RESOLUTION PROPOSAL FORM THE ASSEMBLY​

Member-states of the Global Assembly to send forces (2,500 max) in a non-combatant role (as they see fit) to the border of Romania and Moldova. a. Assist with basic and advanced first aid to the citizens of Moldova and Romania who have been affected by this crisis. b. Assist with rebuilding any damaged property in both Romania and Moldova, funding to be supplied by the Republic of Romania. c. Assist with setting up temporary accommodation and basic needs (toilets showers etc) in selected areas of both Romania and Moldova for any displaced civilians to due to the crisis. d. Assist with securing the borders between the Republic of Romania and the Republic of Moldova, acting as a deterrent for any further action between Moldova and Romania. Article 2 - Sanctions on Romania: 1. Member-States of the Global Assembly agree to place the following sanctions on Romania; Trade, Arms, Trade and Tourism a. Member-states of the Global Assembly are forbidden from conducting any kind of trade or commerce with Romania, be it between governments, private businesses or organizations that operate within their influence and vice versa. b. Member-states of the Global Assembly are forbidden from issuing loans to any level of the Romanian government (including political parties), the Romanian armed forces, Romanian owned businesses or organizations c. Member-states will not permit commercial vessels, aircraft, trains, and automobiles to dock in Romanian ports, airports and trains stations d. Member-states will not permit Romanian commercial vessels, aircraft, trains, and automobiles to dock in their ports, airports and train stations. e. Any mention of "member-states" includes all government entities, private and public organizations and companies under their jurisdiction, and citizens and residents. 2. Any state which does not participate in this embargo will be added to the embargo. 3. Member-states of the Global Assembly who are found to be in violation of any part of Article 2 Sub-Section 1 are subject to a $1-billion fine for each instance of non-compliance. a. Member-states of the Global Assembly who continuously violate Article 2 Sub-Section 1 are subject to a $5-billion fine per month until they cease their violations. b. The Secretary General, or the Deputy Secretary General, will decide who is, and is not, in compliance.​

The Assembly is now in session in order to address the emergency resolution on the Romanian crisis.
Representatives are now welcome to enter the Assembly Chamber in order to participate in the debate and vote.

The Dutch Representative would enter the chamber, taking his seat at his assigned location

A Second Spanish Delegation would enter, since the main one was in another resolution.

"I do believe the intentions are good, on this resolution, however there are peace talks occurring in Madrid to reach a peaceful resolution on this issue. I would like for the Secretary General Hollie, to postpone this resolution which may hamper the peace talks until they are concluded, weather they will be successful or not. If not, then we can look to the GA for another way to end the conflict."

The Dutch Representative would stand addressing the Spanish "This situation has gone on too long, postponing this now could result in further loss of life to those who are innocent. We need to get to the bottom of this straight away. Actions need to happen, talking has gone on long enough"

The Australian representative would take a seat, awaiting for further discussion listening in and taking notes.

 

[Bruno]

"We only wish for Article 1 to be postponned, as to allow the peace talks to start. I believe theres even a cease fire in talks."

 

[Kelly the Mad]

Romanian Colonol-of-the-State Calin Corbeanu would step in. He sat down in his designated seat and waited, his eyes fixed on the Dutch delegate.

"Either way, this resolution needs to go ahead. We cannot wait for peace talks. This has dragged on for long enough, the Global Assembly needs to put a stop to this to help sure the European Region security along with global security"

Yugoslav representatives would arrive.

After reviewing the notes and the articles proposed, representative Milan Subotic would speak up.

"Yugoslavia rejects the articles proposed. We are supporters of peace and as mentioned there are peace talks taking place. Let them figure it out? There is absolutely no need to impose sanctions or send a peacekeeping force.

This assembly is showing that they are out of touch with the reality and the context of the situation. This is an issue that concerns Moldova and Romania only. They are ethnically and culturally similar, let them figure out their problems on their own. From Yugoslavia's perspective, Romania's justification for their aggressive stance is valid. We hope that they can both come to a peaceful resolution soon."

