I have been informed that the Federal Republic of Germany has come out from its international isolation. Please accept my warm welcome to your people.

I am writing to you today on behalf of the Thai Government in the hope that we can establish a formal bilateral relationship between Thailand and Germany. Initially, I want to request that our diplomatic mission to Germany would be reopened. We want to use and inherit the same Thai embassy edifice in Berlin, which would be led by the Thai ambassador to Germany, Mrs. Wipawan Benniman.

While I have been briefed on the German Government's multi-billion investment in your Armed Forces, I would like to encourage you to consider investing in infrastructure projects. And if it is feasible and favorable, to set a sustainable goal for your nation. Thailand will be completely transformed into the first zero-carbon and completely green energy-powered country by 2005, a year and a half ahead.

I want to propose an official visit from Thailand to Germany, led by our Deputy Prime Minister, Somkid Jatusripitak, who will be traveling to Berlin with his entourages. The agenda our government wants to discuss covers a wide range of understanding and cooperation from democratic governance and respect for sovereignty to economic cooperation, cultural exchange, and sustainable development.

If everything is agreeable on your side, please forward me the detailed diplomatic protocol, security details, and the schedule you as a host would like to propose. Thailand wishes to learn more about the German nation, and to another extent, to foster a cordial and cooperative bilateral relationship.

As the plane approaches the runway so did the convoy that is tasked to bring the VIPs to their respective hotel. It was a red carpet treatment and many Germans went to the airport to personally welcome the arrival of their first guests ever since the country was no longer isolated. Carrying their homemade Thai flags, big and small they smiled and waved as the plane lands, the security personnel even tried to take a glimpse but the crowd was getting too excited so they had no time wave themselves. As the plane touched down on the sun-drenched tarmac, vibrations resonated through the very core of each Thai delegate. "Well Deputy Prime Minister. It is important to recognize all this banana on climate action is very misleading. We must recognize that in all that talk about the rupture of the ozone or the sea levels will rise none of it has actually happened. If you ask me. It is a liberal conspiracy.

Anywho. I do think we can find greater ground on cooperation in German high-level exports to Thailand in the areas of heavy industry, electronics, and medical parts. As you are aware German quality is world renown and we hope to penetrate your nascent market with these goods.

I personally am not a fan of all this renewable talk. But. If we can make a buck out of it why not! He said with a smile I am certain there are certain German companies which would be interested such endeavors. But, where the real money is will be in our pharmaceutical and medical devices. There is definitely economic and diplomatic potential there!

I would have to say we would like to see some potential agreements you have prepared so we can review them as a government prior to making a decision. Both in agriculture, technology, medical expertise, and cultural exchanges.

As for the Thai Global Innovative Hub why not open a branch here in Germany to help bring in European investments. Sort of a branch that would connect with its main hub in Bangcock or something. Just a thought.

I am happy to utilize Germany's industrial capabilities as part of the process but we should continue to be realistic of its economic undertone. Now to the realistic proposals on economic ventures. I must of course consult with relevant competent authorities on each specific technological transfer as it is important to maintain profitability and protection for German intellectual property. Collaboration on future projects should certainly be invited however I would like to see more concrete proposals than mere introductory language.

As for the Thai Global Hub we would envision it to be a hub for your European operations allowing it to establish satellite operations in the Netherlands, Spain, Poland, Italy, and elsewhere. We would of course need to discuss the nature of the Global Hub, its function, and then to figure an appropriate arrangement for its financing and funding.

As for import export tariffs we I am sure we can negotiate a comprehensive trade agreement. However. The trade agreements will limit costs of entry at ports of entry and not to lower the barriers of competition for foreign companies inside Germany. Therefore, tax relief would be unlikely a part of the package. However, I am sure we can work with your embassy here to ensure there is more accessible information for businesses seeking to enter the German market.

"I may economics may not be my forte Mr. Somkid. However. I am a businessman. We must be honest that Thailand's economic situation is not doing great. As a matter of fact Thailand is one of the most indebted nations as we speak. When we talk about the potential for your ROI it is highly unlikely that all this investment will return even close to the returns your are highlighting.

To scale your current investments to even make meaningful returns would require further injection of cash that would probably rapidly increase your deficit and push you into uncertain economic security. To say the least. I hope your government is not overlooking the potential bubble you are building by all this investment without any guarantee for strong economic returns.

As I have said. I would like to see these joint-statements or even a brief outline of potential agreements before I can bring anything to the chancellor. I am sure that we can work with the Thai Embassy to facilitate programs to enable Thai companies to operate in Germany.

Germany's position has always been in favor free and fair trade. I am certain we can discuss a comprehensive trade agreement at a future date. One which would see both of our nations standing to gain a lot.

As for potential Germany operations. Given Thailand's technological growth we would like to discuss opening a KdLE Plant, our main export consortium for land systems, in Thailand. Specifically in the Hub. The plant would mostly be aimed at offering an advanced facility for German exports and would allow us to tap into highly skilled labor and technological advancements in Thailand.

I am sure that KdLE representatives will want to get in touch to discuss this venture and hopefully it will be fruitful. 2. Nothing in this Treaty shall be construed as impairing the sovereign rights or obligations of any State Party under the Charter of the Global Assembly or any other international agreement to which it is a party.
3. Each State Party undertakes to fulfill its obligations under this Treaty in a manner consistent with its concurrent responsibilities to the Global Assembly, and nothing herein shall relieve a State Party from its duties towards the international community as enshrined in the Charter of the Global Assembly.
4. In the event of any inconsistency between the provisions of this Treaty and the obligations of a State Party to the Global Assembly, the latter shall prevail to the extent necessary to reconcile such disparities.

"I believe with the following changes that it would a far more acceptable agreement for my government and something I believe we can pass in our parliament. However you will need to clarify that this agreement is between Thailand and Germany, not a multilateral agreement with France in which case I will not present this treaty to my government." The Minister paused before continuing.

"What happens with France will be dependent on their actions. The solution to this crisis is that they end their sanctions immediately and without any conditions. I am unaware of what discreet diplomatic efforts you are alluding to. However. I am hopeful that your government will not provide any material or diplomatic support to France to enable them to continue their illegal sanctions regime against Germany.
