DETERMINED to lay the foundations of an ever closer union among the peoples of Europe,

RESOLVED to ensure the economic and social progress of their countries by common action
to eliminate the barriers which divide Europe,

AFFIRMING as the essential objective of their efforts the constant improvements of the living
and working conditions of their peoples,

RECOGNISING that the removal of existing obstacles calls for concerted action in order to
guarantee steady expansion, balanced trade and fair competition,

ANXIOUS to strengthen the unity of their economies and to ensure their harmonious development
by reducing the differences existing between the various regions and the backwardness of the less-favoured regions,

DESIRING to contribute, by means of a common commercial policy, to the progressive
abolition of restrictions on international trade,

INTENDING to confirm the solidarity which binds Europe and the overseas countries and
desiring to ensure the development of their prosperity, in accordance with the principles of the
Charter of The Global Assembly,

RESOLVED by thus pooling their resources to preserve and strengthen peace and liberty, and
calling upon the other peoples of Europe who share their ideal to join in their efforts,

DETERMINED to promote the development of the highest possible level of knowledge for
their peoples through a wide access to education and through its continuous updating,

HAVE DECIDED to create a EUROPEAN COMMUNITY​


I would like to formally invite all the nations of Europe to a grand summit to discuss the future of a European Union. We hope that the preamble above will serve as the start of a historical treaty that will see Europe forged together through peace and cooperation. The Grand European Summit will hold discussions on the contents of a Future European Union Treaty with hopes that a consensus can be found in order to take and present this treaty to our respective peoples in expectation of becoming founding member nations of the European Union. Topics to be included in the discussion will include:

Free movement of persons, services, and capital
Free movement of goods
Establishment of The European Council
Establishment of a Customs Union
Creation of the European Central Bank.
Creation of Europol
And other topics included by other attendees.

The summit is to be held May 1st, 2001 at the Grand Hotel Oslo in Oslo Norway. The Kingdom of Norway will be providing rooms for up to 5 attendees from each individual nation with additional rooms being placed on reserve for any additional staff that will be needed. Any appropriate Government Minster may attend. Security will be handled by the Norwegian Defence Security Department but you may bring any additional security staff you feel is necessary. Please RSVP and include how many members of your government will be arriving and any special requests they might have. I look forward to meeting each of you there.

The Portuguese Government would confirm the presence of the Minister of Foreign Affairs on the summit, alongside his assistances entourage. He would fly on the Portuguese Private Government Jets in order to reach Norway, 3 days before the start of the summit to stay at the designated hotel. He would have various documents alongside other plans prepared.

Deputy Prime Minister Stéphane Séjourné arriving in Oslo

France's newly appointed Deputy Prime Minister Stéphane Séjourné whose primary task was negotiating the French integration into the new political union made his way to Oslo via a chartered Air France flight from Paris with security agents from the National Gendarmerie Intervention Group. He was excited and overjoyed at the prospect of a wonderful relationship with fellow European nations and consulted with his aides before the meeting at the Grand Hotel Oslo.

With the confirmation sent and arrangements handled by the Royal Air Force, the Prime Minister and his party boarded the Lockheed Martin TriStar that, upon completing safety briefings and final checks, departed the United Kingdom for Oslo. Abiding air traffic regulations. Like most attending, it was a short hop and it wasn't long until the British Delegation had arrived, checked into their hotel and were ready for the summits to commence.

As the night of the Grand European Summit drew near, a small army of people were busy making preparations. The entire hotel had been booked for three days by the Norwegian Government. Rooms were meticulously cleaned and readied for the special incoming guests. The chefs had an extensive meal plan tailor fitted to the needs of each individual guest. Silverware was polished and paintings dusted. The Grand Hotel Oslo was attempting to put on quite a showing knowing that it represented more than just the most luxurious hotel in Oslo, it was going to be representing Norway itself.

Security would be handled by agents of the Norwegian Defence Security Department. They were to replace the normal hotel security making use of their extensive surveillance and monitoring equipment. They would also be hidden in plain sight attired as hotel staff anywhere important guests would be staying. Prime Minister Stoltenberg had been adamant that no weapons be seen at any point during the summit unless absolutely necessary. This was to be a summit of civilization and peace. He wouldn’t have his guests discussing the future of Europe under the guise of armed guards.

When the night finally arrived. Diginatires from all across Europe had been flown into Olso Airport. As they arrived, limousines awaited to whisk them away to the Hotel. The limousines would be ushered through Olso by unmarked vehicles driven by Norwegian Defence Security Department Agents. Once at the Grand Hotel Olso, the guests were checked in and shown to their rooms. Each was given an Itinerary, listing the evening's events.