Calin would glance over at his national neighbor before looking back to the Dutch man, staring daggers.

 

[Bruno]

"Cannot wait for peace talks? They are already in place, a cease fire as been issued. Fighting as stopped as far as I am aware. And Both Romania and Moldova are discussing terms for peace. I do believe, that we should wait, if it fails, then we move. If it succeeds, Europe at large can once again see peace."

 

[Beowulf]

The Turkish delegation, Ismail Cem, enters and is reads over the terms with his GA translator.

"To activate article 3 of the peace keeper resolution in this manner is unprecedented and dangerous. For this reason this resolution should be withdrawn and redrafted, possibly as two fully separate votes. A peace keeper operation would require a super majority vote, or the consent of that nation. The terms of the operation would be stated by the power invested in the Secretary General themselves, not the proposed resolution. This resolution is an unwarranted stress of power from the nation of the Netherlands. I do not condemn them for their actions to seek peace, but I am appalled that they seek it in this manner.

Withdraw the resolution and redraft as two."

The Yugoslav delegation would listen to the Turks keenly. After he was done speaking he would review the proposal again.

"I completely agree with the Turkish delegation. We also feel that Part 2 of Article 2 is completely absurd and unacceptable. Yugoslavia is against foreign interference. We have every right to ignore this resolution as it does not impact us. Why should we be sanctioned and under embargo for doing such a thing? That is ridiculous.

To show you how ridiculous it is. We share a border with Romania. Yugoslavia is ethnically diverse and we have a small Romanian Vlach minority population. Under this resolution they would not be allowed to travel to Romania, where many of them would have relatives and friends.

In its current stage, we cannot and will not accept this resolution. Of course we are open to hearing further discussion and amendments."

"This is not at all what the government of Turkey is suggesting. Turkey is not against foreign intervention, matter in fact due to the nature of this armed conflict it would be needed to keep the peace and people safe, not just from themselves but from their governments.

This hearing is also not about Serbia, it is about obtaining status quo in a region that has disturbed it. Article 3 of the peace keepers resolution should be activated, through the correct channels. Peace keepers are indeed needed. I disagree with the Serbian statements. This is not a time to push agenda, but a time for correct methods to status quo and peace. "

"I do believe the gentleman was not putting any of his statements unto you. He was simply agreeing, and then continuing with his and his government's position." Calin would sit back, surveying the slowly filling room.

Berth Sandberg, Deputy Ambassador for Sweden to the Global Assembly would enter the chamber and read the transcript carefully before echoing their opinion through the microphone upon the desk:

"We have to concur with the general consensus that Global Assembly intervention that this stage is an extreme step given peace talks are currently in progress with a trusted and reliable moderator in the form of the Spanish. I have to stress the importance of both Article 1 and Article 2 and how the chamber cannot overlook their 'last resort' prefix; these two articles will openly violate sovereign territory of a foreign state and directly call into question modern democracy, the power of the Global Assembly and the point in compliance with peace talks in conflicts to come... not only that but the resolution as proposed could see a substantial crash in the Romanian economy which will not only see their inability to function as a government but we may also be responsible for a substantial loss of civilian life and have a humanitarian aid situation on our hands.

We cannot skip steps. This is a last resort. Secretary General I plead to you in line with the other nations that have spoken in this chamber, we cannot justify a 'peacekeeping' mission whilst peace talks are ongoing and currently have two compliant nations."

An aide would come inside and speak with the Spanish Representative, and would walk away again.

"Ladies and gentlemen, I'm very glad to inform you that Romania and Moldova have signed the peace treaty and stopped the War. The Treaty of Madrid will most likely will be presented shortly to the public after the necessary arrangements from Romania and Moldova are done. But in its essence, the global assembly will be asked to Moderate Elections in Romania, alongside a small peacekeeping force to man the DMZ that will be created between Romania and Moldova, this DMZ will however be temporary."

The Turkish delegation will activate his mic,

"Turkey will like to see to activate Article III of the GA Peacekeeping Resolution via vote. The activation is required to move forward with the deployment of GA peacekeepers and utilization of GA funds for oversight in Romanian elections and an ongoing operation in a GA controlled Demilitarized Zone.

