"China would be more than welcoming to be one of the nations to move out of the CIS, given its location in the world, we would not mind in any way shape or form. As one of the largest nations, if not the largest by population wise, it would balance out the ethnicity and flexibility of the CIS, since currently, Asia is begin overly represented in the CIS. As such we will live the CIS, but establish a Bilateral Agreement with the CIS political leader, effectively becoming an external associate bound to the CIS Charter, having a premenent representative in this board, and still allocating some of its funds towards the CIS, prehaps the same as a Core Partner? Or if my collegues here think otherwise, perhaps the same as a Supporting Partner percentage."

"We could use for China a figure similar to the one used by the former NATO in the 90s, the "Non-NATO Ally". Here it would be "non-CIS Ally". You would have the right to have a permanent observer at the Political Board and certain economical benefits.

If Russia, Japan, Nigeria and China agree with this, we would move one to institute this new structure."

"In this case, the Argentine Republic proposes to include the following Article to the Charter of the Confederation of Independent States to adept the CIS to these new circumstances:

X. The Confederation of Independent States recognizes the figure of the "Non-CIS Ally". This status is intended for major strategic partners that mantain diplomatic and economic relations with the individual Parties of the CIS. The "Non-CIS Ally" is not a member of the Confederation of Independent States.

XI. A "Noc-CIS Ally" may be authorized and invited by the Political Board to appoint a permanent observer, with no vote, at the CIS Political Board, and through this political body, may receive special and expectional permissions to have limited participation in certain CIS activities. In order to extend this status to a nation, it has to be approved by all Core Partners in the Political Board.

XII. "Noc-CIS Ally" status holders have no monetary obligations towards the treasury of the CIS, but are permitted to carry out voluntary contributions.

The United Republic of China will be the first nation to attain this status."

"We could not agree more that an agreement between the CIS and Brazil similar to the arrangement we have with China is most advantageous to us as a body, we have a great bilateral relationship with Brazil, and as we have stated before, their massive potential, clear military capacity, and proven loyalty will make them a grand asset to our alliance.

Further, with the departure of China as a Core member of our alliance, and their new status as a non-CIS ally, we would propose that Russia's status be elevated making them the third Core member of the Confederation of Independent States and further strengthening the core of this alliance to ensure its continued survival. We believe that this body is a vital body for the security and prosperity of all members involved, and we believe that we must begin the process of bringing the alliances functionality up to speed immediately."

"The Republic of Argentina supports the Nigerian proposal of elevating Russia's status to Core Partner to fill the gap left by China. In the same line, we could also suggest to do the same with Japan. Of course, we would need first the approval of the interested parties through their Permanent Representatives here.

As for Brazil, with the approval of the current Core Partners, Argentina and Nigeria, plus the positive feedback from current Supporting Partner Japan and Non-CIS Ally China, we have the green light to extend the status of Non-CIS Ally to the Federative Republic of Brazil."

"Gentlemen, as we all know, a new Document has been presented by the GA Secretariat to be discussed, regarding climate change. I think this is a great opportunity for the CIS to show its capacity to influecne global politics. I suggest we discuss a common position here, that goes with our interests, and try to enforce it at the GA."

The Brazilian Ambassador, Cândido Rondon, would rise and speak.

"Climate change is here. It s happening now as we speak. And it will frame our future. Green energy not only makes sense....

But it will also make a lot of money.

The first thing we can do is propose switching automobiles and scooters and buses to ethanol fuel, which would reduce Greenhouse gases by 90% by many estimates.

Fortunately, Brazil and Argentina corner close to 90% of the worlds market on ethanol fuels.

If we propose a GA resolution that would tilt the world towards ethanol fueled modes of transportation it will greatly benefit the CIS. Amongst ourselves, we have the technological and production capacity to make this a reality.

"We completely agree with the brazilian observer regarding the benefits of exploiting one of the CIS strategic advantages.

However, Argentina is more concerned regarding the attempts from developed nations to restrict some of the ways they used to reach that status to todays emerging markets.

If nations like Sweden, the UK and the USA polluted the world for decades with their industry and use it to gain wealth, why can't today's developing nations not do the same? Those developed nations should pay some corresponding compensation fees if this happens..."

"Gentlemen, gentlemen, now that our membership has stabilized, and we are on the cusp of a new year, may I please turn our attention to something other than the current debate in the Global Assembly? While it may be pertinent for us to adopt a strategic view in regards to climate change and new technology and industry regarding it, it is much much more pressing that we address the current organizational flaws within our structure.

The Armed Forces Command needs to be fully established, a joint and secured encryption needs to be established for official communications, military advisers need to be exchanged between nations and military readiness of each member state needs to be evaluated and brought up to speed if found lacking. A coordinated foreign policy must be discussed. We must do these things, and we must do them sooner rather than later, for later the time will have passed.

May I suggest we begin by immediately organizing a committee made up of representatives of members of all member states and non member allies to evaluate the readiness of each of our military readiness?"

Representative Candido would add. "Brazil agrees. We envision semi-annual joint exercises, and joint bases like the one we currently operate with Argentina. We have strongholds in South America and in Northeast Asia so we propose some sort of CIS incorporated bases in strategic places within our footprint. Our greatest strength is our numbers, and we should exploit that."
