Vice Admiral Osborne was briefly called out of the meeting room for a secure phone call with the Secretary of Defense. He was gone about five minutes before he returned and reviewed the transcript to see any discussion that he had missed. Seeing as things were starting to turn into more back-and-forth discussion, he decided it was time to move things forward.

"Thank all of you for your input. I have an announcement to make, and then I will address the concerns and ideas that many of you have brought up... The Secretary of Defense has just informed me that President Gore is planning to call the United States Congress back to Washington for a special joint session. When he addresses this special session, he is going to go over all of the issues, grievances, and hostilities we have faced from Turkey, and the significant actions they have taken, including the detainment of tens of thousands of Jewish civilians. Then, he is going to ask the Congress to declare a state of war between the United States and the Republic of Turkey. Understand, as I'm sure you all know, that in our constitutional system it is ultimately up to the Congress to declare war and peace. The White House is confident that the Congress will grant this request. As an officer in the United States Navy, I fully support all matters of policy and strategic planning of the federal government and our commander-in-chief. So, in essence, I'm letting you know that the official stance of the United States in the United Coalition is that we should prepare and coordinate for a preemptive first strike against Turkey. The mission of the United States will be to secure the surrender of the Turkish government.

"General Sterling," Osborne said to his British colleague, "in regard to your request for air support. The United States will be deploying a number of reconnaissance aircraft and refueling aircraft to RAF Akrotiri. Also, we are prepared to send the Air Force's 6th and 18th Fighter Squadrons to RAF Akrotiri - this would include a total of 48 F-15Cs. We would also like to forward-deploy the 9th and 10th Fighter Squadrons to England; this would include: 48 F-15Es. While this may be a bit more politically heavy for your government to handle, we would also like to forward-deploy 10,000 Marines and their equipment to England - would this be possible, if so where should we send them? There may be more to come, but we can send that to you directly if things change. On top of this, we are planning on sending in our carriers. Would air assets will you be deployed to RAF Akrotiri, and will the Royal Navy be assisting in the Mediterranean? For ground-based air defense, the Air Force can spare some of our domestic missile defense elements including the NASAMS and Patriot Missile system. Are there any ground-based or aerial radar aircraft that you could deploy? We will have this capability once our carriers arrive. Finally, we greatly appreciate your offer for replenishment via your fleet. While we have this capability, it is very important that we exceed our replenishment needs. Also, we will coordinate with you to begin intelligence gathering on targets in Turkey. Do you have any armed ground forces at your sovereign bases in Turkey? We would like to send around 500 Air Force Security Forces to simply guard RAF Akrotiri if that's acceptable to you?

"Vice-Marshal Clements," Osborne said to his Australian colleague, "I agree that we need to focus on freeing the captive Jewish prisoners from the Turkish military. For the sake of record, can you expand on the exact location they are believed to be? I echo the statement of General Sterling - everything we do must be logistically sound. We are already going to sustain heavy losses - we don't need to worsen it with poor planning. We also have to consider if their placement may be to entice us into a trap, which is a very real possibility. With that being said, preventing a genocide at the top of our priority list, and part of President Gore's reasoning that we should now be taking a first strike. Can you tell us exactly what ships and aircraft you are capable of sending to the Mediterranean region?

"Now, with that being said, I want to emphasize to everyone that if we are forced into all-out conflict with Turkey, this will be perhaps one of the largest air campaigns in all of modern warfare. We will incur significant losses that will claim the lives of hundreds of airmen and thousands of others, as well as billions of dollars of equipment. I want all of you to keep that in mind... Everything we do must be logistically sound. Right now the United States, the United Kingdom, and Russia are more than capable of replenishing and maintaining extensive operations in the Mediterranean without much outside help. Meanwhile, Israel is rightfully focused on defending its own borders and territorial waters. That leaves Australia, Canada, and Sweden.

