Surin Pitsuwan would get up from his chair and walk approach to the security staff. He would speak in Vietnamese. His skill in the Vietnamese language is somewhat poor, but at least Vietnamese would be able to understand the intention. Surin Pitsuwan searches the State House Guest to find the typewriter. After 3 minutes, one of the staff there informs him where the typewriter is. He would carry the typewriter to the conference room and says. "Yeah, I found it. Let's see what we will have to change." He put the typewriter on the table, and he would ask both Vietnamese and Australian counterparts to help with the work.

CONSCIOUS that in an increasingly interdependent world, the cherished ideals of peace,

understanding good neighborliness and meaningful cooperation among the countries of
the region already bound together by ties of history and culture;


CONSIDERING that the countries of South-East Asia share a primary responsibility for
strengthening the economic and social stability of the region and ensuring their peaceful
and progressive national development, and that they are determined to ensure their
stability and security from external interference in any form or manifestation in order to
preserve their national identities in accordance with the ideals and aspirations of their
peoples;


AFFIRMING that all foreign bases are temporary and remain only with the expressed
concurrence of the countries concerned and are not intended to be used directly or
indirectly to subvert the national independence and freedom of States in the areas or
prejudice the orderly processes of their national development;

DO HEREBY DECLARE:
FIRST
, the establishment of an Association for Regional Cooperation among the countries of South-East Asia to be known as the Association of South-East Asian Nations (ASEAN).

SECOND, that the aims and purposes of the Association shall be:

1. To accelerate the economic growth, social progress and cultural development in the region through joint endeavors in the spirit of equality and partnership in order to strengthen the foundation for a prosperous and peaceful community of South-East Asian Nations;
2. To promote regional peace and stability through abiding respect for justice and the rule of law in the relationship among countries of the region and adherence to the principles of the United Nations Charter;
3. To promote active collaboration and mutual assistance on matters of common interest in the economic, social, cultural, technical, scientific and administrative fields;
4. To provide assistance to each other in the form of training and research facilities in the educational, professional, technical and administrative spheres;
5. To collaborate more effectively for the greater utilization of their agriculture and industries, the expansion of their trade, including the study of the problems of international commodity trade, the improvement of their transportation and communication facilities and the raising of the living standards of their peoples;
6. To promote South-East Asian studies;
7. To maintain close and beneficial cooperation with existing international and regional organizations with similar aims and purposes, and explore all avenues for even closer cooperation among themselves.

THIRD, that to carry out these aims and purposes, the following machinery shall be established:
(a) Annual Meeting of Foreign Ministers, which shall be by rotation and referred to as ASEAN Ministerial Meeting Special Meetings of Foreign Ministers may be convened as required.
(b) A Standing Committee, under the chairmanship of the Foreign Minister of the host country or his representative and having as its members the accredited Ambassadors of the other member countries, to carry on the work of the Association in between Meetings of Foreign Ministers.
(c) Ad-Hoc Committees and Permanent Committees of specialist and officials on specific subjects.
(d) A National Secretariat in each member country to carry out the work of the Association on behalf of that country and to service the Annual or Special Meetings of Foreign Ministers, the Standing Committee and such other committees as may hereafter be established.

FOURTH, that the Association is open for participation to all States in the South-East Asian Region subscribing to the aforementioned aims, principles and purposes.

FIFTH, that the Association represent the collective will of the nations of Southeast Asia to bind themselves together in friendship and cooperation and, through joint efforts and sacrifices, secure for their peoples and for posterity the blessings of peace, freedom and prosperity.

