The Socialist Republic of Vietnam has for the first time ever announced a series of contracts that are up for international bid.
These contracts are for the development of Vietnam and thus Vietnamese State owned Agencies and Corporations will be competing as well.

Monthly Budget: $7,307,179,575.00

Contracts:
Agriculture, Forestry, Fishing Mechanization Contract
Around 40% of the economy is in agriculture, forestry, and fishing. Around 60% of the population is employed in agriculture, forestry, and fishing.
Crops of interest include rice, coffee, cotton, peanuts, rubber, sugarcane, and tea.
Agriculture, Forestry, Fishing must be mechanized in order to increase efficiency and decrease total population in this sector.

Industry Modernization & Upgrade Contract
There are 364 Industrial Parks in total within Vietnam in three Industrial Zones. Industrial Zone North, Industrial Zone Central, Industrial Zone South. We want to update, upgrade, and add to some of the 364 Industrial Parks in all three zones over a 5 year period.
The Industrial Parks in Question Are

Song Khe - Noi Hoang Industrial Park, Luong Son Industrial Park, Mai Son Industrial Park, Luong Son Industrial Park, Song Cong Industrial Park, Phu Ninh Industrial Park, Long Binh An Industrial Park, Dong Pho Moi Industrial Park, Southeast Industrial Park, etc.

Large State owned industries such as textiles, food, furniture, plastics and paper make up only 14% of the economy.
We wish to also invest into factories for a automotive industry which will include vehicles from Vinaxuki
High tech industries must be a part of any proposal. Example being computers.

Upgrade and Modernization of Rail Transport in Vietnam Contract:
There is a total of 2,600 kilometres (1,600 mi) of railway in Vietnam. There is 2,169 km (1,348 mi) of 1,000 mm gauge and 178 km (111 mi) of 1,435 mm (4 ft 8 1⁄2 in) gauge. There are 39 total rail tunnels with a total length of 11,512 km (7,153 mi), 1,790 rail bridges, and 278 rail stations.
We want all tracks modernized and maintenance, all bridges either maintenanced, upgraded, or replaced, all tunnels inspected and maintenanced as well as possibly upgraded, and all rail stations updated with modern systems and possibly rebuilt.
We want a High Speed Rail system linking Hanoi to ho Chi Minh City.
We also want to have a modernized electrified rail system in place.
We also want trains for public transport and freight
Finally we want a proposal for a Metro system in Hanoi and Ho Chi Minh City.

Bus Transport Transport Contract:
We want to have reliable and modern public Bus transport systems with new buses included in the cities of:
Ho Chi Minh City
Hanoi
Da Nang
Haiphong
Bien Hoa

Airport Update Contract:
We wish to update the airports of Vietnam and bring up their capacity and capability. Not only that but build what isn't there. Vietnam wishes to upgrade specifically the Air traffic control systems of existing airports and build currently non exsistant airports. The airports in question are:

Noi Bai International Airport.
Tan Son Nhat International Airport.
Da Nang International Airport.
Cam Ranh International Airport.
Phu Bai International Airport.

Airline Modernization Contract:
Vietnam wishes to update and upgrade the fleet of aircraft used by Vietnam Airlines
The total number of aircraft that Vietnam wishes to purchase is 101

Telephone, Cellphone, and Internet Infrastructure Contract:
Vietnam at this time does not have ready access to the Internet. For this Vietnam wants internet infrastructure via sea cables to connect to the closest possible existing internet infrastructure. Internet must be brought to all Municipalities, Municipal cities, and Provincial cities. This must be done within 5 years.
Vietnam also wants to build cellphone infrastructure. This means cell towers. At least one cell tower for all Municipalities, Municipal cities, and Provincial cities.
Current telephone infrastructure must be maintenanced and upgraded.

Nuclear Power Plant Contract:
Vietnam wants to build a Nuclear Power plant of modern design to provide power to the people of Vietnam and possibly sell excess energy abroad. Bid submitter shall select the location.

Power Station Modernization and Replacement Contract:
Within 5 to 10 years Vietnam wants to replace all of it's Coal and Gas Turbine power stations with hydroelectrical, biomass, wind, and solar power stations.

Spratly and Paracel Islands Defensive Contract:
Vietnam wishes to secure currently held claims in the Spratly and Paracel Islands. Vietnam wants a proposal for fortifying and defending currently held claims.

