The Global Assembly,

Recalling its primary responsibility for the maintenance of international peace and security, in accordance with the principles and purposes of the Charter of the Global Assembly, and reiterating its unwavering commitment to the promotion of global stability, cooperation, and the rule of law,

Deeply alarmed by the escalating conflict between the Imperial Congo (Referring to the "The Imperial State of the Congo") and the Republican Congo (Referring to the "The Republic of Congo"), which has resulted in the catastrophic destruction of Point Noire, the tragic loss of countless lives, and the mass displacement of millions of refugees, causing immense suffering and further destabilizing the region,

Strongly condemning the use of force and violence in the conflict, including any violations of international humanitarian law and human rights, such as indiscriminate attacks on civilian populations, the use of child soldiers, and sexual and gender-based violence, and asserting the fundamental importance of holding all perpetrators of such heinous acts accountable in order to ensure justice for the victims and prevent future atrocities,

Underlining the urgent and paramount need for a peaceful, comprehensive, and lasting resolution of the conflict through inclusive dialogue, constructive negotiation, and unwavering respect for the principles of sovereignty, territorial integrity, and non-interference in the internal affairs of states, in accordance with the Charter of the Global Assembly and relevant international law,

Recognizing the devastating and far-reaching impact of the conflict on the civilian population, including the exacerbation of an already dire humanitarian crisis, the disruption of essential services and infrastructure, and the erosion of social cohesion and trust among communities, and emphasizing the need for immediate, unhindered, and sustained access to humanitarian assistance for all those affected, in line with the principles of humanity, neutrality, impartiality, and independence,

Acknowledging the critical role of the international community, regional organizations, and relevant stakeholders in supporting and facilitating the peaceful resolution of the conflict, the protection of civilians, the provision of humanitarian assistance, and the promotion of long-term peace, stability, and development in the region, in a spirit of solidarity, partnership, and shared responsibility,

1. Solemnly calls upon all parties to the conflict to:

a. Cease hostilities immediately, without preconditions, and commit to a comprehensive, verifiable, and sustainable ceasefire, with the goal of creating a conducive environment for meaningful dialogue and the pursuit of a lasting peace;

b. Engage in an inclusive, transparent, and meaningful dialogue, embracing the participation of all relevant stakeholders, including women, youth, and marginalized communities, with the ultimate aim of reaching a negotiated political settlement that addresses the root causes of the conflict and fosters reconciliation, justice, and the rule of law;

c. Respect and ensure the protection of human rights and fundamental freedoms for all, without discrimination, and adhere to their obligations under international humanitarian law, including the principles of distinction, proportionality, and precaution, as well as refraining from the use of prohibited weapons and tactics, and ensuring the protection of civilians, in particular women, children, and other vulnerable groups, as well as medical facilities, educational institutions, and other civilian objects;

d. Cooperate fully with all efforts to investigate, document, and hold accountable those responsible for violations of international humanitarian law and human rights abuses, including through the provision of access, information, and assistance to relevant international, regional, and national mechanisms, and by incorporating the principles of complementarity and cooperation in their national legal frameworks, in order to ensure that justice is served, impunity is eradicated, and future violations are deterred;

e. Facilitate the safe, rapid, and unhindered delivery of humanitarian assistance to all affected populations, in accordance with the principles of humanity, neutrality, impartiality, and independence, and in compliance with relevant international legal obligations, including those relating to the protection of humanitarian personnel and assets, and to take all necessary measures to prevent the diversion of aid, the imposition of arbitrary restrictions, and the targeting of humanitarian workers;

f. Implement confidence-building measures, including the release of political prisoners, the facilitation of family reunifications, and the establishment of communication channels between opposing parties, in order to create an atmosphere of trust and goodwill that is conducive to the success of peace negotiations and the achievement of a durable and inclusive political settlement.

2. Earnestly requests the Secretary-General to:

a. Convene an emergency session of the Global Assembly, as a matter of utmost priority, to thoroughly discuss and address the Congolese Conflict, its multifaceted implications for regional and international peace and security, and the measures that must be taken by the international community to facilitate the cessation of hostilities and the pursuit of a comprehensive and lasting resolution;

b. Facilitate and support diplomatic efforts aimed at promoting meaningful dialogue, confidence-building measures, and negotiation between the conflicting parties, while actively engaging relevant regional and international stakeholders to ensure a coordinated and coherent approach to peacebuilding, and to provide regular, comprehensive, and timely reports on the progress of these efforts, as well as any obstacles and challenges encountered, to the Global Assembly;

c. Coordinate closely with relevant regional organizations, Member States, and humanitarian actors, including Global Assembly agencies, international and regional organizations, and non-governmental organizations, in order to ensure the effective and efficient provision of humanitarian assistance to affected populations, including refugees and internally displaced persons, while taking into account their specific needs and vulnerabilities, and promoting their rights to protection, assistance, and durable solutions in accordance with applicable international legal frameworks;

d. Mobilize and allocate adequate resources, including financial, technical, and logistical support, to facilitate the implementation of the Global Assembly's decisions pertaining to the Congolese Conflict, and to ensure that the activities of the Global Assembly and its partners on the ground are properly resourced, coordinated, and monitored, with a view to maximizing their impact and ensuring the most efficient use of available resources;

e. Identify and address the root causes of the conflict, including socio-economic, political, and governance issues, and work closely with the conflicting parties, relevant stakeholders, and international partners to promote inclusive, participatory, and sustainable processes of reconciliation, peacebuilding, and development, which take into account the needs and aspirations of all segments of society, and which contribute to the prevention of future conflicts and the consolidation of long-term peace and stability in the region.