Despite the length of this meeting, we have come together and started the path of something that will improve the lives of many and see us march towards progress. "The charter will have to be something that is created when ASEAN is fully functional, however I believe that the focus of the charter should be a firm foundation in achieving an ASEAN Community by providing us legal status and institutional framework for ASEAN. It should codify ASEAN norms, rules and values. As we have set clear goal in other areas it should also set clear goals for ASEAN. Not only that but present accountability and compliance. I have a suggestion for how we can have this charter be created. Either we have it formed through the political organ we suggested creating, or perhaps through a ASEAN Eminent Persons Group of sorts. A group of prominent citizens who could suggest charter goals. Regardless of whether we decide here or later I think that the charter should encompass those ideas."

One vision, one identity, one community should still be our slogan, so we should let people and specialists from our countries discuss the ASEAN Charter. It is still too early for us to establish the charter right now. We should draft it at the political organ that we will build. But, I agree with you that we need something to make ASEAN functional. We need a document that will organize and determine the power of our organization. What is your idea on creating the charter?

Upholding international law with respect to human rights, social justice and multilateral trade.
Encouraging regional integration of trade.
Appointment of a secretary-general and permanent representatives of ASEAN.
Establish a human rights body and an unresolved dispute mechanism, to be formalized at ASEAN Summits.
Development of friendly external relations and a position with the GA
Increasing the number of ASEAN summits to twice a year and the ability to convene for emergencies.
Reiterating the ASEAN flag's use, anthem, emblem, and national ASEAN day."

But I would like for Australia to be an ASEAN+ Member. Plus, I believe Australia was to be a ASEAN Plus Six member prior to the dissolution of the original ASEAN anyways."

"So, with Christmas Island and Cocos joining ASEAN and with Australia possibly joining ASEAN Plus I would like to add the benefits of ASEAN Plus. It entails inclusion and access to the ASEAN Free Trade Area that we will be creating. But, I think some additional benefits should be conveyed as Australia is a key member here. I think that you should get access to the organs and bodies we create, possibly as an observer as stated as well as the ability to opt in or out of ASEAN wide treaties. Basically, we should make ASEAN Plus more inclusive this time around."

"Well, if Vietnam wants the Governments of Christmas Island and Cocos Islands to become part of ASEAN membership, I would have no objection. Australia as an observer of ASEAN is appropriate. We must talk about ASEAN Plus. The current role for Australia is trade. Does Australia have interests in Education, Business cooperation, etc? If we have a common interest, we will also put it in the agreement with Australia as a dialogue partner of ASEAN. Australia can access the organs we create, which we will mention in the agreement."

"Observer, ASEAN plus, dialogue partner. A lot of different types of membership being thrown around here. You need to streamline your membership and wording I believe. We're willing to cooperate to the full extent on any matters, short of a defense alliance but not excluding any military cooperation. The buck is up to you two who have made it somewhat clear you don't want Australia to be a full member of ASEAN, so you must figure out what sort of membership you find appropriate for Australia."

"I apologize for my wording. By the word, Observer is that Australia will observe our action for the ASEAN. I apologize again that due to geography problems, ASEAN was created for containing communists and cooperating within the Southeast Asia region only because there was an intervention from America back then. If we have a member that isn't in the area, we will include them in the ASEAN Plus. And by dialogue partner, it is a base member for the nation that has a relationship with ASEAN by meeting or agreement. Australia has always been an exceptional nation for our organization. Australia is the first one to have and became our dialogue partner in 1974.

Let's talk about our cooperation in ASEAN Plus. So, Australia says that you will cooperate full extent on any matters. Some of our students that have an interest to study abroad are interested in studying in Australia to learn culture and language. I would like to see this agreement be an annual program that we will exchange with our students yearly. We have both high school, college students, and university students that want to study in Australia. Is there any academy in Australia that can support our program? Does Vietnam also want to participant in this program?"

"Yes! You will be an ASEAN Plus member! We will cover the expense of the Education program. May I know what academy can Australia provide?. Since we have talked about Free Trade areas, why don't we talk about the goods we want to trade? Australia's wool and beef are what I expect. We have a strong economy in our country that needs wool. We are as good at handicrafts as Vietnamese. I believe you are also interested in this, mister Trần? The beef from Australia will surely help our consumer economy. When the free market has more goods to sell, that will improve the economy.