The first of the night's festivities was to be a grand dinner planned in the Rococo banquet hall. Rococo is considered one of the most beautiful and unique banquet halls in Norway, with its classic ceiling painting, authentic Italian silk tapestry, and shimmering Venetian chandeliers. Two large tables would be arranged with plenty of room for each of the guests. Each of the guests had been contacted in the days prior for information regarding the menu. The chefs were given specific instructions on what each quest desired that evening. The guests were seated with a pianist at the southern end of the room softly playing Clair de lune.

The guests were served their meals and they chatted amongst themselves. The smell of freshly cooked meat and fine wines filled the air. The atmosphere was one of joy and friendship. They laughed about recent events and boasted of new endeavors. Taking this opportunity to get a feel for his guests, Prime Minister Stoltenberg spoke up above the dinner chatter and said.

“So how was everyone's meal? Is everyone settling in ok?”

Although correspondence was somewhat late, the administration governing Sweden remained committed to its onwards projected foreign policy in working closely with its neighbours; particularly Norway and the immediately surrounding European states. The invitation to this conference was met with great enthusiasm and Assistant Secretary of Foreign Affairs for European Affairs Lucia Björklund was designated to attend in company with Deputy Prime Minister Åsa Romson, both of which filling in for their more senior counterparts. Albeit not a far journey an Airbus A330-300 from the Swedish Royal Air Force, Skaraborg Air Force Wing, 1st Special Transport Squadron, 1st Special Transport Flight would be designated for the journey. In accordance with Operation Scimitar both dignitaries would be designated an G3P-OS grading inwhich Uniformed Protection Officers are awarded to each principal by the National Security Office - a total of four per dignitary and an additional six to protect the integrity of the aircraft whilst it sits on a Norwegian airport terminal.

Once arrived in Norway they would make their way to their hotel rooms after checking in, and await further instruction for the conference.

As the date grew closer, the Ministries of Foreign Affairs, Infrastructure and Economy, National Defense, and Education had all gathered to debate what topics would be of the most interest for the Kingdom of Poland. They drew up plans and outlined Poland's position on various subjects, with the Kings approval on each, as he would most likely take the head in any negotiation. The day of the departure arrived quickly and each member of the chosen Ministries, alongside the King, filed onto the Tupolev Tu-154 assigned to the 1st Transport Aviation Squadron, Polish Royal Air Force, which had filed flight plans with the Polish Aviation Commission as well as the Norwegian Government. Accompanying the five delegates who held substantial power within the Polish Kingdom, were twelve members of the Polish Office for State Protection Department II. Four had been assigned as the King's bodyguard, while the other four representatives had been assigned two each, and two would be left on the aircraft as security. Five FB Beryl rifles had been stored inside the aircraft for defensive purposes, along with six magazines per rifle. Each member of the security staff would be armed with WIST-94 handguns with three magazines, they would keep these weapons on them in under the waistband holsters unless forbidden to do so by the host nation. The gift for the Norwegian hosts was stored in a secured metal case onboard the aircraft with the president.

Upon landing the entourage would disembark with their luggage and the metal case containing the gift to the Norwegian Government and swiftly get into the limousines offered alongside their assigned bodyguards. As they arrived, the King would make it a habit of thanking each Norwegian citizen who waited on them in Polish. The Deputy Minister of Foreign Affairs who was accompanying him would translate it to Norwegian. Once in their rooms and itinerary had been inspected, the King would wait for the dinner to begin.

While he was worried about his wife and child who he had left in the hospital surgery, he did not let that worry on his face. He had napped on the plane ride to remove any sign of the tears and lack of sleep form his eyes, and wore a permanent smile on his face as he conversed with other guests. The metal case sat beside him on the floor as he awaited the opportunity to gift it to the Norwegian Government. Inside was a gift he was sure to hold a significance with the State of Norway.

The Polish King raised his glass towards the Prime Minister as he spoke. He was sure his voice would be lost in the other delegates affirming their enjoyment of the meal.

"It was delicious, sir. A meal fit for Kings of old."

After consulting with his advisers on the ongoing plans for the trip, the French Deputy Prime Minister who had been tasked with the French integration into the planned European Union made his way into the Rococo banquet hall situated within the confines of the Grand Hotel Oslo and took his seat in which he made small talk with leaders and politicians from all across the European continent. Upon receiving his food from the Norwegian waiters and chefs, he began to eat and was pleasantly surprised at how well the food and service was for the planned summit.

"The food is wonderful. Prime Minister, you should be proud of the wonderful talent here."

