"It is our fear that with the Suez currently blocked, that Kuwait will be destroyed before a coalition force could arrive. With that said, Japan is prepared to send a large-scale troop deployment to Kuwait to hold the Iraqi forces until coalition forces from the Mediterranean can join us to push to liberate Iraq. We have discussed the possibility of staging forces in Saudi Arabia to help our efforts in Kuwait. "We are only willing to allocate a maximum of two air bases. We dont want a massive influx. Spain you are cleared to use the Al-Jawf airbase as long as you can commit to full transparency with the Saudi government on your actions. We will be dispatching a few units of the royal guard to that airbase to make sure everything is in order."

Syrian Delegation:
"I would like to point out that the airbases of Al Qusayr, Minakh, Tabqa, and Deir ez-Zor are open for any Coalition movements. I would make it so that these bases would be temporarily stripped of Syrian Authority, and be borrowed for the use of your forces. I would like to hear who would wish to govern which bases, so that I may make announcements and decisions legalizing the hand-over of these facilities. I would like to stress, however, that once the war is over, Syria would reclaim these airbases as soon as possible. While I do not know the situation at our borders, we have no reports of a massive troop build-up from our forward outposts."



Kuwaiti Delegation:
"Gentlemen, we have just been struck by two missiles at the heart of Kuwait City. We have amassed Civilian casualties, but our brave first responders have already tackled the situation. I fear that there would be more coming. In response, We have allowed a mass-exodus to those willing to flee the country, and are requesting your support in helping these refugees find a new temporary home. Currently, we have diverted them to Saudi Arabia, although I do know that we would need more Nations who are willing to open their doors for these Kuwaiti Refugees. I have received forward battle reports, and from what I have gathered, we are losing the foothold in Abdali. Both sides have suffered from the fighting, but I will tell you that our brave Kuwaiti forces have incurred serious damage to the Iraqis, despite being outnumbered. My generals have ordered a tactical retreat to a defensive line already prepared prior to the conflict, and another area is currently being developed to act as an underground fortress.

Our goal is to keep them at bay as long as possible and at the same time, inflict maximum casualties. Although I would put forth the concern that we may not hold for much longer. Please send help as soon as possible."

“Japan has made it clear of our intention to mobilize immediately. We have our ships, soldiers, and equipment ready. We wish to coordinate with the forming coalition, however, we have made commitments to Kuwait and Saudi Arabia. We will commence deployment soon if we do not coordinate soon. As the only power able to deploy to the Arabian Sea, we have the chance to secure Saudi Arabia and Kuwait faster than most. We have the means to deploy substantial forces to Kuwait and Saudi Arabia, but we do not wish to delay much longer.”

"Sorry for the delay, I've been reviewing the forces proposed and would like to make the following plan as a suggestion of deployments, two fronts to be specific:

Kuwait/Saudi Arabia Front @John @Suvorov @Zak @Logan
American, Japanese, Spanish Troops deploy to Saudi Arabia to assist in a defence.

Japan's primary focus would be to assist Kuwait hold off their attackers, with Japan and Spain supporting US operations in southern Iraq.

France would deploy their two frigates to support Coalition Operations in the Gulf.

Syrian Front @John @Fairhold @Odinson @Jamie

Prussia, the UK, Norway and American Forces would deploy to Syria to help protect their borders, whilst beginning operations against the Iraqi Regime.

This would allow us to protect Kuwait, Saudi Arabia and Syria which all appear to be the biggest at threat, and make calculated moves against the Iraqi Regime. The mission? Bring the Hussein Regime to an end and allow free elections to take place.

If anyone is missed of the list or will be able to contribute forces, let me know.

Can those I've mentioned confirm if they'd be happy with this?"