We also have goods to export from our manufacturer: machinery and Electrical Machinery. We have the rubber from our southern province looking for an importer as well. Anyone interest?"

"We plan to take on a number of... economic reforms to assist in our growth as a nation. But, we do require resources for this growth so wool for our textile industry would be very appreciated. Beef would also e good for fueling growth given the nature of our economey at this time. The key to development lays not just in trade or economics, so we would be happy to participate in a student student program. Cultural development is very important to us."

Australia, represented by the Minister of Foreign Affairs of Australia
Proclaim that:

MINDFUL of the existence of mutual interest and common problems among countries of Southeast Asia and Oceania and convinced of the need to strengthen further the existing bonds of regional solidarity and cooperation;

ANXIOUS to promote regional peace and stability through abiding respect for justice and the rule of law and enhancing regional resilience in their relations;

DESIRING to cooperate with the nation of Southeast Asia and Oceania to enhance peace, friendship on matters affecting Asia consistent with the spirit and principles of the seven aims and purposes of the Declaration of the Association of Asian Nations signed in Bangkok on 8 August 1967.

CONVINCED that the settlement of differences or disputes between their countries should be regulated by rational, effective, and sufficiently flexible procedures, avoiding negative attitudes which might endanger or hinder cooperation;

CONSCIOUS that in an increasingly interdependent world, the cherished ideals of peace, freedom, social justice, and economic well-being are best attained by fostering good understanding good neighborliness, and meaningful cooperation among the countries of
the region already bound together by ties of history and culture;

CONSIDERING that the countries of South-East Asia and Oceania share primary responsibility for strengthening the economic and social stability of the region and ensuring their peaceful and progressive national development and that they are determined to ensure their stability and security from external interference in any form or manifestation to preserve their national identities by the ideals and aspirations of their peoples;

BELIEVING in the need for cooperation with all peace-loving nations, both within and outside Asia, in the furtherance of world peace, stability, and harmony;

SOLEMNLY AGREE to enter into a Treaty of Amity and Cooperation as follows:

CHAPTER I
ASEAN PLUS

ASEAN Plus consists of ASEAN member states and the Commonwealth of Australia. The intend of the establishment of ASEAN Plus is to cooperate with each nation in the bloc to develop the infrastructure, economic, social, cultural, education, the science of the nation of Southeast Asia and Oceania. The high contracting parties involved in this party pledge that:

Article 1. To strengthen the foundation for a prosperous and peaceful community of South-East Asian and Oceanian nations by accelerating economic growth, social progress, and cultural development in the region through joint endeavors in the spirit of equality and partnership;

Article 2. To promote regional peace and stability by upholding the values of the United Nations Charter and the seven goals and purposes of the Association of Asian Nations Declaration, which was signed in Bangkok on August 8, 1967;

Article 3. To enhance individual education in the country through the ASEAN Education program and to collaborate in trade through the ASEAN Free Trade Area;

Article 4. To collaborate more effectively to maximize the use of their crops and industry, expand their commerce, including the research of international commodity trade difficulties, enhance their transportation and communication infrastructure, and raise their people's living standards;

Article 5. To maintain tight and beneficial collaboration with existing international and regional organizations with comparable goals and objectives, as well as explore all options for even closer cooperation among themselves.

Article 6. To discuss and find the solution through a political organ in all variant matter from individual to interrelationship matter;

Articel 7. To cooperate in scientific development and researching through the science headquarter in Bangkok to develop new inventions, facilities, and technology for the people and nation of Southeast Asia and Oceania as well as the nation outside the region.