Proposal: Plus GSM has a long history within Poland of providing telephone services, cellphone services, and internet services. We propose building a cable landing site near Da Nang. From there we will bury the cables under the ground leading from the building to the ocean. Once it has been placed in the ocean the cables will be ran to the Asia-Pacific Cable Network, the North Asia Loop, the Asia-America Gateway, and the FLAG Europe-Asia. From there we will connect these cables to the hubs. These would be under Plus GSM ownership until a deal can be made with a Vietnamese Company and ownership can be transferred.

To build Vietnam's Cellphone infrastructure, to cover a majority of vietnam in cellphone coverage, we estimate a total of 55,000 cellphone towers will be required. This would be an expensive proposal so we propose 10,000 towers built over the most populated areas to insure total coverage and limit over-burdening of the cellphone services. These would be under Plus GSM ownership until a deal can be made with a Vietnamese Company and ownership can be transferred.

To overhaul Vietnam's telephone infrastructure, we propose a mass evaluation of the infrastructure be made. Once this evaluation is made, we would begin repairing damaged or suboptimal lines as well as burying them to provide better protection against nature and man. Once the damaged lines are finished, we would propose replacing and burying existing lines to ensure their protection as well.

We would also train local workers in maintenance, technical aspects, and management of these areas.

The KOICA Proposal includes the construction of the slight structure overpass, elevated highway, ring roads, promoting bus system; speedy investment in the construction of public transport services such as elevated railway and metro. The project would cover in total 1,100 miles of road, unless desiring further or reduced mileage. The Proposal would include an overhaul and expansion of existing roads and infrastructure to produce the basis for developing the bus system. Based on this, service stations, bus stops, bus lanes, and special bus lanes will be added and ensure a highly advanced and highly efficient road system. This proposal of course means that beyond the Bus transport expansion, the costs are much higher, however, can serve to ensure a longterm and sustainable infrastructure system for Hanoi and Ho Chi Min City. As deemed appropriate, the initial cost would be able to cover the construction of 4-lane high way inside Hanoi and Ho Chi Minh City. At 400 miles of renovation in Hanoi, the total cost will be $1,840,000,000 with $4,600,000.00 per mile. At 700 miles of renovation in Ho Chi Min City the total cost would be $3,220,000,000.00 at a price of $4,600,000.00 cost per mile of road, the average cost per mile would be $2.2 million.


Estimated Time to Complete: Between 1 year and 2 months to 1 year and 6 months after construction begins | Delays may push the project to 2 years and 3 months and will have an impact on traffic mobility and increase congestion.

Agriculture, Forestry, Fishing Mechanization Contract
The Argentine Republic is historically a agricultural products exporting nation, achieveing not only high net quantities of exports but also a high quality levels thanks to modern and efficient production and harvesting standards and technology.

Recently, through state owned companies and Government oriented programs, the country has completed multiple agricultural expansions programs, increasing the amount of land available for agricultural and husbandry purposes, together with the execution of hydraulic projects to mitigate the effects and occurences of floods that could hinder or yielf of the crops around the most fertile lands (Pampa region).

Some of these projects were:
- Flood risk management support infrastructure
- Agricultural stimulus package

The Argentine Republic can provide, through the Argentine Development and Cooperation Agency, support and execution of prgorams aimed at developing the agricultural output of existing crops, as well as conduct test to study the possibility of planting new crops to diversify the vietnamese production and produce excess for export purposes. This would be supported that different infrastructure projects aimed at reducing logistical costs and transport times, making Vietnam mroe competitive on the international market, while also creating new jobs for the local population.

Industry Modernization & Upgrade Contract
The Argentine Republic recently completed a major Import Substitution INdustrialization process with a total net investment of $10,000,000,000.00. This project was aimed at reducing to a minimum expression the national dependency of foreign strategic imports in order to be able to overcome without trouble any external incidence such a financial or economic crisis or the effects of non-commercial barriers.

For the Industry Modernization & Upgrade Contract our current top exports are Fuels, Textiles and Clothing, Animal, Vegetable, and Footwear.
Some of our major natural resources are Coal, Bauxite, Oil, and Natural Gas.
Obviously this is a very narrow band of resources and exports. We are interested in this idea of strategic resources and I would like a specific plan presented for Vietnam based on what resources we have access to on the whole, Not just what I have listed above.