3. Strongly urges Member States to:

a. Actively support diplomatic efforts, including those facilitated by the Secretary-General and relevant regional and international actors, aimed at achieving a peaceful, just, and lasting resolution to the Congolese Conflict, while emphasizing the need for all parties to the conflict to fully engage in good faith negotiations and to prioritize the well-being of their populations above any political or military objectives;

b. Generously provide humanitarian assistance, including financial, material, and logistical support, to affected populations, humanitarian actors on the ground, and the relevant Global Assembly agencies, in order to help alleviate the suffering of those affected by the conflict, facilitate their access to essential services and protection, and contribute to the stabilization and recovery of affected areas, while ensuring that such assistance is provided in a timely, efficient, and accountable manner, and in accordance with the principles of humanity, neutrality, impartiality, and independence;

c. Assist in the relocation, protection, and durable solutions for refugees and internally displaced persons, in accordance with international law, relevant Global Assembly resolutions, and the principles of burden and responsibility-sharing among Member States, by offering resettlement opportunities, supporting local integration, and facilitating voluntary repatriation when conditions permit, as well as by providing technical, financial, and other forms of support to host countries and communities, in order to enhance their capacity to respond to the needs of displaced populations and to promote social cohesion, inclusion, and resilience;

d. Cooperate fully with the Global Assembly, the Secretary-General, and other relevant actors in their efforts to address the Congolese Conflict and its consequences, including by sharing relevant information, facilitating access for humanitarian and peacebuilding actors, and supporting capacity-building initiatives aimed at strengthening the ability of national and local institutions, civil society organizations, and communities to prevent, manage, and resolve conflicts, as well as to promote human rights, good governance, and sustainable development;

e. Take appropriate measures, consistent with their obligations under international law, to prevent the flow of arms, ammunition, and other military support to the conflicting parties, in order to contribute to the reduction of violence and the creation of conditions conducive to dialogue, negotiation, and reconciliation, and to ensure that their actions and policies do not directly or indirectly exacerbate the conflict or contribute to violations of international humanitarian law and human rights.

4. Decides to remain actively seized of the matter by:

a. Regularly reviewing the situation in the Congolese Conflict, including the implementation of this resolution and any subsequent resolutions or decisions, and assessing the progress made by the conflicting parties, the Secretary-General, Member States, and other relevant actors in addressing the causes and consequences of the conflict, as well as the promotion of peace, security, human rights, and development in the affected region;

b. Receiving and considering regular reports from the Secretary-General, as well as any additional information or analysis provided by relevant Global Assembly entities, regional organizations, Member States, or other credible sources, on the political, security, humanitarian, and human rights situation in the affected areas, as well as on the efforts undertaken to implement this resolution and to promote a comprehensive and inclusive settlement of the Congolese Conflict;

c. Reconvening, as necessary and on an urgent basis, to discuss and address any developments, challenges, or opportunities related to the Congolese Conflict and its implications for regional and international peace and security, as well as to consider any recommendations, proposals, or requests presented by the Secretary-General, Member States, or other stakeholders, with a view to taking further action, as appropriate, in accordance with the principles and purposes of the Charter of the Global Assembly and the norms of international law;

d. Engaging in active and sustained dialogue with the conflicting parties, regional actors, and other relevant stakeholders, in order to facilitate the implementation of this resolution, to support the efforts aimed at achieving a peaceful, just, and lasting resolution of the Congolese Conflict, and to promote the principles of cooperation, solidarity, and mutual respect among all Member States, as well as their shared responsibility for the maintenance of international peace and security;

e. Adopting, as necessary and in a timely manner, any additional measures, decisions, or resolutions that may be required to address the evolving situation in the Congolese Conflict, to ensure the protection of civilians and the respect for international humanitarian law and human rights, and to promote the achievement of a negotiated political settlement, based on the principles of sovereignty, territorial integrity, and the democratic aspirations of the people of the affected areas, as well as the need to address the root causes of the conflict and to foster reconciliation, justice, and sustainable development.