The British General sighed, almost disgusted in himself to have slopped into the political arena, something he often detested was politics.. Reading a few of his notes to identify who it was he was speaking to before responding. "Whilst I understand the need to bring politics into war, is there perhaps someone in Israel that would be keen on taking your place that has the military mentality to help us take down Saddam instead of using this call as a way to try to score points? This call is to work together to locate and find our diplomatic staff and to remove Saddam from power, but please, pardon my common-tongue, I'm not a politician and I'm here to take down the regime that killed hundreds in chemical attacks. Not to discuss the political impact over why countries should or shouldn't be helping. I've not ignored you, but, and I understand you may not know this, when there's a coalition this size it's easy for things to be overlooked which I can only apologize for. We are attempting to distribute thousands and thousands of proposed forces from plenty of different countries. We're not interested in raising flags as you seem to want us to do given the amount of times we've addressed that point. But yes, you're entirely wrong in the last regard given you, Syria, Kuwait and Saudi Arabia are all involved. No other Middle Eastern Country has spoken about the situation. Nonetheless, please, speak up and make your contribution. I'd suggest going forward if you make a point and it doesn't get addressed, to re-state it given it's a very busy call.

And just to address your previous idea of a Special Forces Operation to take our Saddam." he paused, having read that bit of the transcript. "Having Operators that close with limited support given there's an entire country between the borders and Baghdad is suicide. Iraq is a conventional army, these aren't just insurgents but they do current hold a number of Diplomatic Staff and security officers hostage. The idea of having forces deploy to borders gives them that support when the time comes."

Prehaps Phase 1 should be implementing some kind of logistic network while also providing additional defence to the affected nations, while Phase 2 would deal more with deploy more troops on the ground to provide a solid impenetrable defense on the nations and finally Phase 3 would be to put it in straight a invasion force to take out the regime."

“Thank you to our British counterpart. We wish for a clear signal that the coalition is ready to deploy at the force deployments given. It would be best if we sent our forces at relatively similar times to prevent the Iraqis from destroying coalition forces piecemeal if they arrive in a staggered fashion.

Given that we must sail to Kuwait from Japan, we will need to deploy earlier than most European powers to arrive at the battlefield in a timely fashion.

Our deployment plan is simple:

Step One - Secure our landing zone

Step Two - Stabilize The Kuwait/Iraq front and protect Kuwaiti civilians and cities

Step Three - Push out the Iraqis

We suggest that mission priority for our deployments should be to achieve air superiority. Iraq will likely outnumber our forces but air power can neutralize numbers to some degree. This means that we should focus on destroying Iraqi fighters, air bases, and Anti-Air capabilities.

To our Israeli counterparts, know that Japan remains committed to international peace and security. We hope that Middle Eastern nations will take the charge in rebuilding the region after this conflict and once peace is secured. This is the only way to ensure a lasting peace. We suggest that a council of Middle Eastern nations be charged with the post-conflict peace administration, to ensure that individual interests do not try to selfishly shape the new region.”

"The Royal Australian Air Force is currently in the process of procuring F/A-18's and F-111's among other aircraft. Once this are completed we should be in a position to start deploying the Air Force to enforce no-fly zones and basically wipe out the Iraqi Air Force and Air Defence. The pilots are keen to see some action and we're keen to contribute to a Coalition effort to bring down Saddam Hussein. Believe me once those flying Kangaroos arrive, he wouldn't know what hit him. We may be in a position to deploy naval assets soon as well to the Gulf to enforce sanctions upon Iraq and stop shipping from coming in. As long with destroying what is the pathetic Iraqi "Navy".

Of course to be able to deploy air assets we will need access to a Saudi air base, we hope to deploy Airfield Defence Guards there as well to make it as secure as possible. If not, our Hornets have capabilities to be able to deploy from CATOBAR carriers, in other words U.S. Navy carriers."

"We have air-to-air refuelling aircraft that would be capable of ferrying the Hornets to Saudi Arabia if it comes to it. If it turns out to be too far for the Boeing 707s we would request to the British Government that we use Diego Garcia as a refuelling point if they can't reach our unmanned air base on the Cocos Islands."