For factories are you able to provide modern tooling and factory equipment tat can be used to upgrade current factories? Especially for our automobile requirement.

For the Upgrade and Modernization of Rail Transport in Vietnam Contract can you provide a outline of what you want to do in Vietnam in regards to it? I trust that you are experienced in tis sector based on what is said in the proposal but I require more details before I can sign off on it.

Nuclear Power Plant Contract

That price seems rather low for a nuclear power plant. But, as you are experienced I am interested. We want a 1,100 MW plant and we want it for $6 billion.

Also, do you need to scout for a location ahead of time or do you have an area in mind?

Power Station Modernization and Replacement Contract

Do you have any locations in mind for the wind farms and the hydroelectric power plants? How much power do you believe they will produce?

This will help improve agricultural productivity and give access to grow high-end crops such as dragonfruit, grapes and mango, while at the same time improving the quality of Vietnam's coffee beans and the variety of peppers the country grows. Regarding the reduction of logistical and transport costs, thisreferences the cosntruction or improvement of existing railways and supporting structures in order to provide shorter connections times between the agricultural areas, the cargo terminals and the factories and/or ports for exports. The latter is obviously also subject to improvement to allow bigger ships to dock and to load/offload their cargo quicker. We can also offer close cooperation and the exchange of teams of specialists from the argentine INTA (argentine National Institute for Agricultural Technology), to study your current main methods of production and make suggestions on how to incorporate technology to increase the ouput and harvest efficiency. This could include from genetically improved or specifically tailored seeds to the inclusion of sorting and processing machinery. Obviously, this would also require the training and specialization of labourers in Vietnam. Regarding the Industry Modernization & Upgrade Contract, we understand that in order for a nation to prosper on the long term, in needs to be fully industrialized and be capable of producing all essential goods to have the ountry running without being dependan on foreign imports. All surplus is also exportable, so that means a new way of income. As a bauxite producer it would benefit Vietnam greatly to develop aluminium smelters, as this strategic resources would reduce construction costs for all other long term projects in your country, as well as provide additional income through exports. Following the same path of thought, an icnrease in your nations oil output could provide a sustainable ground to develop a plastic industry in your nation, another key product that will bring your nation closer to self-sufficency and also redurce both production costs and ingrreas export-generated income. The fishing industry could also be an interesting target to work on. We can provuide a variety of fishing vessels to assemble a national fishing fleet to extrac valuable fish resources. As for your specific question on tooling and machinery, yes, we can provide you the equipment to increase the mechanization of your factories in order to build efficient lines of production and assembly lines. In Argentina we have experience in working with big brands such as Ford, Toyota and Volkswagen. We are confident we can emulate that with Vinaxuki. Rail transportation in is largely affected by the nations terrain, marked by hills and jungle. The construction, repair and expansion of large supporting infrastructure such as bridges, tunnels and the clearing of specific areas from surrounding jungle areas would reduce transit times, accompanied with the replacement of existing rails and signals, dating from the colonial era. Incorporating new material in the form of locomotives and wagons, specifically designed to operate in rural areas and with therefore less maintenance requirements and a higher reliability will allow cheaper operation costs and less delays due to mechanical failures. The development of modern communications systems, working along the new signalization is also key in this project. Your nation is already relatively well connected in terms of area covered by the existing network, so the main objective here would be to modernize existing infrastructure and cosntruct additional tracks next to the existing ones on high traffic areas, together with the expansion of cargo-terminal facilities at the main production, factory and port areas. In terms of nuclear energy, yes, we can provide facilities destined to generate that additional 10%. The indicated costs were for plants cosntructed in the americas, for which we added logistical costs that would have to be added for a construction in south-east asia. for the 6bn, we could increase the energy output as indicated by you while at the same time constructing two facilities for a total output of 2,200mW. Obviously we would need to get in touch with the vietnamese ministry or gency in charge of infrastructure in order to obtain some details that might not be of public knowledge, to determine the exact location of the plants. Due to the required water flow, it probably will need to be located on the banks of the Mekong river,maybe someplace between Hong Ngu and Cao Lahn. Regarding the windfarms, we identified an area off the coast of Ninh Thuan that could provide an efficient location for an offshore wind farm. We are looking at an around 100 to 120mW project. Regarding the hydroelectric plant, we have identified central Nghe An province’s Tuong Duong District as a potential candidate, located on the Ca river, and with a potential output of up to 350mW. Other areas could also be surveyed, or additional turbines installed at this proposed facility. As for payment, we could schedule everything in a way that $1,461,435,915.00 per month covers the ongoing construction costs and maintains all projects active and at an accetable pace. SOme projects obviously will be completed sooner than others, that will allow us to perhaps rearrange some payments to facilitate your own accountings and financial situation. Finally, we would be adding a 5% charge to the total cosnturctions costs to cover operational fees and for the ADCA sustainability fund. Please, let me know if you ahve further questions or comments. Some final questions in regards to some areas you mentioned.