CHAPTER II
ASEAN PLUS BENEFIT

The ASEAN member shall work together with the ASEAN Plus member and allow the ASEAN Plus member to use the facilities created by the ASEAN organization as follow:

Articel 8. The ASEAN Plus member will have the right to use the political organ and science headquarters in Bangkok for better cooperation;

Article 9. The ASEAN Plus member shall send the ambassador to discuss the matter of ASEAN Affair at the political organ;

Article 10. The ASEAN Plus member shall send the scientific personnel to work in the research and development of new technology, invention, and facilities for the people and nation of Southeast Asia and Oceania as well as the nation outside the region;

Article 11. The ASEAN Plus member shall send Attaché to work in all the offices of the political from the ASEAN affair to education office;

Article 12. The ASEAN Plus member shall have the privilege to participate as an observer in the ASEAN annual Meeting made between the minister of foreign affairs from the member of ASEAN.

CHAPTER III
ASEAN PLUS MEMBERSHIP AGREEMENT

The ASEAN Plus member will have to maintain the ideal of the high contracting parties when they gain the ASEAN Plus membership and must maintain the ideology of the ASEAN.

Article 13. The ASEAN Plus member shall have mutual respect for the independence, sovereignty, equality, territorial integrity, and national identity of all nations;

Article 14. The member of ASEAN and ASEAN Plus shall have the right of its sovereignty State to lead its national existence free from external interference, subversion, or coercion as long as its action or ideology doesn’t difficult its national economy, society, industry, and people;

Article 15. The member of ASEAN and ASEAN Plus shall not interference in the internal affairs of one another as long as its action or ideology doesn’t difficult its national economy, society, industry, and people;

Article 16. The member of ASEAN and ASEAN Plus shall solve the settlement of differences or disputes by peaceful means;

Article 17. The member of ASEAN and ASEAN Plus shall renunciation of the threat or use of force;

CHAPTER IV
ASEAN PLUS COOPERATION

As the member state of ASEAN and ASEAN Plus; shall collaborate in matters that will improve the well-being of people in the nation of Southeast Asia and Oceania. The member state shall work with each other to improve the common interest and our world:

Article 19. The member state shall promote active cooperation in the economic, social, technical, scientific, environmental, and administrative fields as well as in matters of common ideals and aspiration of international peace and stability in the region and all other matters of common interest;

Article 20. The member state shall work together to accelerate regional economic growth and strengthen the foundation for a successful and peaceful Asian community of states. To that purpose, they will promote higher use of their agricultural and industry, trade expansion, and economic infrastructure improvements for the mutual benefit of their people. They will continue to explore all options for close and fruitful cooperation with other countries as well as international and regional organizations outside the region in this regard;

Article 21. The member state shall achieve social justice and increase the living conditions of the peoples of the region and will expand economic cooperation. They will do so by implementing proper regional economic development and mutual assistance measures. They shall prioritize their people's well-being to secure the peaceful and successful social of themselves through cooperating;

Article 22. The member state shall strive for the widest possible cooperation and shall attempt to support one another in the social, cultural, technological, scientific, and administrative domains through training and research facilities. They will collaborate to advance technology, invention, and facilities for their people and country;

Article 23. The member state shall cooperate in the environment to improve our world by nature conservation and preserve biodiversity, conserve coastal and marine environment, better water resources management, appoint environmentally sustainable cities policy. They shall work together to prevent climate change, chemicals, and waste. They shall promote the academy with environmental education and sustainability. They shall determine the policies of consumption and production for non-renewable energy and promote the usage of renewable energy;

Article 24. The member state shall make every effort to develop cooperation in the pursuit of regional peace, harmony, and stability. To that aim, member states must maintain regular interactions and talks on international and regional issues to coordinate their positions, actions, and policies;

Article 25. The member state shall not in any manner or form participate in any activity which shall constitute a threat to the political and economic stability, sovereignty, or territorial integrity of another member state if its action or ideology doesn’t difficult its national economy, society, industry, and people difficult;