5. Calls for the establishment of a Global Assembly Special Envoy on the Congolese Conflict (GASECC), with an extensive and comprehensive mandate to:

a. Engage proactively and consistently with the conflicting parties, regional actors, international stakeholders, civil society organizations, and other relevant entities to facilitate inclusive and meaningful dialogue, negotiation, and the full and effective implementation of the ceasefire, as well as to promote confidence-building measures and a conducive environment for a negotiated political settlement of the Congolese Conflict, in accordance with the principles and purposes of the Charter of the Global Assembly and the norms of international law;

b. Closely monitor, document, and report on the human rights situation, violations of international humanitarian law, and the overall security situation in the region, including any incidents of violence, intimidation, or obstruction that may threaten the safety, security, or freedom of movement of the civilian population, humanitarian personnel, or other actors involved in the implementation of this resolution, and to provide regular updates, recommendations, or alerts to the Global Assembly, the Secretary-General, and other relevant entities, as necessary;

c. Support efforts to strengthen the capacity of national, regional, and local institutions, as well as civil society organizations and communities, to address the root causes of the conflict, prevent the recurrence of violence, promote the rule of law, good governance, human rights, and inclusive political processes, and foster sustainable peace, reconciliation, justice, and development in the affected areas, including through the provision of technical assistance, capacity-building, and the sharing of good practices and lessons learned from other peacebuilding and post-conflict recovery experiences;

d. Facilitate the mobilization, coordination, and effective use of international, regional, and national resources, including financial, material, and human resources, as well as the expertise, networks, and partnerships of relevant Global Assembly entities, regional organizations, Member States, and other stakeholders, in order to support the implementation of this resolution, the achievement of a comprehensive and lasting resolution of the Congolese Conflict, and the promotion of peace, security, human rights, and development in the affected region;

e. Ensure a gender-sensitive and inclusive approach to all aspects of their mandate, by promoting the meaningful participation of women, youth, and marginalized groups in the dialogue, negotiation, and peacebuilding processes, as well as by addressing the specific needs, vulnerabilities, and capacities of different segments of the affected population, in line with the principles of gender equality, non-discrimination, and social justice;

f. Collaborate closely with the Secretary-General, the Global Assembly, and other relevant actors, in order to ensure the coherence, complementarity, and effectiveness of the efforts undertaken to implement this resolution and to address the complex and interrelated challenges posed by the Congolese Conflict, and to report regularly on the progress, achievements, and obstacles encountered in the fulfillment of their mandate, as well as on any recommendations, proposals, or requests for additional support or action that may be required from the Global Assembly, the Secretary-General, or other stakeholders.

6. Requests the Global Assembly Peacekeeping Operations (GAPO) to undertake the following exhaustive and comprehensive measures in order to support the stabilization and reconstruction of the affected areas and to contribute to the achievement of a lasting and inclusive resolution of the Congolese Conflict:

a. Conduct a thorough and in-depth assessment of the feasibility, requirements, risks, and potential impact of deploying a peacekeeping mission in the affected areas, with a robust and multidimensional mandate that may include, but not be limited to, the monitoring and verification of the ceasefire and any other agreed-upon cessation of hostilities; the protection of civilians, particularly women, children, and other vulnerable groups, from violence, abuse, exploitation, or displacement; the facilitation of safe, unhindered, and timely access to and the delivery of humanitarian assistance; the support for the re-establishment of state authority, rule of law, and public services; and the promotion of confidence-building, reconciliation, and cooperation among the conflicting parties, communities, and other relevant actors;

b. Develop, in close consultation and coordination with the conflicting parties, the Special Envoy on the Congolese Conflict, the Secretary-General, relevant Global Assembly entities, regional organizations, Member States, civil society organizations, and other stakeholders, a comprehensive, context-specific, and sustainable plan for the disarmament, demobilization, and reintegration (DDR) of former combatants, including provisions for the screening, registration, counseling, and referral of individuals who may have been involved in or affected by the conflict, as well as for the provision of appropriate support, services, and opportunities for their social, economic, and political reintegration, taking into account the specific needs, experiences, and aspirations of different categories of DDR participants, such as women, youth, persons with disabilities, or members of particular ethnic, religious, or social groups;

c. Formulate, in parallel and in synergy with the DDR plan, a comprehensive and coherent strategy for the reform, restructuring, and professionalization of the security sector, including the military, police, intelligence, and justice institutions, in order to enhance their capacity, credibility, and responsiveness to the security needs, priorities, and expectations of the population, as well as their respect for human rights, international humanitarian law, and democratic oversight, and to foster a culture of transparency, accountability, and service-orientedness within the security sector, in line with the principles and standards of good governance, rule of law, and human security;

d. Submit, in a timely manner, the findings, recommendations, and proposals resulting from the aforementioned assessment, planning, and consultation processes to the Global Assembly, the Secretary-General, and other relevant actors, for their consideration, endorsement, or adoption, as appropriate, and to provide regular updates, progress reports, or briefings on the implementation, achievements, and challenges of the peacekeeping, DDR, and security sector reform efforts, as well as on any adjustments, adaptations, or support that may be required in response to the evolving context, needs, or priorities of the affected areas and stakeholders.