Mister Secretary, Turkey would be willing to support the operation with volunteers following Article III activation if the GA agrees with such activation via super majority, and or consenting parties from Romania, and Moldova. "

The Spanish Representative would put forward the following amendment due to the new light shed on the peace-talks with Romania and Moldova. This amendment would serve to give the Secretariat the mandate to prepare and work out a operation which is acceptable to both belligerent parties. A copy of the Treaty of Madrid(only post 23) would also be available to the Global Assembly Members present, for their knowledge and understanding.

"This was the Treaty, that both parties had agree on to cease hostilities. It was both required by them that the Global Assembly oversees the Election Processes of Romania to ensure its democratic institutions, alongside a peacekeeping force to maintain the temporary demilitarized zone for 2 [IC] years. As such we propose the following amend to be reviewed by the Global Assembly, as to give the mandate to the Secretariat to begin this process. As such I pass this amendment to the Secretary General to review."

RESOLUTION AMENDMENT FORM THE ASSEMBLY​

[AMENDMENT]: #0001 [AUTHOR]: Armando Salazar [TOPIC OF DISCUSSION]: Treaty of Madrid - Romania - Moldova- Peace treaty The Global Assembly, Recalling all its previous relevant resolutions, Reaffirming the sovereignty and territorial integrity of Moldova, Resolved that the Global Assembly should play a vital role in the restoration and establishment of national and local institutions for representative governance, Welcoming further the willingness of Member States to contribute to stability and security in Romania and Moldova by contributing personnel, equipment, and other resources under the Authority, Determining that the situation in the Romanian-Moldova conflict, although hostilities have ceases, continues to constitute a firm threat to international peace and security, Ensure that signatories abide by the Articles in the Treaty of Madrid, Acting under [A/R/0002] RESOLUTION ON PEACEKEEPING of the Global Assembly, Article 1: Appeals to Member States and concerned organizations to assist the Secretariat of the Global Assembly in their efforts to contribute to conditions of stability and security in Romania and Moldova in accordance with this resolution, being the participation non-biding but welcomed; Article 2: Approves a peacekeeping force up to a total of one thousand personnel per participating Member state with the following obligations: a - Operate a Temporary Demilitarized Zone for two years (one out-of-character year) between Moldova and Romania, with a maximum total of four kilometres in length; two kilometres in each nation. b - The Demilitarized Zone will be along the Moldovan-Romanian border(s) as stated and detailed in the Treaty of Madrid. c - The Peacekeepers will have Jurisdiction to apprehend military trespassers from Romania and Moldova, to ensure the border remains demilitarized for the duration specified in Article 2.​ d - Ensures that the democratic elections of Romania are done with extreme transparency and justice, overseen by the Global Assembly.​ e - The territory ceased for this zone will come into the jurisdiction of the Global Assembly for the period it is in force. Civilians living in the area will continue to abide by their national laws and constitution.​ f - Forces present to operate the zone will rotate (at least) every 12 months [6 OOC Months] with other nations forces to maintain the neutrality of the Global Assembly.​ g - The Force Commander shall be appointed by the Secretariat of the Global Assembly.​ Article 3: The Rules of Rules of Engagement are as follows: a - While operating the DMZ, no military personnel working under the Global Assembly are allowed to fire upon trespassers, unless with non-lethal rounds. The apprehension of these individuals is paramount. b - Individuals apprehended by Peacekeeping Forces shall be placed under Global Assembly custody. The Secretariat will decide whether or not individuals shall be tried by an ad-hoc tribunal presided over by a Justice of the International Court of Justice.​ c - If fired upon, the Global Assembly peacekeeping forces are allowed to retaliate with the same measure.​ Article 4: In the eventuality of another conflict erupting between both nations again, Global Assembly forces are allowed safe passage to their nations of origin. Article 5: Romania and Moldova are forbidden to participate with Military Forces in the DMZ. However they are allowed to have one high ranking officer to serve as liaison between both nations in times of escalating tensions.