Article 26. The member state shall endeavor to strengthen their respective national resilience in the political, economic, socio-cultural, and security fields, by their respective ideals and aspirations, free of external interference and internal subversive activities, to preserve their respective national identities. They shall not controversy the ideology of ASEAN;

Article 27 The member state in their efforts to achieve regional prosperity and security shall endeavor to cooperate in all fields for the promotion of regional resilience, based on the principles of self-confidence, self-reliance, mutual respect, cooperation of solidarity which will constitute the foundation for a strong and viable community of nations Asia;

Article 28. The member state in their efforts to ensure inter-regional cooperation and development shall open a political office for the headquarters of the Association in Bangkok, Thailand, and shall ascribe the special privileges and immunities of the Global Assembly International Resolution on Global Diplomacy to the persons assigned to the office. They in their effort to ensure inter-regional cooperation of researching new technology, invention, and facilities shall open the science headquarters in Bangkok, Thailand, and shall ascribe the special privilege and immunities by leading the scientific advancement process.

ANXIOUS to promote regional peace and stability through abiding respect for justice and the rule of law and enhancing regional resilience in their relations;

DESIRING to cooperate with the nation of Southeast Asia and Oceania to enhance peace, friendship on matters affecting Asia consistent with the spirit and principles of the seven aims and purposes of the Declaration of the Association of Asian Nations signed in Bangkok on 8 August 1967.

CONVINCED that the settlement of differences or disputes between their countries should be regulated by rational, effective, and sufficiently flexible procedures, avoiding negative attitudes which might endanger or hinder cooperation;

CONSCIOUS that in an increasingly interdependent world, the cherished ideals of peace, freedom, social justice, and economic well-being are best attained by fostering good understanding good neighborliness, and meaningful cooperation among the countries of
the region already bound together by ties of history and culture;

CONSIDERING that the countries of South-East Asia and Oceania share primary responsibility for strengthening the economic and social stability of the region and ensuring their peaceful and progressive national development and that they are determined to ensure their stability and security from external interference in any form or manifestation to preserve their national identities by the ideals and aspirations of their peoples;

BELIEVING in the need for cooperation with all peace-loving nations, both within and outside Asia, in the furtherance of world peace, stability, and harmony;

SOLEMNLY AGREE to enter into a Treaty of Amity and Cooperation as follows:

CHAPTER I
ASEAN PLUS

ASEAN Plus consists of ASEAN member states and the Commonwealth of Australia. The intend of the establishment of ASEAN Plus is to cooperate with each nation in the bloc to develop the infrastructure, economic, social, cultural, education, the science of the nation of Southeast Asia and Oceania. The high contracting parties involved in this party pledge that:

Article 1. To strengthen the foundation for a prosperous and peaceful community of South-East Asian and Oceanian nations by accelerating economic growth, social progress, and cultural development in the region through joint endeavors in the spirit of equality and partnership;

Article 2. To promote regional peace and stability by upholding the values of the United Nations Charter and the seven goals and purposes of the Association of Asian Nations Declaration, which was signed in Bangkok on August 8, 1967;

Article 3. To enhance individual education in the country through the ASEAN Education program and to collaborate in trade through the ASEAN Free Trade Area;

Article 4. To collaborate more effectively to maximize the use of their crops and industry, expand their commerce, including the research of international commodity trade difficulties, enhance their transportation and communication infrastructure, and raise their people's living standards;

Article 5. To maintain tight and beneficial collaboration with existing international and regional organizations with comparable goals and objectives, as well as explore all options for even closer cooperation among themselves.

Article 6. To discuss and find the solution through a political organ in all variant matter from individual to interrelationship matter;

Articel 7. To cooperate in scientific development and researching through the science headquarter in Bangkok to develop new inventions, facilities, and technology for the people and nation of Southeast Asia and Oceania as well as the nation outside the region.