7. Encourages the international community to actively engage in and contribute to the following exhaustive and comprehensive measures, in order to support the long-term peacebuilding, development, and resilience efforts in the region, and to promote a just, inclusive, and sustainable resolution of the Congolese Conflict, in accordance with the principles and purposes of the Charter of the Global Assembly, international law, and relevant Global Assembly resolutions:

a. Provide consistent, coordinated, and predictable technical, financial, and in-kind assistance for the reconstruction, rehabilitation, or upgrading of the essential physical, social, and institutional infrastructure in the affected areas, including, but not limited to, housing, transportation, energy, water, sanitation, communication, environmental management, health, education, justice, security, governance, and public administration facilities or services, with a view to restoring or enhancing the access, quality, and resilience of these infrastructures or services, as well as to foster the self-reliance, empowerment, and participation of the local population, communities, and authorities in the planning, implementation, monitoring, and evaluation of the relevant projects or programs;

b. Support the design, implementation, or scaling-up of multisectoral, integrated, and context-sensitive interventions, strategies, or policies aimed at promoting the sustainable and inclusive development of the region, including the diversification, modernization, or competitiveness of the economy; the creation, expansion, or upgrading of decent work, livelihood, or income-generation opportunities; the reduction of poverty, inequality, or vulnerability; the enhancement of human, social, or natural capital; the promotion of gender equality, social inclusion, or cultural diversity; the strengthening of transparency, accountability, or participation in decision-making processes; and the fostering of innovation, entrepreneurship, or partnership among the public, private, and civil society sectors, in line with the internationally agreed-upon development goals, principles, and frameworks;

c. Support initiatives aimed at fostering national reconciliation, promoting social cohesion, and addressing the grievances and underlying causes of the conflict, by facilitating or sponsoring dialogue, negotiation, mediation, or consultation processes among the conflicting parties, communities, or other relevant actors; by supporting the establishment or strengthening of national, regional, or local peacebuilding, conflict resolution, or early warning mechanisms or institutions; by promoting the adoption or implementation of transformative, restorative, or transitional justice measures, such as truth-seeking, reparations, guarantees of non-repetition, or institutional reform; by encouraging or assisting the development or dissemination of contextually appropriate, culturally sensitive, and conflict-sensitive education, information, or communication materials or campaigns aimed at promoting mutual understanding, respect, tolerance, or solidarity among different segments of the population; and by facilitating or supporting research, monitoring, or evaluation initiatives that may contribute to the generation, sharing, or application of evidence, lessons learned, or best practices in the prevention, management, or resolution of conflicts, crises, or fragilities in the region or beyond;

d. Coordinate and harmonize their efforts, resources, or policies in support of the aforementioned peacebuilding, development, and reconciliation measures, through regular consultations, exchanges, or partnerships with the Global Assembly, the Secretary-General, the Special Envoy on the Congolese Conflict, the affected countries or stakeholders, regional organizations, international financial institutions, development agencies, civil society organizations, or other relevant actors, in order to maximize the coherence, complementarity, efficiency, effectiveness, or sustainability of their collective or individual contributions, and to minimize the risks, gaps, or overlaps that may arise from uncoordinated, competing, or fragmented interventions, approaches, or priorities in the region.

8. Calls upon the conflicting parties, the Imperial State of the Congo and the Republic of Congo, to undertake the following exhaustive and comprehensive actions, in a manner that is consistent with their obligations under international law, including international humanitarian law, human rights law, and refugee law, as well as the principles and purposes of the Charter of the Global Assembly and relevant Global Assembly resolutions, and that contributes to the achievement of a just, inclusive, and sustainable peace, security, and development in the affected areas and the region as a whole:

a. Facilitate the safe, dignified, voluntary, and sustainable return, resettlement, and reintegration of refugees and internally displaced persons to their places of origin, habitual residence, or other locations of their choice, in accordance with the applicable norms and standards of international law and the relevant Global Assembly resolutions, by providing or ensuring the necessary conditions, guarantees, and support measures, such as security, documentation, property restitution or compensation, access to essential services or resources, livelihood opportunities, or psycho-social assistance, and by engaging in or supporting the development and implementation of contextually appropriate, gender- and age-sensitive, and participatory return, resettlement, or reintegration policies, programs, or projects, in coordination or partnership with the international community, regional organizations, civil society actors, and the affected populations themselves;

b. Ensure the protection of vulnerable groups, including women, children, persons with disabilities, elderly persons, members of minority or indigenous communities, and other individuals or communities who may be at particular risk of harm, discrimination, or marginalization due to the conflict or its aftermath, from the direct or indirect effects of the hostilities, the violations of their rights, or the disruption of their access to basic needs, services, or opportunities, by adopting, implementing, or enforcing the necessary preventive, protective, or remedial measures, mechanisms, or instruments, in line with the relevant international norms and standards, as well as the applicable Global Assembly resolutions and guidelines, and by cooperating with or supporting the efforts of the international community, the Special Envoy on the Congolese Conflict, the regional organizations, the civil society organizations, or other relevant actors who may contribute to the monitoring, reporting, investigation, prosecution, or redress of the abuses, violations, or challenges faced by these vulnerable groups, or to the promotion, fulfillment, or empowerment of their rights, needs, or capacities in the context of the conflict resolution, peacebuilding, or development processes in the region.