"Right now, I would like to propose that Australia and Canada dedicate any deployed naval forces to either defending Cyprus, the British sovereign bases in Cyprus, or coastal Israel. This will allow you access to ports which you can use to replenish at any time and will also allow you to protect critical infrastructure so that we can conduct a war without great fear of being struck at home. I would say that the Swedes should be part of that same mission, unless that intend on deploying significant assets to the region with the ability to logistically supply them - I would be happy to hear if that's the case, but I would understand if it isn't. Finally, for our Russian colleagues, I think it would be exceptionally beneficial to us if you would prepare your Navy for trials in the Black Sea, and your Air Force for a coordinate strike against Turkey.

"As it stands, right now, we should be preparing for a first-strike scenario by the coalition against Turkey. We will first have to achieve air superiority. This is doable for us, but it will likely be costly. I am aware that Turkey operates the Patriot missile system, as I believe we regretfully sold it to them some time ago before they went... totally insane. There are sure to be other SAM sites located around their country, likely to protect strategically valuable infrastructure like airbases, forts, government facilities, and major cities. I think that the United States and United Kingdom are presently the best-equipped to gather this intelligence through... air-based means.

"Are there any questions or concerns?" he asked.

"When we do have the capacity to evacuate Jews trapped by this evil Turkish regime, we would like to put boots on the ground in a joint operation with whatever countries can commit assets to a special forces rescue mission. Not to be petty, these are Jews that have been betrayed by their own leaders and whether they are Turkish citizens or not. We would like to be at the forefront of an operation since they are Jews. We can provide assets to an airlift mission if required and can have them ferried to Israel and be connected to the Jewish Agency for Israel which is the largest Jewish non-profit organization in the world with the objective of ensuring that every Jewish person feels an unbreakable bond to one another and to Israel no matter where they live in the world. Whether they want to reside in Israel or move to another country, this is something that we can accomodate and provide a safety net for thousands of Jews hurt by this evil Turkish regime."

"Just to catch up on our position on this conflict - we absolutely will not support the public support of the Congolese who up to now have been heavy supporters of the Turkish regime and their action against Israel. This coupled with the recent terror attacks in Sweden and South Africa only beds the fact that their government is untrustworthy as the Turkish thus we are not willing to undermine public perception in the view to purely hope that their intentions are for the sake of humanity. What I do propose however is that we persuade the Congolese, rather than occupying these camps, is to release the Jews confined within them. Immediately. It is clear they have sufficient forces in the region to do so.

This is not the time for the coalition to collapse into separated operational objectives, we must remain consistent with our approach, we must ensure our actions remain accountable according to law.

We have no choice but to escalate our deployment in the Mediterranean to support our own aerial capabilities and the security of assets already deployed. Unfortunately we do not have the time to await Israel's inconveniently timed restructuring in order to have aircraft stationed in a more local position. We will be deploying a carrier strike group imminently alongside the necessary replenishment support that we will be looking to station either in Gibraltar or Israel which the Department of Defence would like to offer to the entirety of the coalition throughout these operations - we will ensure we have sufficient logistical capability in the region to support most, if not all, of your operations.

Coupled with the recent announcements by members of this coalition, my understanding is that the Department of Foreign Affairs in Stockholm will also be making an announcement on the closure of our diplomatic mission which prompts me to ask an essential question - have all diplomatic avenues been abandoned with Turkey? It is imperative that, despite their reluctance, we continue to push for a peaceful resolution throughout this conflict."

"Turkey have crossed the line. According to the Congolese, the Turkish bombed the Silvri Prison and killed 9,000 Jews. Now 9,000 is quite a lot, I think the number may be overestimated, unless of course Turkey implemented an extremely sinister bombing campaign. According to the Congolese this is all that were at Silvri, the other 10,000 we don't know where they are and had we acted earlier we could've got all of them. Now nearly half are gone. To say I'm disappointed is an understatement. The Congolese were going to identify the location before they were all killed. Now we have no idea where the other 10,000 are, so I don't see many avenues being explored here.

We will be making a formal declaration of war between the Commonwealth of Australia and the Republic of Turkey in line with the United States. This doesn't require parliamentary approval, rather a declaration by the Governor-General who will do that on the advice of the government. There is no diplomatic avenues anymore, Turkey is on an obvious path of mass genocide and they must be stopped. This isn't the time to be concerned about embassies or the likes, maintain a good enough security presence on them and lets focus on the real issue at hand.