CHAPTER II
ASEAN PLUS BENEFIT

The ASEAN member shall work together with the ASEAN Plus member and allow the ASEAN Plus member to use the facilities created by the ASEAN organization as follow:

Articel 8. The ASEAN Plus member will have the right to use the political organ and science headquarters in Bangkok for better cooperation;

Article 9. The ASEAN Plus member shall send the ambassador to discuss the matter of ASEAN Affair at the political organ;

Article 10. The ASEAN Plus member shall send the scientific personnel to work in the research and development of new technology, invention, and facilities for the people and nation of Southeast Asia and Oceania as well as the nation outside the region;

Article 11. The ASEAN Plus member shall send Attaché to work in all the offices of the political from the ASEAN affair to education office;

Article 12. The ASEAN Plus member shall have the privilege to participate as an observer in the ASEAN annual Meeting made between the minister of foreign affairs from the member of ASEAN.

CHAPTER III
ASEAN PLUS MEMBERSHIP AGREEMENT

The ASEAN Plus member will have to maintain the ideal of the high contracting parties when they gain the ASEAN Plus membership and must maintain the ideology of the ASEAN.

Article 13. The ASEAN Plus member shall have mutual respect for the independence, sovereignty, equality, territorial integrity, and national identity of all nations;

Article 14. The member of ASEAN and ASEAN Plus shall have the right of its sovereignty State to lead its national existence free from external interference, subversion, or coercion as long as its action or ideology doesn’t difficult its national economy, society, industry, and people;

CHAPTER V
ASEAN FREE TRADE AREA

The ASEAN Free Trade Area(AFTA) is a trading bloc formed by ASEAN member states to promote local commerce and manufacturing in all ASEAN countries while also facilitating economic integration with regional and ASEAN dialogue partners. There shall be the establishment of the ASEAN Free Trade Area (AFTA) Council for administrative the Free Trade Area agrees as follow:

Article 29. The AFTA shall be the Free Trade Area for the ASEAN member state and ASEAN dialogue partner(ASEAN Plus, and international partners);

Article 30. The AFTA membership could expand the Free Trade Area by giving the ASEAN dialogue partner the privilege to become a member of AFTA in the separate document made between the ASEAN member state and the ASEAN dialogue partner;

Article 31. The membership of AFTA could remove by proposing the resolution to AFTA Council;

Article 32. The Republic of Thailand, the Socialist Republic of Vietnam, and the Commonwealth of Australia as the founder of the ASEAN Plus and AFTA shall have the privilege as a member of the AFTA;

Article 33. The member state of ASEAN and ASEAN Plus that have a membership in AFTA shall send the staff specialist in trade and economy to work in the AFTA Council;

Article 34. The AFTA Council shall be established in Bangkok, Thailand. Thailand shall have privilege and immunities to administrative of the staff in AFTA Council, and shall not abuse the privilege by using in the wrong way;

Article 35. They shall work together in the AFTA council to bring the maximum effort from each member state to develop the economy, industry, and trading of the member state;

Article 36. The AFTA shall be the Free Trade Area that the member state is free from tariffs of exporting and importing goods from another member state;

Article 37. The AFTA member state shall open the trading hub for the foreign investors in the member state to attract more foreign direct investment;

Article 38. The AFTA shall be the Free Trade Area that has no import and export quotas from the member state;

Article 39. The AFTA as a Free Trade Area with no tariffs and quotas on both importing and exporting goods: The AFTA will be the Free Trade Area that aim to support the local trade to improve the value of the final goods in the country as well as enhance the local economy; aim to support manufacturing in the country to improve production capacity to expand the exporting goods as well as aid the manufacturer to gain income from their goods;

Article 40. The AFTA member state national customs and trade authorities have the right to the administration of import and export goods in their country. The state national customs and trade authorities of the AFTA member state shall follow the AFTA Free Trade Area policy on international trade of the AFTA member state;

Article 41. The AFTA member state’s national customs and trade authorities shall be under the AFTA council on the administration of international trade of the AFTA member state;

Article 42. The AFTA council shall have the utmost authority in any trade dispute between the member State of AFTA;

Article 43. The AFTA council shall hold the negotiation meeting of the trade dispute of the AFTA member state: the meeting shall include both the disputant and the non-intervention member state to discuss the solution;

Article 44. The AFTA member state shall share the information of trading goods in the AFTA to the member state of the AFTA member state.