"My complements to the chef." the Tánaiste would say as she rather enjoyed the meal. She and the other members of the Irish delegation to the summit murmured in agreement. To her it seemed every detail was being put in place to ensure a comfortable and pleasant environment for this summit. The effort on display was impressive and noted by him and the other Irish in attendance. Hopefully this was a sign of good things to come.

The Swedish delegation was shown to the Rococo banquet hall where some had begun second courses. The banquet hall was filled with conversations and laughter. Some had even produced cigars to accompany the occasional stiff drink. The pianist had at some point switched to Chopin.

Soon after, it was time for the main event of the Grand Summit, The Conference. In the nearby Gerhardsen conference room, tables had been arranged with assigned seating for members of each nation's delegation. The room was well-lit and very serious compared to the banquet hall. No music played here, just the shuffling of members into their seats. At each desk sat a small flag of their respective nation and a document outlining what was to be discussed. Also at each desk, a microphone was installed with a small blue button to activate it. Everyone would be shown into the conference room a short walk from the banquet hall. The staff at the door would be given instructions on allowing anyone arriving late to quickly be shown their seats. Once everyone had settled in and prepared their notes for the conference, Prime Minister Stoltenberg would activate his mic and address everyone in the room.

“Now that everyone has been fed, I think it's time to get to work. This summit I have called is in hopes of achieving a more unified Europe. A Europe that puts an end to nations bickering over resources. A Europe where its people are free to live and work in whatever nation they chose. A Europe where companies can move goods and capital from Portugal to Poland without needless bureaucratic red tape. A Europe that invests in itself propelling all nations within its borders toward prosperity. With your help today, I want to help lay down the framework for a European Union.

The first and most important step in forming this union I think it's to remove the restrictions of movement placed upon our people. I want our citizens to be citizens of the European Union first. This would mean within the Union, being a citizen of one of the member nations entitles you to live, work, or start a business in any of the other member nations. There will of course be some caveats to this but this is the first general principle I would like to discuss. I would love to hear your thoughts.”

Prime Minister Stoltenberg would then open the floor for debate.

The Polish delegation's eyes would visibly light up at the first notes of Chopin's works were played. They were all very well versed in one of their nation's most famous musicians and composers. But it did not last as long as they would have hoped. Once the banquet had come to a close they were all ushered to the conference hall where their talks would being.

Each Polish delegate would listen intently as the Norwegian man spoke. They were unsure about the prospect of a European Union where everyone was free to travel, live, and work was a good idea at the current moment in global politics. One could move spies freely across Europe if this plan comes into fruition. They would wait to speak however. They wanted to see if others felt the same as they did before voicing their concerns. There was no need to waste breath if they were the only outlier.

The Irish would discuss amongst themselves for a bit discussing the pros and cons of such a move before coming to and agreement on their thoughts on the matter.
"We find this idea more or less agreeable, however we think it would be beneficial to have a European Union passport that that can be issued. The passport it self would entitle citizens to freedom of travel without reason or visa. We can then establish automated gate for some areas which can scan and let people through who posses this passport or perhaps a biometric passport. Something of that nature. But regardless, I think some form of passport or paperwork should be required.
Also to support freedom of travel I believe that this European Union should offer subsidies to ferries, airliners, and rail that travel within such a zone."

There were some awkward silences between the proposal and responses from individual delegates, perhaps as they attempted to take notes or collect their thoughts as to a response. Whilst on-board with the idea of a closer, more cooperating Europe, the discussion escalated too quickly for the British Prime Minister who finally spoke up:

"Firstly, thank you to our Norwegian hosts for the invitation and arranging for what I can only call, a rare opportunity, for this many European countries to sit down and present a united front.

Whilst a strong believer in cooperation and European countries living and working as one, I do have reservations. To start such a union, which of this size, with freedom of movement, is a risk. Not just to the United Kingdom but all here. I am not aware of any current hostilities between any member here but I also know that relations between many countries here are untested or relations simply have never been established. This in itself is considered quite the security risk and unfortunately Terrorism is the least risk. If the United Kingdom was to open its borders to countries that it hasn't had relations with, then it can serve as an open invitation for state on state espionage. That's not to say anyone here would embark on such a tasking but governments and objectives change, even those with bilateral relations.

To avoid any confusion, the United Kingdom would not object to it indefinitely but as this is the first European Summit, with countries here that the British Government has not communicated with in some time, or ever in recent years, it would be hard to sell to the House of Commons."

Deputy Prime Minister Åsa Romson would speak shortly after the Irish and the British. Although the Swedish delegation were eager for a unified Europe, there was a monumental consideration of the pros and cons of such a proposal especially with the notable security and economic implications.