The politics of the region have seeped deep down into the blood of all the citizens of the Middle East and your lack of understanding this worries me not only for the safety of your troops and the safety of the other Coalition members but for the future of my home. You lack any type of political plan for Iraq and the region apart from 'removing Hussein from power' which is why you should listen to both I and the Saudis for we know this land and its people best and if you screw it up then you will never see the end of terrorist actions here in the Middle East or there in the United Kingdom, the United States, or Spain, or anywhere that participated in this Coalition and the deaths of your citizens and your playing of war games as vengeance will all be for nothing!

You say you have no desire to plant flags, only to remove Hussein's grip on the nation. But place yourself in Israel's shoes for a moment; how would the United Kingdom feel if another nation placed some 60,000 troops in Ireland, how would the United States feel if those troops were placed in Cuba or Mexico, how would Spain feel if they were placed in Portugal? While I will hope that your intents are pure, the Middle East has been the sight of countless attempts and conquests of Imperialism for various reasons and the enormous amount of troops you have flowing to the Middle East is prone to nothing but suspicion, regardless of intent.

Again, Israel will offer all of its Armed Forces - roughly 600,000 troops alongside Mossad to work with the Coalition special operation forces to rescue your people and capture or eliminate Hussein's government official, or if a situation allows - capture or eliminate Hussein himself. As Israel, Saudi Arabia, Kuwait, and Syria will be the ones to suffer from this war the most, regardless of its events or whether or not we participate, the decisions taken of Iraq should be done under strict guidance of Israeli, Saudi Arabian, Kuwaiti, and Syrian indications."

"The UK will be deploying in a few different phases to ensure maximum effect and to protect our forces that are deploying. We're initially starting with assets from our air force and expanding from there. You are more then welcome to do the same. As for transport, the Royal Navy will be utilising its Bob Hope-class Carriers to deliver equipment, we would be more then happy to support Prussian deployments in that regard. The same for our Air Force when deploying troops if required."

UK forces will be deploying in the coming days. I'd like to suggest your forces can use Diego Garcia to resupply if required, as it'll keep them close to the area of operations. As a whole, the coalition should focus on eliminating any Iraqi Air Assets or anti-air which would give us free reign to focus our efforts on Saddam himself and the hostages."

"I'm unsure if you've been here since the start or not but as stated repeatedly.. Once Saddam's regime is removed from power, Iraq will see free elections without interference from anyone but those in Iraq, which is how it should be. If you knew this land for the best, I hardly doubt you would have allowed it to get to this position to begin with. Now, squabbles aside, the goal is to save the diplomatic staff, remove Saddam from power, and allow a free election to take place without 'Western', as you call it, but also without interference from anyone else except those in Iraq who deserve to make that decision. Now, unless you want to have your own influence which would make you no better then a 'Western' influenced government, I fail to see your relevance. You are either supporting the coalition or not, our goals and the end game has been transparent enough. If you have any questions, then please, ask away, but at least be specific about what you are asking.

If, as you say, you will be offering your full armed forces as support, then I'd like to have you deploy forces to support the Spanish Front in Saudi Arabia. Then further troops in Southern Syria to support Prussian Forces."

"I've been notified that Egypt may cause a possible challenge to getting to the Gulf. If this is the case, being the only Coalition partner in the Indian Ocean, we offer Fleet Base West near Perth, Western Australia as a support base for Coalition ships going to the Gulf. We can also offer RAAF Base Pearce, RAAF Base Learmonth, RAAF Base Curtin and RAAF Base Cocos Islands as Coalition air bases. Obviously they're still far from the Gulf but if you need R&R or anything else don't be afriad to pop by or if you wish to station naval forces there so they don't have to go back around to the Atlantic or even air forces if you don't wish to fly them back over the top of the Middle Eastern shit show to Europe and maybe don't feel like they're particularly secure in Saudi Arabia....

Having said that, we can provide very low frequency radio transmissions to ships and Submarines operating in the Indian Ocean and indeed into the Persian Gulf through Naval Communications Station Harold E. Holt. It's can extremely powerful transmission station with 19.8 kilohertz at 1 megawatt transmissions and can relay messages almost anywhere in the Indian and Pacific Oceans. Pretty sure that was classified... but oh well."