CHAPTER VI
ASEAN EDUCATION PROGRAM

ASEAN Education Program(AEP) is a student exchange program and student and scholarship program for the student from secondary school to University for the member state of ASEAN and ASEAN Plus. The ASEAN Education Association shall be established to administrative of the AEP as follow:

Article 45. There shall be the establishment of the ASEAN Education Committee to supervise the student exchange program and scholarship in the ASEAN and ASEAN Plus member states;

Article 46. The ASEAN Education Association shall establish in Bangkok, Thailand as the headquarters of the Education Program;

Article 47. The Education exclusive branch of a member state shall work with the local academy to find a suitable applicant for participation in the AEP;

Article 48. The ASEAN Education Association shall have the authority over the ASEAN Education Program;

Article 49. The AEP policies shall be as follow:
  1. Every student from secondary school to University in the AEP member state has the right to apply for the student exchange program and scholarship without any exemption;
  2. The length of the Student exchange program can be from 3 months to 3 years for student study in secondary school;
  3. The length of the Student exchange program can be from 3 months to 4 years for student study in college or university;
  4. The screening process of the Student exchange program shall start 4 months before the program will start;
  5. The student who is capable in the student exchange program will receive the scholarship of tuition fees until the end of the program;
  6. The ASEAN Education Association shall monetary aid to the living expenses of the student participating in the program;
  7. The student participating in the student exchange program will have to live with the host family to challenge students to develop a global perspective and language communication.

Article 50. The requirements to apply for the AEP as an Inbound Exchange Student shall be as follow:
  1. A passport photo with white background
  2. Two reference letters from academic advisors
  3. An official academic transcript
  4. A copy of the first page of the applicant’s passport (a copy of the biodata page)
  5. An SOP or Statement of Purpose (500-800 words)
  6. A list of courses of interest offered by the partner school or university the applicant would like to study;

Article 51. The requirements to apply for the AEP as an Outbound Exchange Student shall be as follow:
  1. A passport photo with white background (as required by partner university)
  2. A nomination letter from the applicant’s faculty
  3. Two reference letters (one from an academic advisor and one from lecturer/academic staff)
  4. An official academic transcript
  5. A copy of the first page of the passport (passport must have at least 6 months validity remaining. the validity of the passport should cover the entire exchange period)
  6. A Statement of Purpose (SOP) of one A4 page
  7. A list of courses of interest offered by the partner school or university the applicant would like to study
  8. A Consent Agreement is signed by the applicant.

CHAPTER VII
ASEAN SCIENTIFIC DEVELOPMENT PROGRAM

The ASEAN Scientific Development Program(ASDP) is a Joint research group of the member state of the ASEAN and ASEAN Plus. The purpose of the establishment of the ASEAN Scientific Development Program is to advance the technology, invention, and facilities by research collaboration to develop a new kind of technology for the citizen of all ASEAN organization member states and the world. The headquarters of the ASDP is at Science Headquarters in Bangkok Thailand. The ASDP shall be as follow:

Article 52. Thailand shall have the authority over the administration of the ASDP as the host of the program;

Article 53. There shall be the scientist from each member state of ASEAN and ASEAN Plus working for the development of the technology;

Article 54. The ASDP shall be free from the compulsion to research by the member state;

Article 55. The ASDP shall be free to research or develop any technology if the research project doesn’t affect the life of its people, its economy, its relationship with the member state, or doesn’t affect the peace of the world;

Article 56. There shall be the establishment of the ASEAN Scientific Committee to supervise the ASDP;

Article 57 The member state can purpose the committee to investigate the research project of the member state if the project affects the life of people;

Article 58. The member state shall share all research information regarding the research project with the ASDP.