9. Requests the Global Assembly Member States and the Sanctions Committee to undertake the following exhaustive and comprehensive actions, in a manner that is consistent with the principles and purposes of the Charter of the Global Assembly, the norms and rules of international law, including international humanitarian law, human rights law, and the law on the use of force, as well as the relevant Global Assembly resolutions and decisions, and that contributes to the prevention, deterrence, or suppression of the violations, abuses, or threats to peace, security, or justice in the context of the Congolese Conflict and its regional or international implications:

a. Consider the imposition of targeted, proportionate, and reversible sanctions, including the freezing of assets, the prohibition of travel, or the restriction of trade, finance, or technology transfers, against individuals, entities, or networks found to be responsible for, complicit in, or involved in the planning, ordering, committing, facilitating, or supporting the violations of international humanitarian law, human rights abuses, or actions that obstruct, undermine, or jeopardize the peace process, the ceasefire, the dialogue, the negotiation, the reconciliation, the humanitarian assistance, the protection of civilians, or the accountability for the crimes or misconduct committed in the context of the conflict, based on credible, verifiable, and transparent evidence, criteria, or procedures, and with due respect for the rights to due process, fair trial, or effective remedy of the affected individuals, entities, or networks;

b. Monitor, assess, and report on the implementation, enforcement, or compliance with the existing sanctions measures, mechanisms, or regimes, by the Global Assembly Member States, the conflicting parties, the regional actors, or the international stakeholders, as well as on the impacts, effectiveness, or unintended consequences of these sanctions measures, mechanisms, or regimes, on the conflict dynamics, the humanitarian conditions, the human rights situations, the peace prospects, or the regional and international peace and security, and recommend any further measures, adjustments, or actions that may be necessary, appropriate, or feasible to enhance the coherence, consistency, coordination, or cooperation among the Global Assembly Member States, the Sanctions Committee, the Special Envoy on the Congolese Conflict, the Global Assembly Peacekeeping Operations, the regional organizations, the humanitarian actors, or other relevant actors, in the design, implementation, evaluation, or follow-up of the sanctions measures, mechanisms, or regimes, or in the pursuit of their common objectives, strategies, or priorities, in relation to the resolution, prevention, or transformation of the Congolese Conflict and its root causes, drivers, or consequences.

10. Decides to undertake a thorough, systematic, and comprehensive review of the progress made in the implementation of this resolution within a period of three months from the date of its adoption, and to consider, in a timely, informed, and responsible manner, any further measures, initiatives, or actions, including the modification, enhancement, or reinforcement of existing mechanisms, tools, or approaches, as may be necessary, appropriate, or effective, in light of the evolving circumstances, conditions, or challenges on the ground, or in response to the recommendations, findings, or proposals of the Secretary-General, the Global Assembly Special Envoy on the Congolese Conflict, the Global Assembly Peacekeeping Operations, the Sanctions Committee, the relevant regional organizations, the humanitarian actors, or other stakeholders, with a view to ensuring the full, consistent, and sustained implementation of the provisions, objectives, or principles of this resolution, and to promoting, facilitating, or supporting the attainment, consolidation, or advancement of a durable, inclusive, and just peace, stability, security, development, or human rights in the Democratic Republic of the Congo, the neighboring countries, or the region, in accordance with the Charter of the Global Assembly, the norms and rules of international law, and the shared values, interests, or aspirations of the international community, and in furtherance of the overarching goals, commitments, or responsibilities of the Global Assembly in the maintenance, restoration, or enhancement of international peace and security, or in the promotion, protection, or realization of human dignity, freedom, equality, or solidarity for all.

11. Emphasizes the paramount significance of fostering, enhancing, and sustaining regional cooperation, collaboration, and coordination in addressing the multifaceted, complex, and interconnected dimensions, aspects, or consequences of the Congolese Conflict, and in facilitating, advancing, or consolidating the attainment, maintenance, or promotion of peace, stability, security, development, or human rights in the Democratic Republic of the Congo, the neighboring countries, or the region, by:

a. Encouraging, facilitating, or promoting regular, timely, structured, and inclusive consultations, exchanges, or dialogues among the Member States of the Global Assembly, regional organizations or mechanisms, and international partners, stakeholders, or actors, with a view to ensuring, fostering, or reinforcing a coherent, coordinated, comprehensive, and synergistic approach, strategy, or response to the crisis, taking into account the specificities, sensitivities, priorities, or needs of the affected countries, communities, or populations, and building on the comparative advantages, resources, or capacities of the various actors or entities involved in, or contributing to the prevention, mitigation, or resolution of the conflict, or the reconstruction, recovery, or development of the affected areas;

12. Eager to see an end to it, Ben had already marked himself down as attending and as soon as the chamber opened -- he had entered and took his seat on the desk marked 'United Kingdom'. Before anyone else had arrived, he'd immediately work through the proposal raised by the Thai delegation, taking notes of what he consider the more valuable pieces of information that the Global Assembly needed to consider. As well as this he would pull out his usual, slimmer laptop, and a large assortment of folders and files. A brick of a cellular phone - a relic technologically, but highly encrypted and secure - would be sat down on the table around all of the files. If things went poorly here, he had a direct line to Funga 001. He would have little time to spare and begin organizing his things immediately. He would give a short glance to the Brit before focusing back on his work.

