or as part of a larger nation's strike group.

We already have a tanker and a destroyer operating in the Med. With plans for a further frigate to join them. "

As the Swedish entered into the range of American military radars, they would be corrected to head to Andrews Air Force Base. Amid the attack in Sweden against the Australia Attorney General and an increase in global tensions, security at the Pentagon, the White House, and the United States Capitol Building were increased. The Swedish aircraft would be cleared to land at Andrews. Waiting on the tarmac was Marine Corps Colonel Louis Woodsman who would stand at attention and salute Lieutenant General Michael Claesson as he and his staff got off of their airplane. Colonel Woodsman informed the general that they would be flying to the Pentagon in Virginia via Navy-owned helicopters which were properly fueled and piloted by experienced Navy pilots. The helicopter(s) would land at the Pentagon's helipad. From there, the Swedish delegation was escorted inside through a private entrance. All members of the Swedish delegation would have to go through metal detectors. What they brought into the Pentagon, such as suitcases, were not subject to direct search, but they would have to be put through an x-ray scanner. Bomb-sniffing dogs, trained to sniff out explosives or gunpowder residue, would also be on the scene and actively doing their job with their handlers. If there were no issues, Colonel Woodsman would escort the Swedes into the main conference room where Vice Admiral Osborne, the Australian delegation, the British delegation, and the Israeli delegation were already assembled. They would be offered coffee, tea, or water as well as some appetizers on the center of the table. Later the Swedes would be shown a few offices that they would be given permission to temporarily use as long as the coalition existed. These offices would be empty, except for the furniture within them. In regard to security, the Secret Service would escort the Swedes to and from the Pentagon to their new temporary residence at Waterford House in Arlington with an escort (and follow) of four black SUVs filled with armed Secret Service agents. Waterford House was located directly across from the U.S. Marshals Service Arlington headquarters. Each member of the Swedish delegation, within reason, would have their own private room at Waterford House paid for by the United States government, who had bought the condominiums for this purpose. The windows had already been replaced with bullet-proof glass. In fact, the entire north building of Waterford House was being rented by the Federal Government. U.S. Secret Service would maintain a constant presence within the lobby of, just outside of, and around the street of the building and only allow in members of the delegations, American cleaning staff, or other federal agents. Once the general was inside the meeting room, he would be greeted by Vice Admiral Osborne and welcomed to the table.

I have amended the Memorandum of Understanding to reflect what has been discussed. As I said before, this is meant to be a simple document that allows us to all be on the same page. I agree with our Swedish colleague that communication and logistical cooperation will be key. With that being said, we cannot compel any member to allow other countries to use their military facilities. Ultimately, this will be up to our British and Israeli friends. I'll elaborate on this in a minute, but go ahead and review the new version. If no one has any objections, we can move on."

General Osborne then continued, "I think it's important that we move on. However, something I do want to mention is our presence to the rest of the world. Our governments and armed forces remain independent, but any statements made on behalf of the entire coalition should be done through consensus and should be done by one party so that we aren't sending out conflicting messages. It is important that the world does not hear conflicting reports about what the coalition is officially doing. So, if we ever need to make an official joint statement on what the coalition is doing, we have a press room here. I would be happy to make those statements myself, only when we all agree or do something outlined by the Memorandum of Understanding. If anyone has an issue with that, we can discuss it at a later time.

"In regard to logistics, I think it is critical to say this now. No member of the coalition should deploy assets that they cannot logistically manage on their own. For example, deploying ships to the Mediterranean without a plans on how to refuel or replenish them is helping no one. Causing logistical issues is dangerous for your own servicemen and it harms the integrity of the coalition. So, before you make any deployments, make sure that you have a place for your troops to go, you have a way to keep them fed, and you have a way to keep your vehicles armed and fueled. We can handle communication between each other on our own accord, but for a few topics we can discuss them here jointly. I appreciate the Russian offer for the United States armed forces to use their airbases if necessary - we will be sure to keep that in our pocket if something happens. Also, I appreciate Canada's honesty in regard to this situation. Your support is appreciated and even if you can only assist in limited ways, we appreciate it. Just be sure to coordinate with our Navy, or other powers heading to the region, and we can work together.

"With all of that being said, I can confirm to the coalition that the United States Navy will be deploying at least one carrier and a task force to the Mediterranean. What this does bring up is one of those major logistical issues that I think is challenge for us all. We can deploy to the Mediterranean, but we will eventually need to refuel our oilers and replenish. Can our Israeli colleagues offer one or two ports in southern Israel for us to use to replenish coalition oilers and replenishment ships? Finally, General Gil (Israel), please give us all of the information you have on the situation and keep us updated. Anything involving an act of war would be critical for us to have information on as quickly as possible.

"Our fleet is on route at the moment. They just stopped at the British Naval Support Facility in Diego Garcia and refuelled as per our discussions here. They have orders to head for the Israeli Naval Base at Eilat. I hope that is all okay with you Brigadier General Gil? We won't have them cross the Suez right at this moment, it would run the risk of detection big time. Essentially they are the Coalitions eyes and response in the Red Sea, should something happen in that theatre.

We can offer logistical and transportation support to Canada if you need it, however that is probably better handled by your neighbours, the United States.

We agree to the memorandum as it stands. We offer our air bases between Perth and Darwin, RAAF Base Cocos Islands and the Fleet Base West complex in Perth for use by the Coalition, though I doubt it would need to be. Additionally Naval Communications Station Harold E. Holt can send transmissions to any Coalition ships or submarines in the Indian Ocean on a very low frequency to avoid being intercepted. We also have an joint use agreement for the Hat Yai Royal Thai Air Force Base and there are RAAF elements and support units there, but any use of that base by any Coalition partners besides us would need to be subject to the discretion of the Thai Government."