CHAPTER IX
ASEAN NATURE CONSERVATION PROGRAM

The ASEAN Nature Conservation Program(ANCP) is an agreement of ASEAN member states and ASEAN Plus member states come to support the conservation of nature to keep the good environment of our world. The ANCP shall be joint policies of the member state of ASEAN and ASEAN Plus in the environment. The ANCP policies shall be as follow:

Article 59. There shall be the establishment of an ASEAN Environment committee to supervise the ANCP policies;

Article 60. The list of principles of the ANCP policies shall be:
  1. Nature conservation and preserve biodiversity;
  2. Conserve the coastal and marine environment;
  3. Better water resources management;
  4. Appoint environmentally sustainable cities policy;
  5. Prevent climate change, chemicals, and waste;
  6. Promote the academy with environmental education and sustainability
  7. Policies of consumption and production for non-renewable energy and promote the usage of renewable energy;

Article 61. Nature conservation and preserve biodiversity policies shall be appointed in the member state of ASEAN and ASEAN Plus as follow:
  1. There shall be tree replacement planting after the cut down of trees in areas with no city expansion plan;
  2. Limitation of extravagant electricity usage during the days;
  3. State support to garbage collection to reduce garbage from littering;
  4. Reduction in razing the wildlife habitats;
  5. Disallow of animal hunting in the non-hunting area;
  6. Wildlife hunting shall be forbidden during the breeding season;

Article 62. Conserve the coastal and marine environment policies shall be appointed in the member state of ASEAN and ASEAN Plus as follow:
  1. State support to garbage collection to reduce garbage from littering;
  2. The damaging on the beach environment shall be severe disagreement;
  3. Fishing shall be reduced in the bleeding season, and must be supervised;
  4. Supervising of the coastal and marine environment to preserve any damage;

Article 63. Better water resources management policies shall be appointed in the member state of ASEAN and ASEAN Plus as follow:
  1. Limitation of extravagant water usage;
  2. Wastewater treatment support by state;
  3. Developing water filtration systems;
  4. Encouraging water stewardship;
  5. Improving irrigation efficiency;
  6. Expanding water storage in reservoirs;

Article 64. Appoint environmentally sustainable cities policy shall be appointed in the member state of ASEAN and ASEAN Plus as follow:
  1. Developing urban green space area;
  2. Expanding road verge, and avenue area;
  3. Increase green spaces equaling at least 20% of the city's surface;
  4. To reduce car emissions, better public transportation, and increased pedestrianization is needed;
  5. Increase of cycling infrastructure;

Article 65. Prevent climate change, chemicals, and waste policies shall be appointed in the member state of ASEAN and ASEAN Plus as follow:
  1. Greater usage of renewable energy (wind, solar, biomass);
  2. Enhanced energy efficiency in buildings, industries, and appliances in the home;
  3. Reduction of CO2 emissions;
  4. Stabilizing the levels of heat-trapping greenhouse gases in the atmosphere;
  5. Reduce net GHG emissions;

Article 66. Promote the academy with environmental education and sustainability policies shall be appointed in the member state of ASEAN and ASEAN Plus as follow:
  1. Encouraging young people in the academy to understand the importance of climate and the world;
  2. Develop personality of young people in keeping the environment clean;
  3. Expand the biology study in young people;
  4. Encoirgaing campaign to resurrect the local environment;

Article 67. Policies of consumption and production for non-renewable energy and promote the usage of renewable energy shall be appointed in the member state of ASEAN and ASEAN Plus as follow:
  1. Reduce the consumption of non-renewable energy;
  2. Promote the usage of renewable energy;
  3. Expand the usage of renewable energy in a residential area;
  4. Reduce the usage of non-renewable energy in industry area;