Ambassador to the Global Assembly Dean O'Dwyer who was representing the Republic of Ireland would enter. A suitcase in his hand which had contents put together by the Department of Defence. For some time now policy had displayed the Irish talk of a willingness to use their Defence Forces for peace keeping measures, and now that a opportunity had arrived, they were eager to do so. Though the DOD had been watching the situation in the Congo from a distance for some time, and had been making plans.

Taking his seat the man would glance around the room, taking stock of who was here, and who had yet to arrive he tried to get a read on the room. His eyes landing finally on the British Ambassador. What would come next would be key in determine how hard he would push for peace keeping.

Writing a note, he would get up and walk over to the British ambassador, and would offer a handshake."Ambasador Cave. Good to meet you." He would say though had an objective. If the handshake was accepted, his would be firm and confident."Listen, I want us to move with unity on this. Ireland supports a peace keeping mission. But, if the UK doesn't we don't want to destabilize these talks." He said his voice lower so the other Ambassadors outside of himself and Cave couldn't hear.

Once Suriya was finished, he would say only a few words.

"Ambassador, our commitment in this meeting is to ensure that Africa remains African. I am letting you know beforehand that no involvement of foreign powers will be permitted across any portion of the Congo, regardless of whether or not it is run by a separate regime. That is all."

The Polish Ambassador hurried through the halls of the hallowed building that housed the Global Assembly. He was certainly in a state. Tie hung limp around his neck, a piece of paper sat half in/half out of his closed briefcase. He had woken up much to late to take careful time to make his appearance fully presentable but he knew he should not miss the ongoing resolution being held within the revered chamber that he had sat in for many years. He paused his half jog just outside the closed doors to the session inside before running a hand through evacuating hair and then tightening his tie.

He would carefully open the chamber's doors with a smile on his face and raise a hand in apology for interrupting any talking that could be ongoing at his late appearance. He would notice the intensity in the air as he stepped into the chamber and would quickly ascertain who the culprits were. Ireland and Britain were looking quite snug together. Thailand had been the last speaker it appeared. The Congo had two laptops set up as well as an ancient brick of a cellular device. These were certainly the players right now. The Pole would be formulating a plan as he walked to his designated area emblazoned with 'POLAND' on the plaque that sat upon its surface. He was careful to quietly set his briefcase on the desk before removing his own legal pad of paper, several pens, and small tin of mints. Quitting smoking was hard but the mints helped with the urge to suck on a cancer stick.

He had refrained from utilizing a laptop for meetings due to the threats of security breaches. Nothing was impervious and should someone gain physical control of the laptop there was not much anyone could do to recover it. Even encrypted drives set to destroy themselves could be used to recover partial information. But paper. Paper burned quickly and had a bit of finality to it as one watched it burn. That's is why he kept the zippo lighter on him, even though he considered himself a smoker no longer.

The United States Ambassador to the Global Assembly, Luke Adams, walked into the Global Assembly chamber wearing a dark blue suit, a light blue dress shirt, and a dark blue tie. On his left wrist was a gold watch and on his right ring finger was his class ring from Harvard. He walked into the chamber and took his seat next to the British Ambassador. He had with him some papers and information on the conflict in the Congo in his briefcase, which was locked, as well as a bottle of water. He briefly gave a kind hello to his British colleague and then took out a notepad and his fountain ink pen. He started jotting down a few notes in Latin and looked over the transcript of what had been said so far.

Her prior meeting with the Chancellor and Foreign Minister to establish Germany's position on the Congo Wars had significantly overran. Embarrassed my her lateness, she snuck through the chamber's doors with policy documents in hand, and crept towards the seat labelled 'Germany'. She quickly made herself comfortable and read through the transcripts of the session, awaiting a suitable point to voice Germany's stance of the conflict.

Ambassador Awolowo would have already been on edge- this assembly was called as an act of aggression against his nation and its objectives, undeniably, to him. But he listened intently to the Thai ambassador while he spoke, to hear his argument, to calculate the best way to tear it down and defend his country's honor. That was, until he heard that one, tone-changing word. Genocide.

Immediately, he shot up and out of his seat, throwing his hands out from his body in a gesture of frustration. His aides would step back from their work organizing and preparing files to look dumbfounded at the foreigner speaking of them. Awolowo would bring his microphone up to his mouth.

"Mr. Chindawongse! I would STRONGLY advise you to choose your words much more carefully than you have so far. You are not Congolese. Unlike me and my compatriots here. And you do not know what genocide is; you have never experienced it. In fact, you have only PARTICIPATED in it. Your recent invasions of Laos and Cambodia, from which nothing was gained but the deaths of thousands of civilians and the destruction of infrastructure? Or when in 1979 your armies forced thousands of Khmer refugees off of a mountain to their deaths because you did not desire them in your country? My parents, my grandparents, suffered through the Congo Free State. A real, genuine genocide, worse than the holocaust, where more than 10,000,000 of my people were killed by FOREIGNERS. We were maimed, our limbs cut off, our men and women sterilized against their will, our children stolen and used for slave labor. I never met my grandparents, because of genocide. What about yours? I would again like to STRONGLY suggest that you reconsider your wording here. Thank you." He would sit down, his face flushed, and take a drink of water. He hovered his hand over the cellular phone for a minute, before dropping his hand with a glare. Not yet. It wasn't enough. He would have to swallow his pride. His hand disappeared into his suit coat, on edge.