"I think I speak for the large majority when I say a union in Europe is essential. We strongly support the creation of an organisation which can relieve some burden from the Global Assembly in the rectification of regional issues before they require international legislative action. In addition I agree that this union will create a core economic powerhouse within the continent and see phenomenal growth within less economically developed countries purely by association. We are here not only to seek the removal political ambiguity in regional conversation but primarily for the benefit of Swedish people. There is no doubt in my mind that a union in Europe benefits the Swedish people... however we too have security concerns in relation to some of the points raised.

It is key that this union does not disturb established modern frameworks ensuring the national security of our nations. Many of us have independent travel arrangements, treaties and alliances that may cause legal complications within arrangements made here - further complicating the valid points made by the British.

In essence I would love to see this organisation develop within this summit... I do however believe specific arrangements such as the freedom of movement should develop over time, once a trusted foundation has been formed over time. When the function of the union has been proven."

Representing the Republic of Serbia-Montenegro, President Milan Milutinovic arrives with Vice President Dušan Mihajlović, Minister of Foreign affairs Vuk Drašković, Minister of Internal Affairs Vlajko Stojiljković, and Minister of Finance Siniša Mali. although arriving late they all have hopes to establish friendly relations with the rest of europe. The Representatives of Serbia-Montenegro are blown away by the stunning imagery that is the meeting halls arriving to each of their rooms begin to settle into their respective rooms.

As for gifts
Some traditional Serbian "Vasina Torta" is brought a traditional serbian cake made up with a chocolate-Orange Batter topped with šaum.
Some Makovnjaca a rich and creamy chocolate bread in a spiraling pattern.
one Brand new serbian Mali Miloš (Deactivated for the Event) the first ever Unmanned mobile turret in the serbian Army to be shown off at the event.

The serbian Ministers spend the evening catching up on what they have missed from the meeting so far and seeing the topic of a grand european "union" say this.

"We as representatives for the republic of serbia-Montenegro see this new development for a form of faction uniting europe as a great opportunity to cast aside the old way of warfare and *Cough* genocide and bring europe to a new era of peace and prosperity. yet we must ask how far would this idea be taken would it be a simple Economic european alliance or would it be a total unification of europe from military to economy?"

We hope our humble gifts and showpiece can be a starting point of friendly relations to the other european states.

Prime Minister Stoltenberg listened keenly to each individual representative. The responses thus far had indicated that pure freedom of movement might be a bit immature at this current moment. He thought this might be the case and had another idea in mind. He waited until Deputy Prime Minister Åsa Romson had finished speaking and started to activate his microphone. But then, he saw that the Serbian Ministers had arrived. Pleased that they had been able to make the event after a mix-up with the invitations he listened to their opening statement. He smiled and then activated his microphone.

Thank you for coming to this summit. To catch you up, we are currently discussing the free movement of people throughout Europe as a concept. We will discuss topics such as the military and economy shortly. But to respond to what the other representatives had been discussing.

I understand that we all have reservations about freedom of movement. This was always going to be an interesting point. There are obviously going to be security concerns when national borders are concerned. So perhaps there might be a middle ground to be found here. I want to second an idea brought up by the Irish representative. The idea of a European Union passport so to speak. This would be applied for by citizens wishing to travel throughout Europe. This passport would be issued by a body consisting of representatives of all the cooperating members. The approval would need to be unanimous after clearing each nation's security checks. Once approval was met, the citizen would be issued the passport for a determined amount of time. But since the process of application is sure to take longer than standard passport applications, we would need these passports to last a longer amount of time. I will propose that these passports can last up to four years before a reapplication would need to be made. Obviously, crimes of any sort would immediately result in the citizen losing said passport along with deportation and becoming ineligible for reapplication. This would allow students to travel abroad, entrepreneurs to start businesses, and encourage businesses to become more Euro-centric by making it easier to maintain multinational operations.

So, a European Union passport. What are your thoughts?

President Milan Milutinovic is about to speak yet he is stopped by minister of foreign affairs Vuk Drašković, They chat amongst themselves for a moment until they have come to a conclusion. the minister of Foreign affairs grabs his microphone and speaks.

This idea for a european passport although on paper sounds simple enough we of course could a bit of a blockage for total european usage of the passport. If we serbia-montenegro were to adopt this european passport. then in the domino effect the governments of Albania and Bosnia might reject the idea for our involvement. so prior to our total joining of this idea we first must repair our relations with Bosnia, Albania ,and Croatia. in conclusion we support the idea for a european passport yet we cannot join it just yet for our relations with our neighbors may hinder its progress.