We have to disagree with the United States strategic proposals though. Australia is the last country that should be defending Cyprus, we're on the other side of the Suez, our aircraft are in Diego Garcia and if you ask me we're better put to use dealing with Saudi Arabia, who, given the intelligence we have gathered, are gearing up to be an adversary in this war. If we're going to pre-emptively strike Turkey, I would pre-emptively strike Saudi Arabia too and we have the capacity to do, we know exactly where to hit, just give the word. Frankly, we shouldn't be left to logistically support ourselves. Everyone should be pitching in to maintain a logistical supply chain. We have aircraft at Diego Garcia ready to air-to-air refuel any coalition aircraft on request. That is the true meaning of a coalition, not left to fend for ourselves."

Addressing his American counterpart, General Sterling nodded "Both Cyprus, and the United Kingdom itself would be happy to receive the mentioned assets from the USAF. Naturally, RAF Akrotiri is available and in terms of back in England, you can utilize RAF Mildenhall which can be utilized by your marines. Although for accommodation wise, we can grant access to RAF Fairford too. At the moment we have a fighter squadron deployed in Cyprus, with another one joining them in the next few hours with other support elements. Whereas our Carrier Strike Group is currently based at Gibraltar, would be moving into the Med to support the coalition. Perhaps this could be a staging area for the US CSG and Swedish for all our carrier groups to come together as a show of force, and provide a better response together? We have deployed Rapier FSCs and two E-3D Sentry aircraft. To also add, we would welcome the Air Force Security Forces to Cyprus too.

If my Swedish counterpart is still seeking an airbase nearby, we have sufficient room at RAF Akrotiri for further aircraft and are going to be deploying engineers to support an expansion of the airbase to accommodate more. This is an ideally situated airbase to carry out an air war if that was the coalitions decision.

I'm not sure of any diplomatic efforts could prevent a conflict at this point but I'm open to suggestions. To ask the question, is there any member of this coalition who would object to an air campaign against Turkey? And at what point would this commence? Perhaps a final ultimatum to Turkey? Failure to abide would result in an air campaign which should focus on military and leadership targets. This could be done in line with intelligence gathering, having aircraft circle the countries border whilst intelligence focuses on locating the air defenses before moving inland. Just thinking out loud, of course."

"We can't participate in an air campaign right now but we would be more than happy to support it. When our American friends decide to approve the sale of 75 F/A-18 Hornets then we may be able to do so but at the moment that seems to be taking its time.... A very long time.

I think intelligence needs to commence now with or without the ultimatum. I mean we've already commenced it, I have given plenty of intelligence on the movements of Saudi Arabia. We have next to nothing about Turkey though which is much more in your realm. Does the US and UK not have high altitude aircraft or UAVs that are capable of reconnaissance? I mean it's pretty obvious from Open Source Intelligence where the Turkish tend to use bases and have done so for decades. It's just a matter of confirming what is there, what's our most prime targets and how do we do that safely without the threat of anti-air missiles. Even as a well-educated man I can tell you I would probably start looking at whats docked in Istanbul, whats based at the former US Air Base at Incirlik, just look at the major airports/bases and the major port cities. I'm sure we will find plenty in no time."

"I am growing increasingly concerned about ideas in this meeting and how far they are beginning to stray from Sweden's interests and what were the interests of this coalition when it first formed. Our problem is with Turkey. To date there is no intelligence, at least that we've been made aware of, to indicate that Saudi Arabia or Congo are any real threat to the coalition and there has been no suggestion that these nations are actively willing to fight a war rather than just expressing support out of intimidation and fear. Now whilst I am not suggesting we completely ignore the possibility should real-time intelligence express the contrary but I will not support a pre-emptive attack on Saudi Arabia at this stage and strongly believe that we should purely be monitoring their advancements towards the Mediterranean Sea and the Gulf of Aqaba.

What you are suggesting here will kill thousands of civilians in a nation which has had miniscule involvement in the grand scheme of this conflict. Thousands of innocent civilians. That makes us just as bad as the Turkish and it is completely unjustifiable. Whilst we are all thousands of kilometres away from our homeland we must remember that we remain accountable to the public and the international forum.