You mentioned "genetically improved or specifically tailored seeds" and I was wondering what this exactly meant? Could you give some examples?

In terms of oil the majority of our oil is offshore oilfields. Does Argentina produce oil rigs that can be used for the exploitation of this resource?

You mentioned fishing vessels, what classes of fishing vessels can Argentina provide for the creation of this proposed national fishing fleet?

For the railway project we of course will require new locomotives, and as you mentioned they should be tailor picked. What models of locomotive does Argentina have to offer?

Moving on from questions, I can safely say that I can have provided to your survey teams the information they require. They will need to be granted clearance to those documents of course.

The 5% on top of the current costs works fine.

Minister Võ Hồng Phúc, I clarify these points with pleasure. The Argentine Republic has been working for years now on genetic improvement of seeds, among other things. This essentially allows us to have better base products to work with, adapted to the particular soil, weather and climate conditions existing in the different regions of Argentina. For example, making some seeds more resistant to excess water in areas of above-average rainfall, or modify them to have a better crop output per plant. Possibilities are limiteless, always with the objective to make the seed a perfect fit for the environment it is going to be introduce to. Addressing your second question, Argentina currently does not operate offshore oil rigs, since our main deposits are located on land, but we believe we have the technical capacity to develop them to work specifically in the conditions present off the vietnamese coast. As for equipment for the Vietnamese rail network, we can offer for cargo duties the MTF-3000 Diesel-electric freight locomotive, which is very reliable and low maintenance, or the older Materfer A614 diesel locomotive. For passenger trains we can offer you the EMD G22CU. Wagons and rolling stock in general, for both passenger and cargo, can be prduced by Argentina on demand and following your specifics. I write to you on behalf of the Kingdom of Sweden Department of Defence in relation to the Spratly and Paracel Islands Defensive Contract in which you state Vietnam wishes to secure currently held claims in the Spratly and Paracel Islands and wants a proposal for fortifying and defending currently held claims. At present the Kingdom of Sweden recognises the Vietnamese claims on Spratly Island, Southwest Cay, Sin Cowe Island, Namyit Island, Amboyna Cay, Grierson Reef, West London Reef and Central London Reef - these are the islands we will refer to when making bid for this contract.

As you may or may not know Sweden currently operates once of the largest intelligence and surveillance-focussed armed forces in the world, with some of the most sophisticated European equipment; naval forces capable and available for operation in blue-water, brown-water and green-water conditions; ground forces capable of various extreme climates and one of the most strategically advanced air forces in the world. For this reason we present to you our proposition for the peaceful defence of the Vietnamese territory within the Spratly and Paracel Islands region:

Key Attributes:

- Long and short range military air space monitoring capabilities attributed to rapid reaction capability.
- Air Force Rapid Reaction Force detachment in strategically appropriate locations where infrastructure allows.
- Air Force assets with capability of continental support for allied forces traversing the region (patrol, refuelling, search and rescue and surveillance)
- Air Force assets capable of vertical take off and landing for remote estate where the usually necessary runways would be required.
- Naval Task Force capable of coastal and regional patrols including, but not limited to, reactive and proactive tasking.
- Naval Task Force consisting of modern, resilient vessels adapted to regional technicalities (minesweeping and surveillance)
- Ground Force support mechanisms to support logistical and law enforcement necessities domestically.
- Infrastructure for the development of strategic defence networks for consistent remote defence.​

This arrangement will require an extensive periodic review of local infrastructure to ensure our key attributes remain possible however this will require the complete control, for the period of the contract, of any military installations on the aforementioned islands. The islands will be divided into Northern, Central and Southern divisions to enable the most effective tasking of deployed forces.

Our investment in defensive assets will amass to approximately $2.1bil initially however is available for negotiation.
