"Your reports are obviously out of date. Military forces in North Kosovo are firing only at armed people not wearing a Military Uniform. As such people are terrorists, illegal combatants, and will be treated as such."
"Were the individuals who were throwing stones at your armored tanks illegal combatants as well?" Lieutenant Nguyen would point out. "Is that why your generals ordered your men to gun them down with their coaxial machine guns?"
"The tanks were protecting the infantrymen because it's hard to protect yourself when you're trying to keep yourself from being concussed or killed by flying debris. You would think that the kind of schools an ambassador would go to you'd have the damn commonsense to stop and think for a second."
Lieutenant Nguyen would stand to respond but a popup on his laptop would stop him in his tracks. He'd look at his laptop, seeing that the Serbians had launched a retreat from Kosovo. He'd smile to himself and sit back down, his job in chambers complete. Showing the message to Representative Linh Mach, she'd pat him on the arm. The two would silently await for the General-Secretary.
The Brazilian Representative would eye the smug look on Lieutenant Nguyen's face and think to himself, "That is one arrogant prick for smiling like that when really all his has done here in his hours-long Castro-like speeches was second a Dutch proposal."
Representative Valdez would continue his report on the proceedings to his president, Victor Romero.
The President, will of course, receive the transcripts, but what he will not see is the false-arrogance, the bravado, and the patronizing way the Vietnamese spoke to those who dissented their opinion. This is what the President must be cognizant of the next time we deal with them on the international stage....
Then he smiles as he continues to file his encrypted email to the President.
He would then rise and answer the Dutch Representative's question.
"I am not saying Brazil would interfere with any GA Peacekeeping Force. What I am trying to point is, a simple majority vote in favor of something as drastic as a GA peacekeeping force would leave a lot, a lot of nations unhappy.
A vote of this measure should at least have a two-thirds majority. If it is say 20 in favor, 15 not favor. Then I would say it would not be a good idea to expand the war.
The Serbs have already pulled back. That is a starting point. Sanctions that will cripple the regime from there."
"I urge the Secretary General to respect the nations that effectively proposed concrete solutions since day one and put to vote the Argentine draft with the japanese and thai ammendmends, as it was requested multiple times. Thank you." @Odinson
"Exactly, day one. Serbia has lost complete territorial control of Kosovo and currently has no form of military force there what-so-ever. Throughout their campaign, they have demonstrated that they cannot hold the territory and cannot act as simple rulers. They have conducted numerous human rights violations within Kosovo, destroyed the local infrastructure, shut off the power and water to the majority of the country, and have put the country into an armed uprising. The Kosovars have shown and won their independence... why should we hand it to them now when they have been beaten and run away from the fight like craven?" Lieutenant Nguyen would respond.
"I move that we go to the updated resolution provided by the Dutch as it is clear that this solution proposed by Argentina is not concrete and is against this Assembly's position that Kosovo is an independent nation."
"Against your position, sir. Not the Assembly's. And again, we will not be voting on any plan you have conjured up or taken part in.
We will be voting on a resolution that has been put together by multiple countries, however undoubtedly inconceivable that is to you without your Philosophy 101 books by your side."
The Chinese Representatives would arrive, and sit down in their designated seats, they would quietly read through the Transcripts of the meetings, debating among themselves. They would also acquire copies of the Argentinian resolution alongside the amends put forward by Japan and Thailand.
In a quietly form they would voice their support for the Argentinian Resolution with the amends put forward by Japan and Thailand. However refrain from doing comments until they thought was right.
"We have just received word that the Serbians have shelled civilian positions.. possibly murdering thousands of innocent in the process.. Would Argentina and Brazil like to change their stance on the situation?"
A pair of unarmed (but large) men in the uniforms of Gendarmery Officers would drive from the Serbian Embassy to the Global Assembly. They would show their diplomatic credentials, and demand to be allowed in immediately, as they had orders to speak with Serbia's delegate.
"No. We urge the Secretary General to call for a vote and stop wasting time, as it clearly is helping the situation getting worse, just as we foretold would happen if we did not act quickly."
"So you agree with the Serbians bombarding innocent civilians? Shame on you. Shame on Argentina for standing by and letting this happen and you want to put Kosovo back under Serbia"
"In addition to that, Mr. Ambassador," The Vietnamese delegation would point out. "Why should we, as a General Assembly, endorse Serbian control of Kosovo when they have very well proven and showed that they cannot control it at all? They lost it in a week with an actual military. If we given them control of Kosovo but ban them from utilizing their military within it, the Kosovars will simply rise up again."
"The situation is derailing from the norms. We would like to proceed to the voting on the Argentinian Resolution, also where is there proof they were civilians? I would like to receive concrete proof they were unarmed. And also where are you getting this informations from?"
"We received a report from units on the ground, which country these units come from, I can not reveal. However, they have shelled about a two square mile area around the Kosovo Assembly Building.. which is a civilian area"
"The numerous journalists embedded within Kosovo has reported a massive artillery strike in the capital, as well as the shutting off and destruction of power to 100% of the country... are you saying that all of Kosovo are armed terrorists?"