Ambassador for Sweden to the Global Assembly, Xavier Holm, would make his way after a brief refreshment break in his office, directly into the hall where this resolution was being heard; as he entered he would collect a transcript from the clerk at the door which would be placed atop of a black conference folder emblazoned with thr Swedish coat of arms. In his hand he grasped a leopard print cup, pertuded by a pink straw. Smiling to his TASA allies, he would take his seat beside them and as tradition serves, he'd push a small Swedish flag into a wooden block at the very edge of the desk, immediately beside a plaque displaying 'SWEDEN'. Listening to the speaking representatives intently, he'd read through the transcript and the proposed resolution.

Shortly after the arrival of Bens arrival to the Global Assembly, he had the opportunity to greet his Thai counterpart Suriya who he had offered his hand to shake as part of their first introduction to one another before allowing the Ambassador to continue with their words about the situation in Congo -- prior to the session officially commencing. Ben didn't display much emotion, almost like cogs were turning in his head about what support the Thai were asking for and considering the options that the UK could take surrounding the matter. A quiet nod followed "I understand, the situation in Congo is far from desirable and, if I consider the environment right, I would support a peacekeeping operation. It does... however, depend on the reception received. We shall see." smiled Ben reassuringly.

His eyes glanced away as the Thai Ambassador made for his seat, briefly looking at the representative for the Imperial State of Congo. Nothing was said or suggested before his train of thought was disrupted, standing up to shake the hand of his Irish counterpart "My pleasure" he spoke, his tone of voice going much lower so that only his Irish colleague could hear "I'm not opposed to a peacekeeping operation and are more likely in favor. Whether the UK would be involved, is a different story. It's about the reception given by the Imperial Congo to a peacekeeping force. I worry it would just escalate and drag more countries into a war which would defeat the point of this resolution. We shall see, I suppose."

For the remainder of arrivals, the British Ambassador remained quiet until the session was in place ... it wasn't long before the Thai hosts stood and begun to make their point for those in attendance. For anyone else, they'd be up to date transcripts waiting for them. Throughout the opening statement, Ben took notes, looking up from the paper periodically to show his attentiveness. During the statement, his US colleague arrived to which he quietly nodded in a form of greeting. Eventually, the opening statement from the Thai Ambassador stopped to be quickly replaced by the Congolese. He almost didn't spot the flirtatious smile from his Swede collegue, but kept his focus on Ambassador Awolowo, quietly sighing to himself before taking the floor after a few moments of an awkward silence. Suppose someone has to talk, he pondered.

"Ambassador Awolowo" he begun, trying not to butcher the name. If he did, he'd probably make some witty joke about how Imperial Troops were butching civilians and asked how he liked it. Probably a bit too dark humored to really be said, but he'd think it anyway. "I think the attendance of everyone here should indicate the concern we all share for your countries invasion of the DRC and the impact its having on millions - from killings to displacement. I'm not sure if there's been any other discussions but the justification for your invasion has eluded me. Please could you give me and by extension, the chamber, the reasons for the Imperial States invasion of the DRC?"

"Firstly, ambassador, there is no invasion. There is an intervention. Secondly, the target of this intervention is not the DRC - which was the name formerly used to refer to the Imperial Congo before our great emperor took power - but instead the Republic of the Congo, also referred to as Congo-Brazzaville or the Republican Congo. I will also say, the few unintended civilian casualties are focused in Brazzaville, where Republican troops entrenched themselves in populated areas, we believe to use the civilians as shields. The Republicans, however, did commit a massacre in the Imperial-ruled Dongo region, killing over 10,000 innocent civilians in wholesale slaughter.

"As for the reason for the intervention, the 'New Congo Party', led by Congo-Brazzaville native Salomé Yumba, which advocated for peace and stability and equality within their government, was repeatedly targeted and abused by the tyrannical Republican government. In fact, several of their numbers were assassinated and they were exiled from their country. We determined that they were by far the most popular candidates for the presidency and other legislative offices, however, the Republican army kept them from being able to run in order to ensure their dominance. After enough outcry and calls for help from our abused neighbor's people, we felt it necessary to take action. We delivered an ultimatum, which was ignored, and ever since we have been in conflict with the ruthless militias that the Republicans choose to align themselves with. If you need further information, I have shared copies of our initial announcement with the assembly."

Ambassador Adams listened to several other ambassadors talk themselves to death. In the meantime he noticed the flamboyant swagger of the Swedish ambassador as he came into the chamber. Did he go to Yale? Ambassador Adams refocused as the Thai Ambassador continued to speak for what felt like an extended lecture. Finally, there was a pause that he was able to take advantage of.