Turkey on the other hand has violated international law on several occasions whereby they have shot down civilian aircraft in international waters, violated sovereign airspace without communications in armed military aircraft, countless violations of human rights principles and recent genocidal indications - not to mention intelligence suggesting that they are rapidly amassing huge amounts of military equipment, are entering crippling debt to do so, clear indication to the media of their intention to continue their efforts and are actively seeking allies from around the world to support their ideology. We have the justification for an air campaign as suggested by General Sterling and I strongly believe that we should begin a heavy intelligence-gathering operation to identify key targets to scupper their war efforts with such a campaign.

We will graciously accept the British invitation enabling us to deploy air assets towards the Mediterranean in addition to our Carrier Strike Group at sea.

We have sat around long enough. A final joint statement by the coalition: we are no longer asking, Turkey is to cease its military action against Israel and violent diplomatic attempts worldwide or we will take aggressive action to ensure the safety of all those involved."

"Congo are no longer threat, Congo have switched allegiances because they saw the atrocites in Turkey unfold. I have already provided the intelligence, Saudi Arabia are amassing 200 tanks and 70 rocket launchers on the Jordanian border. Not in a barracks, not in any known military installation. Just amassaing out in the desert for no reason. Turkey have made repeated statements where they highlight that Saudi Arabia are their allies and willing to join them. Saudi Arabia have also made numerous statements previously, though not in a while, confirming this.

Civilian casualties would be minimal. It would be insulting to suggest we would attack within civilian populated areas and attack civilian targets. We will hit what we're aiming for. Of course we don't have to hit Saudi Arabia first, but don't be surprised if they come knocking. We will be ready to respond to them and I think bringing down our defences by moving the Australian maritime group into the Mediterranean would be foolish because the intelligence is strongly suggesting they're up to something."

Amassing assets on a border is not justification for a coalition attack and being 'up to something' is not strengthened corroborrated real-time intelligence. This coalition was not established to make a dominating stamp on the Middle East - it was established to preserve internationally recognised borders in and around Israel and to maintain a level or peace between Israel and Turkey.

An attack on Saudi Arabia is unjustifiable and potentially unlawful. This is not an ego competition... this is the difference between parents, brothers, sisters, colleagues, friends and neighbours being dead or alive.

I am eager to hear the thoughts of the rest of the coalition."

General Kvashnin's aides would return to the conference room from the office that was provided to the Russians. With there were various stacks of papers that they would put on the table beside him. ONe of the aides would bend forward and whisper to him in Russian. "The FSS has faxed all of these over to us. It appears that the majority of the Turkish armed forces locations and bases are public knowledge."

The General would nod. "Gentlemen, if we're done bickering at each other, I have some good news." He would speak to the room. "We have an enormous amount of intel on the Turkish armed forces." Turning to his aides he spoke in Russian. "Put them on the map." The aides would grab the paperwork and begin entering its information onto the coalition map. "The only thing that we do not have intelligence on now is the Turkish navy, but despite that we have the location for a lot of their naval bases - as such, I believe it's clear that if war does break out, we know where to strike. Furthermore, to assure our aerial supremacy over the nation, we should focus on destroying the air defense systems, the radar stations, and perhaps bombing a few of the airports. And lastly, we have the location of a large amount of the Turkish ballistic missile units - units that we should assure the destruction of.

Any thoughts?"

"General this is tremendously beneficial intelligence and I wholeheartedly agree that a focus of this coalition should be the strategic demolition of the Turkish ballistic missile arsenal, including the infrastructure to monitor, repair and launch such. The intelligence is clear that Turkey has amassed a huge reliance on ballistic missiles and are a fundamental risk to the interests of this coalition.

Fundamentally our strategy needs to remain in a few key areas: those which credibly undermine the military strategy of the coalition, risk to life, limb and property and those which pose an immediate threat to national security. I think our attention in any preemptive strike on Turkey should be that of aerial capability, so I concurr with the General in that we should focus on airports, Air Bases and strategic air and space capability."