"Mr. Secretary General, fellow ambassadors. The United States Navy has already published information indicating that the Imperial State of The Congo has killed, either directly or indirectly, some 100-thousand or 200-thousand civilians. Months ago the United States evacuated its embassy in the Republic of The Congo and saw the utter destruction that Imperial forces had brought onto the Republic's capital. Artillery had been used in heavily populated, residential areas without any discretion. Point-Noire - a city - was totally obliterated. For the sake of brevity, I kindly request our Thai colleague to cut down his resolution to about a quarter of its current size...

"However, I think it is quite clear that The Imperial Congo is, in one way or another, committing a genocide, or at the very least mass crimes against humanity. The United States fully supports a peacekeeping operation into the Republic of The Congo to halt the current slaughter," he concluded as he took his seat again.

As the American Ambassador finished his statement, the NIA agent couldn't help but let out a dry laugh as he walked toward the front of the chamber, standing at the main large screen. The Thai Ambassador glanced over and then addressed the assembly. "Esteemed colleagues, I appreciate Ambassador Adams' enthusiasm and his willingness to share the US Navy's findings. I would like to point out that our research paper also takes into account the US Navy's publication, as well as other sources, to create a comprehensive understanding of the situation. With that said, I kindly request your attention as we hear from the NIA."

The NIA agent stepped forward, bringing a sense of gravity to the room. "Ladies and gentlemen, our extensive analysis supports the fact that the Imperial State of the Congo has indeed caused a considerable loss of civilian lives. Our data confirms the indiscriminate use of artillery in heavily populated, residential areas, resulting in substantial destruction and casualties. The city of Point-Noire has been utterly devastated, with countless lives lost." The agent paused for a moment, allowing the weight of the situation to settle in before continuing. "The evidence before us strongly suggests that the Imperial Congo is engaging in acts that constitute genocide, or at the very least, mass crimes against humanity. It is our moral and ethical duty to act decisively in the face of such atrocities."

What could have possibly motivated it to venture into such a perilous and heavily-contested airspace, unless its mission was to gather intelligence?" He paused briefly, then said, "To us in the NIA, the answer to this second question is more of a trail than a mystery. Many within our organization have strong suspicions about what transpired, but we lack the concrete evidence to prove our case." At this point, the NIA agent turned his gaze towards the Swedish ambassador, locking eyes with him for a brief, intense moment.

"In conclusion," the agent continued, breaking away from the stare, "we urge the international community not to take these troubling questions lightly. It is our collective responsibility to seek the truth, hold those responsible for these atrocities accountable, and work together to restore peace and stability to this war-torn region." The right hand of the Polish ambassador moved with purpose as he wrote short hand on his notepad. Things were certainly heated within the Chamber this day, and rightly so. The Thai ambassador was certainly an impassioned speaker. Definitely would have the ability to gather a serious amount of followers should he wish to invest in a political career in his home nation of Thailand but the Polish Ambassador was sure he was a man who did his duty with no hopes of accolades for it. The man's speech passed that feeling to him. Hell, he was ready to enlist to provide support for the Congolese people himself after hearing the man speak on behalf the Congolese Conflict. But now it was certainly his turn to provide some support for the man to anyone who may still be on the fence about the peacekeeping operation.

"Ladies and Gentleman of the Chamber. First let me thank Ambassador Chindawongse for his impassioned speech. Many know that Poland's long term goal on the international stage is to help ensure the safety of the world's citizens and today we stand humbled by our friends in Thailand who have not only began helping these poor souls who have been faced with biblical levels of violence but also have put themselves in the firing line with their friends to ensure these citizens are helped to the best of their ability. We applaud you in Poland sir. Now," The Polish Ambassador paused for a moment to look around the room to gauge their reactions. "Despite our own friendly relations with the Empire of the Congo, Poland stands ready to offer support for the Peacekeeping mission. I received word before the chamber was called into session that regardless of the outcome of the resolution, Poland stands ready to commit several elements to assist the Thai in their endeavors. I'm sure there are several of the smaller nations who are prepared to provide assistance to Thailand's efforts as well," The Ambassador would look towards the Irish and German delegates as he spoke. "But I am sure we are all aware that for this operation to be a success, we will need the support of the world powers. Or at least one of them." He glanced around the room, eyes lingering on the American delegate for a second.

"But, besides the possibility of Peacekeeping operations, there is one thing that Poland was address. We have heard from the United States. We have heard from the Empire of the Congo. We have listened to the impassioned speeches of the Thai ambassador. But we have not heard from a single source from within the Republic of the Congo. We have heard from secondary and tertiary sources who witnessed the conflict from the outside and through a lens of a camera. Even the Congolese ambassador present has probably not present for the hostilities between his nation and another sovereign nation. I propose that we endeavor to bring witnesses from the Republic of the Congo either to these hallowed halls or endeavor to get a team to the Congo to interview these witnesses utilizing video and audio recording devices. We believe this should be done before the media hounds get the same idea and begin televising these interviews which could call into question our credibility within the Global Assembly for being impartial. Thank you."

The Polish ambassador retook his seat at the desk after he finished speaking. He was not as eloquent as the Thai ambassador and he did not carry the power of the American. But he spoke plainly. He did not mince his words with flowery language.