"I believe that with the support of American aircraft, we will be able to handle anything the Turks throw at us in the Black Sea. I can let the Ministry of Defense know to mobilize the air force, but it may take a few days to get enough units for war in the southern military district. In the mean time, what is the coalition's thoughts on mine warfare? Russia was thinking of using submarines to begin mining around the Turkish coast, which would prove paramount in the defense of the Black Sea. But there may still be Turkish civilian activity in the area. While collateral damage is always prone to happen in conflicts, I would prefer we all remain on the same page."

"Our submarines and AP-3C Orions can conduct mine laying operations on the Mediterranean side. We have mine warfare vessels as well in the region in case we need to clear any mines that the Turkish may have laid. Again, we don't know if they've done that. The whole Sea of Marmara may be laid with them. I think it's time we declare a blockade on Turkey, a rerouting of cargo vessels away from Turkey to take alternative routes. This will disproportionally affect Ukraine but as long as they can continue to get cargo through land routes with the help of their neighbours, yourself included, we won't have any issues. We also don't want Turkey to gain anymore weapons then they currently have. A blockade will make sure this doesn't happen.

We have F-111s able to strike Saudi Arabia from Diego Garcia, however they're too far for Turkey. We would need to move them closer, possibly somewhere in Israel, Akrotiri or Russia. I don't think the British are too keen on Akrotiri being overrun with aircraft so it would be nice if Israel or Russia stepped up to the plate a bit."

"As stated, Russia is not allowing any other foreign units other than American on Russian soil. In case it didn't sink in the first time, I'll remind you that that decision is final.

Moving on, Russia has recently completed an operation where our submarines have blockaded the Bosphorus Straits with a naval minefield. This field should assure that the Turks have quite the difficult time entering the Black Sea. Furthermore, we've made a public statement regarding the minefield to assure that civilian vessels avoid the area at all costs. Currently the Russian Navy, Naval Infantry, Coast Infantry, Air Force, Airborne, and Space Forces are all mobilized for war. We're awaiting a united push before we do anything more direct."

Vice Admiral Osborne cleared his throat and looked at his colleagues on either side. "As I'm sure you are all aware, the United States Congress has declared war on the Republic of Turkey. A similar declaration is expected to come for the Kingdom of Saudi Arabia. I think the time has certainly come that we talk about launching an offensive. Turkish statements have only become more direct and their actions are unacceptable. I would like to propose that that American, British, and Sweden fleets gather somewhere south of the Greek Island of Gavdos. We could of course keep our own defensive formations, but sail together as a united force somewhere between Cyprus and Crete. Then, we can launch a massive offensive against Turkish air and ground forces. I confirm to all of you that at leas one of our carriers will be under way shortly. When it comes to strike, we would of course do so with the combined forces of the United States, United Kingdom, Sweden, Russia, and Israel if they have forces to spare for an offensive operation.

"In regards to our Australian colleagues - we are focused on Turkey right now. The State Department believes that the Saudis have declared war to placate the extremist portions of their population and possibly the Turks. But if they start to take actual action, then a strike against them would be a legitimate action. But if you would like to organize a strike against Saudi Arabia, I think it should be coordinate with our strike against Turkey so that it basically all happens at once. I understand this is a bit vague, but does anyone have any issue with this proposal?" he asked.

One of the General's aides would enter the room, another fax paper in his hands. Grabbing it, the General would read it quickly. "It seems that the Ministry of Defense has blocked aircrafts that Turkey was attempting to build. The aircraft were the Chinese variant of the Sukhoi Su-27, built and designed in Russia but manufactured in China. It would appear that Turkey and China has some form of procurement agreement - despite our defense acquisition embargo on the nation.

The Ministry of Foreign Affairs will be contacting the Chinese regarding this, however, the Kremlin wanted you all to know the situation. It is very unlikely that China has only sold these aircraft to Turkey, we should expect various forms of Chinese equipment to be present there.

I concur that we need to begin making a move to force Turkey to back down. At present we have our Carrier Strike Group traversing the Indian Ocean towards the Suez Canal where it will rendezvous in the Mediterranean with foreign deployed forces. From here we will have the resources and capability to launch sustained air assaults. I trust the United States and Britain are in a similar position?

Is Israel going to contribute towards a preemptive strike?"
